Amendments consist of those proposed to the Comprehensive Plan Map (CPM) and those affecting plan Policies and Text (PIT) as follows: Case Number CPA10-0002: City of Auburn 2010 Comprehensive Plan City-Initiated Map and PolicylTextAmendments, Group 1 MAP AMENDMENTS CPM #1 To amend all comprehensive land use maps to reflect minor change in city boundary as a result of a 2009 annexation identified by Ordinance No. 6261. The location is on the east side of the Green River in the NW quarter of Section 32, Township 22 North, Range 5 East, W.M. POLICYITEXT AMENDMENTS PIT #1 Incorporate Auburn School District 2010 through 2016 Capital Facilities Plan which was adopted May 10, 2010 by the Auburn School District Board of Directors into the City's Comprehensive Plan. PIT #2 Incorporate Kent School District Capital Facilities Plan 2010-2011 to 2015-2016 which was adopted June 23, 2010 by the Kent School District Board of Directors into the City's Comprehensive Plan. PIT#3 Incorporate the Dieringer School District Capital Facilities Plan 2011-2016 which as adopted May 20, 2010 by Dieringer School District Board into the City's Comprehensive Plan. Page 1 of 3 T~ U I~r~1~D P/T #4 Incorporate the Federal Way Public Schools 2011 Capital Facilities Plan which was adopted May 13, 2010 by the Federal Way School's Board of Education into the City's Comprehensive Plan. P/T #5 Auburn's Comprehensive Plan Policy/Text amendments includes: minor updates to referenced documents, to increase consistency with previous comprehensive plan and zoning code changes and to reflect the City's preparation of Greenhouse Gas Inventory. (Comprehensive Plan Chapter 9 and Appendix B) Chapter 9 -The Environment /Key Amendments: • Minor revisions to reflect updated title of referenced documents • Minor revision to increase consistency with previous comprehensive plan and zoning code changes Appendix B - Add reference to recognize the City's preparation of a Greenhouse Gas Inventory The Planning Commission held a public hearing on the second group of comprehensive plan amendments on October 5, 2010 which consisted of the following items: Case Number CPA10-0002: City of Auburn 2010 Comprehensive Plan City Initiated Policy/Text Amendments POLICYITEXT AMENDMENTS P/T #6 Incorporate the City of Auburn's Capital Facilities Plan 2011-2016, into the City Comprehensive Plan. P/T Add new policy EN-41.Ato Objective 18.6 to provide policy supportforfuture change in development regulations in response to House Bill 1481 adopted in April 2009, to encourage the transition to electric vehicle use. Case Number CPA10-0001: Privately-initiated PolicylText Amendments by Mosby Brothers Farms I nc. PlT #8 Chapter 2 -General Approach • Add new Policy GP-31 to acknowledge contribution by businesses that provide educational and historical value to existing Goal 4; Community Character. Chapter 3 -Land Use • Modify Policy LU-14 to acknowledge appropriateness of agricultural uses and limited retail uses supporting agricultural uses in the Residential Conservancy zone. Page2of3 O T~ U I~r~1~1 • Modify Policy LU-15 to acknowledge limited commercial activity is appropriate when in support of agricultural uses and when not adversely impacting residential uses in the Residential Conservancy zone. • Modify Policy LU-45 to recognize agricultural uses are appropriate as a primary use in this general policy related to neighborhood quality. Summary of Recommendations Attached to this memo is an updated summary table outlining the 2010 Comprehensive Plan Amendments (Map and Policy/Text Amendments), staffs recommendation, and the Planning Commission's recommendation for each amendment. Background Materials Also included is the 2010 Comprehensive Plan Amendments' working binder. The binder is organized by: • Staff Reports; • Environmental Review; • General Information and Correspondence (includes comment letters from public}; • Comprehensive Plan Map Amendments; and • Comprehensive Plan Policy/Text Amendments. In the front of the binder you will find the 2010 Docket outlining each proposed amendment for this year's cycle along with the schedule showing the remaining meeting dates leading to a City Council decision. Discussion Staff introduced the majority of the proposed amendments at the June 28, 2010 PCDC meeting. At the October 25, 2010 PCDC meeting, staff will discuss the proposed annual Comprehensive Plan amendments.
