I. CALL TO ORDER
A. Flag Salute
Mayor Peter B. Lewis called the meeting to order at 7:30 p.m. and
led those in attendance in the Pledge of Allegiance.
B. Roll Call
Councilmembers present: Rich Wagner, Sue Singer, Nancy
Backus, Bill Peloza, Lynn Norman, Virginia Haugen, and John
Partridge.
Directors and staff members present: Chief of Police Bob Lee; City
Attorney Daniel B. Heid; Human Resources and Property/Risk
Management Director Brenda Heineman; Public Works Director
Dennis Dowdy; Information Services Director Lorrie Rempher;
Government Relations Manager Carolyn Robertson; Finance
Director Shelley Coleman; Planning and Development Director
Kevin Snyder; Parks, Arts and Recreation Director Daryl Faber;

C. Announcements and Appointments
1. Announcements
a) Auburn Area Chamber of Commerce Annual
Report
Mayor Lewis noted the Chamber of Commerce
annual report was previously distributed to Council.
b) 2011 Legislative Agenda
Government Relations Manager Carolyn Robertson
reviewed the legislative agenda for 2011, including
issues related to a street maintenance utility,
designation of Auburn as a new Amtrak stop, levee

repair and certification discussion with the state (Ms.
Robertson noted the Governor's budget includes $6.2
million for levee repair and maintenance), funding
through the Public Works Trust Fund, funding from
the Department of Commerce for the teen
center/gymnasium at the Les Gove Park campus, red
light photo enforcement, and supporting the State
Attorney General's Office to develop a bill to help
cities and communities better understand the use of
eminent domain. Additionally, Streamlined Sales Tax
(SST) mitigation will be included as a legislative
priority.
2. Appointments
There was no appointment for Council consideration.
D. Agenda Modifications
Agenda modifications included the transmittal of the minutes of the
December 16, 2010, Council Operations Committee meeting,
updated materials for Project CP0920 transmitted under Item V.C.5
of these minutes, the addition of Resolution No. 4666 appearing
under Item VIII.B.6 of these minutes, and the addition of Resolution
No. 4670 appearing under Item VIII.13.8 of these minutes.
II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE
A. Public Hearings
No public hearing was scheduled for this evening.
B. Audience Participation
This is the place on the agenda where the public is invited to speak
to the City Council on any issue. Those wishing to speak are
reminded to sign in on the form provided.
Brinda Hradecky, Ruston, WA
Ms. Hradecky spoke briefly regarding safety and funding for police
services as well as an incident in Ruston, Washington.
C. Correspondence
There was no correspondence for Council review.
III. COUNCIL COMMITTEE REPORTS

A. Municipal Services
Chair Peloza reported the Municipal Services Committee met
December 13, 2010. The Committee reviewed Resolution No.
4658 and the 2011 Vadis Service Agreement. The Committee
discussed the transition of solid waste services on Lea Hill, the
Washington Cities Insurance Authority premium assessments,
taxicab regulations, animal services, the Police Explorer Program,
and an update on the Auburn Police gun range. The next meeting
of the Municipal Services Committee is scheduled for December
27, 2010.
B. Planning & Community Development
Chair Norman reported the Planning and Community Development
Committee met December 13, 2010. The Committee reviewed
Resolution No. 4667 supporting the Auburn School District's Early
Learning Program, Ordinance No. 6334 approving the 2010
Comprehensive Plan amendments, and Resolution No. 4663
approving a Master Development Agreement with Alpert
International. The Committee discussed the annual report from the
Auburn Area Chamber of Commerce, Resolution No. 4659,
Resolution No. 4661, Resolution No. 4662, City Council Chambers
renovations, Lakeland Hills Reservoir 6 Project, Ordinance No.
6329 relating to amendments to Auburn City Code Chapter 14.22,
Ordinance No. 6340 relating to school impact fees, Ordinance No.
6341 relating to fee deferrals, Ordinance No. 6342 relating to
construction sales tax exemption, and the Committee matrix. The
December 27, 2010 Committee meeting has been cancelled. The
next regular meeting of the Committee is scheduled for January 10,
2011 at 5:00 p.m.
C. Public Works
Chair Wagner reported the Public Works Committee met this
afternoon at 3:30. The Committee approved a right-of-way use
permit for Petpalooza and dog trot fun run, contract administration
items, including Project No. C201A for demolition of property at 600
M Street SE, Project No. CP0920 the 2009 Water Main
Replacement, Project No. CP1020 for 2010 traffic signal
improvements, and final pay estimate for Project CP0731 for sewer
main repair and replacement. The Committee discussed the City
Hall plaza project, the project status for the Lea Hill pump station
decommissioning, backup power facilities for utilities, the 15th
Street SW Interurban Crossing Improvements, Auburn Way
South/SR164 corridor safety improvements, capital projects status,
levee maintenance, and street maintenance utility. The next

