Background Summary: The City of Auburn has recently been awarded a Washington State Transportation Improvement Board (TIB) grant in the amount of $2,426,400 for Phase 2 of the Auburn Way South Corridor Improvement project. This project is a planned partnership with the Muckleshoot Indian Tribe who is contributing $606,600 (required match under TIB) to the project for a total improvement cost of $3,033,000. As part of the award, the City is required to add the project to the 2011-2016 Transportation Improvement Program (TIP) and the Washington State Transportation Improvement Program (STIP) in order to be eligible to obligate the awarded funds. Pursuant to RCW 35.77.010 the legislative body of each city is required to prepare and adopt a comprehensive transportation program for the ensuing six years. The program may at any time be revised by a majority of the legislative body of a city, but only after conducting a public hearing. This Council Agenda Bill will set a date of March 2011 to conduct the public hearing. CHAPTER 35.77 WHEREAS, on November 19, 2010, the City of Auburn was notified in writing by the Washington State Transportation Improvement Board (TIB) of a grant award in the amount of $ 2,426,400 in funds based on an application that the City submitted on August 31, 2010 for the Auburn Way South Corridor Improvements, Fir Street SE to Hemlock Street SE project; and WHEREAS, as part of the award, the City is required to add the project to the 2011-2016 Transportation Improvement Program (TIP) and the Washington State Transportation Improvement Program (STIP} in order to be eligible to obligate the awarded funds; and WHEREAS, RCW 35.77.010 requires that the legislative body of each City is required to prepare and adopt a Comprehensive Transportation Improvement Program (TIP) for the ensuing six years. Resolution No. 4676 January 19, 2011 Page 1 NOW, THEREFORE, THE CITYCOUNCILOFTHE CITYOFAUBURN, WASHINGTON, HEREBY RESOLVES as follows: Section 1. PURPOSE. The purpose of this Resolution is for the City Council to set a time and date for a public hearing to amend the 2011-2016 Transportation Improvement Program, to add a new project forwhich the City is now eligible to receive grantfunding. Section 2. NOTICE OF HEARING. The Council hereby directs that a notice specifying the time and place of the public hearing shall be published one time in a newspaper of general circulation and the notice shall also be posted in three public places. Such public notice shall precede the public hearing by at least 10 days. Section 3. DATE OF HEARING. Pursuant to the requirements of State law, a public hearing on said 2011-2016 Transportation Improvement Program will be held on the 7t"day of March, 2011, at 7:30 p.m., or as soon thereafter as reasonably possible, in the Council Chambers of the Auburn City Hall at 25 West Main Street in Auburn, Washington, before the City Council. All persons interested in said 2011-2016 Transportation Improvement Program may attend and testify at said hearing. Section 4. AUTHORITY. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of this legislation. Resolution No. 4676 January 19, 2011 Page 2 Section 5.
