RESOLUTION NO. 3 3 8 7 ,
A RESOLUTION OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING
THE MAYOR AND CITY CLERK OF THE CITY OF AUBURN, TO EXECUTE AN AGREEMENT WITH AUBURN RESPITE PROGRAM TO PROVIDE
RESPITE FOR CAREGIVERS OF THE ELDERLYAND OTHERS IN NEED OF
24-HOUR CARE IN THE AUBURN AREA.
WHEREAS, the City recognizes the need to provide respite for
caregivers of the elderly and others in need of 24-hour care in the Aubum area,
and
WHEREAS, the City recognizes that the Aubum Respite Program is an '
. established provider of such services in the community and has the funding for
such services; and
WHEREAS, fhe City has the space available in its Senior Center facility
for this program; and . WHEREAS it is hereby agreed that the Aubum Respite Program and the
City of.Auburn will work together to meet the needs for respite care,
NOW THEREFORE THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, IN A REGULAR MEETING DULY ASSEMBLED, HEREBY
RESOLVES THAT:
Section 1. The Mayor and City Clerk of the City of Auburn,
Washington, are hereby authorized to execute a Memorandum of Agreement
Resolution No. 3387 September 26, 2001 Page 1
with Aubum Respite Programs to provide said secvice. A copy of said
Agreement is attached hereto, denominated as Exhibit "A" and made, a part
hereof as though set forth in full herein.
Section 2. The Mayor is hereby authorized to implement such
administrative procedures as may be necessary to carry out the.d'irectives of

Memorandum of Agreement ,
THIS AGREEMENT is made and entered into this -J ~day of September,. 2001, by and between the CIY OF AUBURN, a municipal corporation of the State of
Washington whose address is 25 West Main Street, Aubum, Washington, 98001,
hereinafter referred to as "CITY", and the AUBURN RESPITE PROGRAM, a non-profit
organization in the City of Aubum, Washington, hereinafter referred to as "RESPITE".
WHEREAS the CITY recognizes the need to provicie respite forcaregivers of
' the elderly and others in need of 24-hour care in the Auburn area, and
WHEREAS, the CITY recognizes that Respite is an established provider ofthis
service within the community of Auburn and has funding for such service; and
WHEREAS, the CITY has meeting space in its Senior Center fac'ility for such
service;
NOW THEREFORE it is hereby agreed that RESPITE and the CITY will work
together to help meet the need for respite care in the Cify of Auburn, the parties agree
as follows;
1. Purpose
The purpose of fhis Agreement is to contract with RESPITE to provide
respite for caregivers of the elderly and others in need of 24-hour care in the
Aubum area. Many seniors are full-time, twenty-four hour caregivers to their
spouses or other family members who have debilitating diseases, and the
availability of some kind of respite time from these responsibilities improve the
quality of their lives and the lives of those who participate in the program. This
small amount of time in which they can perform business chores, or go to the

library, or attend to personal errands allows them a sense of freedom knowing
that theircharge is well attended by qualified people. This improves the lives of
both partners in the family.
2. Terms of Agreement
It is agreed that RESPITE will be housed in the Aubum Senior Activify
Center. The term of this agreement shall be from October 1, 2001 through
September 30, 2002, and may be continued thereafter by written mutual
agreement of the parties. Either party may terminate this agreement by giving
thirty (30) days written notice to the other party. It is additionally agreed that a
division of responsibility will be for each of the parties as follows:
A. City Responsibilities:
1. It is agreed that the CITY will provide the use of the
Weese Room at the Auburn Senior Activity Center for the
operation of the Respite Program one day per week, on
Fridays, beginning October 1, 2001. Additional use of the
space for Respite purposes may be allowed with approval
granted in writing by the Park Board.
2. The CITY will provide a limited, amount of storage space
and locked cabinet space for Respite use as long as this
agreement remains in effect.
3. The CITY will provide use of ineeting tables, and chairs.
4. The CITY will advertise the program and need for

volunteers in its monthly publications and at marketing
events. Volunteers will be processed through the normal

Volunteer Application process as outlined by CITY Human
Resource Guidelines.
5. The Senior Center will include RESPITE volunteers in all of its volunteer recognition activities.
6. The Senior Center staff will work with RESPITE staff to
offer regular Senior Center activities and services that will
benefit RESPITE clients and their families.
B. Resqite Responsibilities:
1. RESPITE will be responsible for staffing the program'with
paid and volunteer staff and providing an approved
program of activities and services for its clients, according
to their licensing requirements.
2. RESPITE participants may participate in general Senior
Center activities during RESPITE program hours with
supervision and assistance provided by RESPITE staff.
3. RESPITE will be responsible for all liability insurance
related to the operation of the program and provide the
CITY with a certificate of insurance in an amount not less
than Two Million Dollars, which is subject to approval of
Washington Cities Insurance Authority.
4. RESPITE will be responsible for the set-up and takedown
of tables and chairs, and b.asic clean up of the Weese
Room after each use.

5. RESPITE will be responsible for following policies and
procedures as provided for in;its bylaws and by its funding
sources, and any applicable CITY policies and
procedures.
6. RESPITE will be responsible for any damages to the
Senior Center as a result of its use.
7. RESPITE will be responsible for collecting all fees
associated with its program, and for collecting and paying
of any fees due for Senior Center activities in which they
participate. 8. RESPITE will provide the City with participation statistics
on a weekly basis.
9. RESPITE will require its volunteers to complete City
volunteer applications and to record volunteer hours
according to Senior Center procedures. Volunteers will' be
provided with the opporCunity to register for Retired Senior
and Volunteer Program (RSVP).