regular meeting of the Public Works Committee is scheduled for
January 3, 2011.
D. Finance
Chair Backus reported the Finance Committee met this evening at
6:00. The Committee approved claims and payroll vouchers,
Resolution No. 4659 approving the transfer of funds from the
General Fund or Cumulative Reserve Fund to the Municipal Park
Construction Fund, Resolution No. 4661 approving an agreement
with the Auburn Area Chamber of Commerce, and Resolution No.
4662 approving a consulting agreement with Washington
Advocates2. The Committee discussed Resolution No. 4667,
Resolution No. 4663, Ordinance No. 6329, Ordinance No. 6340,
the October 2010 financial report, and transition of solid waste
services in the Lea Hill area. The Committee also held an
executive session regarding Resolution No. 4666 relating to the
sale of real property pursuant to pursuant to RCW 42.30.110(1)(c).
The next regular meeting of the Finance Committee is scheduled
for January 3, 2011.
E. Les Gove Community Campus Committee
Chair Wagner reported that no meeting for the Les Gove
Community Campus Committee has been scheduled.
F. Downtown Redevelopment
Vice Chair Backus reported the Downtown Redevelopment
Committee met December 14, 2010. The Committee discussed
the South Division Street promenade gateway feature and City Hall
plaza pavement design. The next meeting of the Downtown
Redevelopment Committee is scheduled for January 11, 2011.
G. Council Operations Committee
Chair Wagner reported the Council Operations Committee met
December 16, 2010. The Committee discussed the methodology
for Councilmember service credits in the Public Employees
Retirement System (PERS), Council committee assignments for
2011, temporary Council office space assignments located on the
second floor of City Hall, and proposed renovations to the Council
Chambers.
IV. REPORTS
At this time the Mayor and City Council may report on significant items
associated with their appointed positions on state, regional and local
organizations.

A. From the Council
Deputy Mayor Singer reported that she attended the DARE
graduation at Terminal Park Elementary and administered the oath
to a new lateral police officer. Deputy Mayor Singer also reported
that she is working on the 2011 schedule for Committee of the
Whole meetings.
Councilmember Wagner reported he coordinated a City-hosted
meeting of students, professors, and professional engineers and
architects who reported on the Integrated Design Experience
(IDeX) project.
Councilmember Partridge reported that he attended the Suburban
Cities Association Caucus meeting and helped send off the current
Miss Washington who will be competing in the Miss America
pageant on January 15, 2011.
Councilmember Backus reported that she attended the Valley
Regional Fire Authority (VRFA) Board meeting. Councilmember
Backus thanked members of the Finance Committee for their work
this past year.
Councilmember Peloza reported that he conducted a meeting with
members of the Sons of Italy regarding the possible formation of
Sister City relationship with Mola di Bari, Italy, located on the
Adriatic Sea. Councilmember Peloza also reported that he
attended the King County Water Pollution Abatement Advisory
Committee meeting where the main topic was the concurrence by
the Committee of forwarding comments to the Washington State
Department of Ecology regarding the Lower Duwamish Superfund
Cleanup Site. Councilmember Peloza reported on a student
marine life science program funded in part by Water Resource
Inventory Area (WRIA) 9. Councilmember Peloza also commented
on the National League of Cities (NLC) prescription card program.

All matters listed on the Consent Agenda are considered by the City
Council to be routine and will be enacted by one motion in the form listed.

Deputy Mayor Singer moved and Councilmember Wagner
seconded to approve the Consent Agenda.
Councilmember Haugen requested removal of the claims vouchers
from the Consent Agenda for separate consideration.
MOTION TO APPROVE THE CONSENT AGENDA, EXCEPTING
THE CLAIMS VOUCHERS, CARRIED UNANIMOUSLY. 7-0.
VI. UNFINISHED BUSINESS
A. Claims
Claims check numbers 400341 through 400727 in the amount of
$4,235,008.32 and one wire transfer in the amount of $119,238.83
and dated December 20, 2010.
Deputy Mayor Singer moved and Councilmember Wagner
seconded to approve the claims vouchers.
Councilmember Haugen expressed opposition to $229,000 in
claims vouchers.
MOTION CARRIED. 6-1. Councilmember Haugen voted no.
VII. NEW BUSINESS

Construction Fund for up to a three-year period of time
Councilmember Backus moved and Councilmember
Norman seconded to adopt Resolution No. 4659.

3. Resolution No. 4661

A Resolution of the City Council of the City of Auburn,
Washington, authorizing the Mayor and the City Clerk to
execute an Agreement for Services between the City of
Auburn and the Auburn Area Chamber of Commerce to
operate a visitor information center, promote tourism
awareness within the City and to provide services associated
with supporting the City's economic development efforts
Councilmember Backus moved and Councilmember
Norman seconded to adopt Resolution No. 4661.
Deputy Mayor Singer moved to amend the preamble of the
resolution to add the following paragraph: "Whereas, the
City collects a lodging tax for the purpose of promoting
Auburn as a tourist destination." Councilmember Haugen
seconded.
MOTION CARRIED UNANIMOUSLY. 7-0.
MOTION TO ADOPT RESOLUTION NO. 4661, AS

8. Resolution No. 4670
A Resolution of the City Council of the City of Auburn,
Washington, repealing Resolution No. 4551 passed

passed March 15, 2010, and designating the members,
powers, duties and meeting times and day of all standing
committees of the City Council of the City of Auburn
Councilmember Wagner moved and Deputy Mayor Singer
seconded to adopt Resolution No. 4670.
Councilmember Wagner noted a scrivener's error where the
Municipal Services Committee meeting time should read
3:30 rather than 4:00.
MOTION CARRIED. 6-1. Councilmember Haugen voted
no.
IX. ADJOURNMENT
There being no further business to come before the Council, the meeting
adjourned at 8:41 p.m.
