This project will complete a 5 lane section of roadway including sidewalks, lighting, transit and storm improvements and a new traffic signal at Hemlock St SE. As part of the award, the City is required to add the project to the 2011-2016 Transportation Improvement Program (TIP) and the Washington State Transportation Improvement Program (STIP} in order to be eligible to obligate the awarded funds. Pursuant to RCW 35.77.010 the legislative body of each city is required to prepare and adopt a comprehensive transportation program for the ensuing six years. The program may at any time be revised by a majority of the legislative body of a city, but only after conducting a public hearing.
