CALL TO ORDER Chair Nancy Backus called the meeting to order at 6:00 p.m. in Conference Room No. 1 on the second floor of the City Hall Annex located at One East Main Street in Auburn. Chair Backus, Vice Chair Lynn Norman and Member Rich Wagner were present. Present during the meeting were City Attorney Daniel B. Heid, Public Works Director Dennis Dowdy, Financial Services Manager Rhonda Ewing, Assistant Police Chief Bob Karnofski, and Deputy City Clerk Cathy Richardson. Wayne Osborne was also present. II. CONSENT ITEMS A. Approval of Minutes 1. Minutes of the January 3, 2011 Finance Committee meeting. Vice Chair Norman moved and Member Wagner seconded to approve the January 3, 2011 minutes. MOTION CARRIED UNANIMOUSLY. 3-0. B. Vouchers 1. 2010 Claims F4.9.5 Claims check numbers 401010 through 401012 and 401014 through 401248 in the amount of $2,221,772.42 and dated January 18, 2011. Page 1 Finance Committee Minutes January 18, 2010, 2. 2011 Claims Claims check numbers 401013 and 401249 through 401393 in the amount of $2,557,334.38 and dated January 18, 2011. 3. Payroll F4.9.2 Payroll check numbers 530601 to 530706 in the amount of $866,670.85 and electronic deposit transmissions in the amount of $1,243,275.35 for a grand total of $2,109,946.20 for the pay period covering December 30, 2010 to January 12, 2011. Committee members reviewed the vouchers and briefly discussed voucher numbers 401015, 401027, 401055, 401057, 401110, 401145, 401264, 401299, and 401379. Member Wagner expressed concerns regarding recent tree trimming taking place around the City and requested that staff research the methods being used and coordinate efforts. Vice Chair Norman requested an update on costs savings for the alternatives to incarceration program versus incarceration costs. Member Wagner requested an update on insurance provided by Washington Cities Insurance Authority (WCIA) and costs versus claims. Vice Chair Norman moved and Member Wagner seconded to approve the vouchers. MOTION CARRIED UNANIMOUSLY. 3-0. III. ORDINANCES AND RESOLUTIONS A. Ordinances There was no ordinance for Committee consideration. B. Resolutions Page 2 Finance Committee Minutes January 18, 2010 1. Resolution No. 4673 A3.8.23 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute a contract between the City of Auburn and its Tourism Board with ChevaYEA Group for tourism promotion services City Attorney Heid reported that the ChevaYEA Group will, among other services, provide web design services for the Auburn Tourism Board. The contract will be paid from the hotel lodging taxes collected in Auburn. Vice Chair Norman moved and Member Wagner seconded to approve Resolution No. 4673 and forward to the full Council. MOTION CARRIED UNANIMOUSLY. 3-0. IV. DISCUSSION ITEMS A. Resolution No. 4672 A1.3 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute an Interlocal Agreement with King County for the purpose of providing road services Director Dowdy explained that Resolution No. 4672 is an annual contract with King County. King County has provided road services for the City of Auburn for approximately three to four years and they do a very good job. Although it is possible to get some of the services from other providers, it would be more costly for the City. In response to questions from Vice Chair Norman, Director Dowdy stated that staff intends to review the contract mid-year, while the weather is still mild, to determine the funds needed to complete the pavement striping at 100%. Last year, due to the City getting a late start on the contract and inclement weather, the County was only able to complete approximately 40% of the needed striping. Staff feels that the $8,500 allotted for bridge inspections and repairs is sufficient to meet the needs of the City. Page 3 Finance Committee Minutes January 18, 2010 B. Ordinance No. 6345 01.8 An Ordinance of the City Council of the City of Auburn, Washington, amending Section 9.30.110 of the Auburn City Code relating to false alarm service fees Assistant Police Chief Karnofski explained that, at the request of Mayor Lewis, staff reviewed the false alarm service fees. When the alarm program ordinance first went into effect it provided for an educational period wherein citizens were allowed one false alarm with no penalty for the first year. A fee for every false alarm has been charged citizens since that time. This resulted in citizens filing an appeal to have the fee waived and, in most instances, the appeal was granted. In light of current economic conditions and to provide the educational period for new subscribers, the amendment provides that the first false alarm is free and fees would be charged for any false alarm thereafter. Committee members briefly reviewed Ordinance No. 6345. V. ADJOURNMENT There being no further business to come before the Committee, the meeting adjourned at 6:33 p.m. APPROVED THE DAY OF FEBRUARY 2011.
