City Council award Limited Public Works Contract No. 10-30, Project No. CP1020, 2010 Signal
Improvements, to Totem Electric of Tacoma, Inc. on their bid of $38,896.00.
Background Summary:
This project will construct protected permissive signal head improvements at the following three
intersections: M Street SE/Auburn Way S, West Valley Highway/37th Street NW and Emerald Downs
Drive/15th Street NW. ITS cameras will be installed at the intersections of West Valley Highway/37th
Street NW and Emerald Downs Drive/15th Street NW.
Construction is anticipated to start in January 2011 and be completed in March 2011, weather permitting.
The bid exceeded the Engineer's estimate by 11.45%. Upon further review of the project, it appears the
Engineer's estimate for the protected permissive signal head improvements bid item may have been too
low. Due to the enhanced public safety the protected permissive signal head improvements will provide
at the three intersections, staff recommends awarding the Contract as opposed to re-bidding the project,
which would delay the construction of these safety improvements.
There is $100,000 budgeted in 2010 in the Capital 328 Fund for Traffic Signal Improvements, $50,000 of
which is available for this project and will be carried forward to 2011.
