MINUTES
I. CALL TO ORDER
, CFiair Rich Wagner called the'meeting to order at 1:08 p.m. in the City of Auburn .
Annex Conference Room 2 located on. the second floor of the Annex, One E.
Main Street; Auburn WA, Gommittee members present were: Chair Rich
Wagner, Vice Chair. Lynn Norman and Member Bill Peloza. Staff members
present included: Mayor Pete Lewis, Director of Human Resources/Risk &
Property Management Brenda Heineman, Parks, Arts and Recreation Directo'r
Daryl' Faber, Finance Director Shelley Coleman; Project/Construction Manager
Sfeven Burke, Planning Direcfor Kevin ' Snyder, Network Co"rnmunications
Engineer Colin Schmalz, Principal Planner Jeff Dixon, and Human Resources
Assistant Cheryl Abner.
Also in attendance were:
Ron Harpel, BLRB Consultant
Abbey Cwiek, Interior Designer, BLRB .
Paul Breckenridge, New Market Tax Credit Consultant
II. APPROVAL OF MINUTES
Vice Chair Norman made a motion to approve the minutes of the July 22, 2010
meeting. Member Peloza seconded.
Minutes approved unanimously 2-0. ~
Discussion
A. New Market Tax Credit Update
Consultant Paul Breckenridge gave an update of the New Market Tax Credit
(NMTC), He presenfed handouts to the Committee outlining the Conventional
and Greenbridge Structure. ;

He stated there is a very real chance that Congress will not reauthorize the ~
NMTC program for 2011:; 1Nithout a reauthbrization of the program, there is
basically no chance that we will be.able to use NMTC's for the project. ;

Even if the program is reauthorized, given the complexity of the "Green.bridge"
structure that we would need to employ, our only realistic chance is if King
County Housing Authority (KCHA) receives an allocation award, as KCHA has
committed to our project.
The Committee will diseuss. altemative strategies at the next Committee
meeting in the event the NMTC.approach is unsuccessful.
Director Coleman presented the Committee with a financial overview of the
Community Center/Acfivity Center Projects in regard to NMTC..
B. Materoals Color Selections for the Activity Cenfer
Consultant Ron Harpel and :Interior Designer Abbey Cwiek of,BLRB provided
the Committee with color sampJes of the various materials that will be used for
the Activity Center: The Committee was in agreement with the color selections
presented 6yBLRB. Anothermeeting of the Color Committee will be scheduled
for early October.
C. Activity Center Construction Update
Manager Burke gave an updafe on the construction of the Activity Center.
Construction-started June 7, 2010; current scHeduled substantial completion is
February 7, 2011 and contract completion date isApril 7, 2011. It is currently
12% complete.
_ ' Pervious concrete test panel is scheduled for Tuesday, September 14, 2010.
The initial pervious concrete subcontractor.was removed from the project for not meeting minimum certification requirements. The replacement contractor is
ConcreteMan, fne. of Puyallup.
Sub-grade for pervious paving has been inspected/approved by Geotechnical
Consultant.
A walk off mat at the gym covered walkway door; and reduced lighting at the.
parking lof are required by`tlie Leadership in Energy'and Environmental Design
(LEED) certification process.
We are currently on track for LEED gold certification even though: we are not
adding any addifional construction costs beyond our original target of LEED
silver.
Chair Wagner suggested that Council'member Nancy. Backus attend future meetings of
the Committee regarding any financial matters. The Committee concurred.

Due to various cornmittee members' schedules; meetings will now be held in the
evenings to accommodate such schedules.
II. ADJOURNMENT
There being ~no further business, the meeting adjourned at 2:55 p.m.
