CALL TO ORDER Chair Nancy Backus called the meeting to order at 6:00 p.m. in Conference Room No. 1 located on the second floor of the City Hall Annex located at One East Main Street in Auburn. Chair Backus, Vice Chair Norman and Member Rich Wagner were present. Present during the meeting were Mayor Peter B. Lewis, City Attorney Daniel B. Heid, Finance Director Shelley Coleman, Planning and Development Director Kevin Snyder, Chief of Police Bob Lee, Public Works Director Dennis Dowdy, Information Services Director Lorrie Rempher, and City Clerk Danielle Daskam. II. CONSENT ITEMS A. Approval of Minutes 1. Minutes of the January 18, 2011 Finance Committee meeting. Vice Chair Norman moved and Member Wagner seconded to approve the January 18, 2011 minutes. MOTION CARRIED UNANIMOUSLY. 3-0. B. Vouchers 1. 2010 Claims F4.9.5 Claims check numbers 401394 through 401398 and voucher numbers 401401 through 401601 in the amount of $2,467,253.80 and dated February 7, 2011 2. 2011 Claims F4.9.5 Pagel Finance Committee Minutes February 7, 2011 Claims check numbers 401399 through 401400 and 401602 through 401913 in the amount of $1,334,522.31 and five wire transfers in the amount of $500,444.02 and dated February 7, 2011. 3. Payroll F4.9.2 Payroll check numbers 530708 to 530790 in the amount of $290,733.42 and electronic deposit transmissions in' the amount of $1,121,952.91 for a grand total of $1,412,686.33 for the pay period covering January 13, 2011 to February 2, 2011. Committee members reviewed the vouchers and briefly discussed voucher numbers 401450, 401541, 401490, 401446, 401517, 401671, 401623, and 401708. Vice Chair Norman moved and Member Backus seconded to approve the vouchers. MOTION CARRIED UNANIMOUSLY. 3-0. III. ORDINANCES AND RESOLUTIONS A. Ordinances 1. Ordinance No. 6347 F4.16 An Ordinance of the City Council of the City of Auburn, Washington, establishing the local sales and use tax credit against the State Sales and Use tax for local revitalization financing for 2011 Committee members previously discussed Ordinance No. 6347 at their January 18, 2011 meeting. Vice Chair Norman moved and Member Wagner seconded to approve Ordinance No. 6347 and forward the Ordinance to the full Council. MOTION CARRIED UNANIMOUSLY. 3-0. B. Resolutions Page 2 Finance Committee Minutes February 7. 2011 1. Resolution No. 4671 F6.17 A Resolution of the City Council of the City of Auburn, Washington, ;authorizing the City of .Auburn to impose a sales, and use tax as authorized by RCW . 82.14.415 as a credit against State sales and use tax, relating to annexations Committee. members previously discussed Resolution No. 4671 at their January 18, 2011 meeting. Vice Chair Norman moved. and Member Wagner seconded to approve _Resolution No 4671 and forward the Resolution to the full Council. MOTION CARRIED UNANIMOUSLY. 3-0. IV. DISCUSSION ITEMS A. Resolution No. 4678 F4.6.1 A Resolution. of the City Council of the City of Auburn; Washington, authorizing the conversion to, and sale of Auburn Police Canine Riggs as surplus property of the City of Auburn Chief Lee reported that Resolution No. 4678 was presented to the Municipal Services Committee for approval on. January 24, 2011. Chief Lee- =explained -that due to the promotion of K9 Handler Officer .Dan, O'Neil to Sergeant, Police Canine Riggs will be retired. Riggs' handler; Sergeant O'Neil; has agreed to purchase the dog as has been the practice of previous K9's and their handlers. This allows the =K9 officer. to remain with the handler to whom it has bonded and. allows the"K9 a comfortable and safe environment for retirement. B. Resolution No. 4683 A316.12 A Resolution of the City Council of the_ City of Auburn; Washington, authorizing the Mayor,-and, City Clerk to execute an . Interlocal Agreement: between the-city of Auburn and the.City-of Algona for, Information Services Technology Information Services Director Rempher explained that the City of Algona approached the City regarding an interlocal agreement for Page 3 I Finance Committee Minutes February 7, 2011 Information Services support of.their computer system. The City of Auburn has supported their police department with Spillman PP, records :management software for the past several years. The proposed interlocal -agreement extends the -service to network and desktop support,. virus. and operation system patch management and technical recommendations. . The- interlocal agreement provides'for cost recoveryof services. C. Resolution No. 4680 04.9.1 C201A A Resolution of the City -Council of the City of Auburn, Washington, authorizing the. Mayor to.execute,an Interlocal Agreement with..the Port of Seattle for the purpose of funding and constructing the M Street SE Grade Separation Project (C201A) Public Works Director Dowdy explained that Resolution Nos. 4680 and 4681 authorize interlocal agreements. with the Ports. of`Seattle and Tacoma for the purpose of -funding a portion the M Street SE Underpass Project. Each Port'has agreed to contribute $771,400 to, the .project, which- is approximately `3.5% of the 'original project cost estimate. D. Resolution No. 4681 04.9.1 C201 A .A Resolution of the City Council of the City of Auburn, Washington, authorizing.-the Mayor to execute an Interlocal Agreement with the Port of Tacoma for the purpose of funding -and constructing the M Street: SEGrade Separation. -Projec((C201A) (See Item:IV.C, Resolution No. 4680 for discussion of Resolution No: 4681.) E. Ordinance No. 6342 . F6.7- An: Ordinance of the City Council- of the City , of Auburn, Washington; ',creating 'a new Section 3.60.03.5 of the /Auburn City Code, relatingto exemptions from City-imposed sales and use tax -Planning and Development Director. Snyder stated that the goal of Ordinance No. 6342, as originally conceived, focused, on providing economic, development' incentives to retail businesses that would I bring- more sales tax revenue to the City of Auburn -rather than to I competing jurisdictions. Page 4' Finance Committee Minutes February 7. 2011 Committee members discussed the possibility of providing incentives to businesses that do not qualify for exemptions under Ordinance No. 6342, but who construct a new building that would bring a significant amount of new jobs to the community. Mayor Lewis requested that Director Snyder draft an ordinance that would provide such incentives for Committee review. F. Ordinance No. 6351 An Ordinance of the City Council of the City of Auburn, Washington, amending Ordinance No. 6339, the 2011-2012 Biennial Budget Ordinance and authorizing amendment to the City of Auburn 2011-2012 Budget as set forth in Schedule "A" Ordinance No. 6351 was added to the agenda. Finance Director Coleman explained that the budget amendment relates to staffing, including the transfer of the responsibility for median and gateway maintenance from the Storm Fund to Parks Maintenance, the addition of a Council staff person, converting a contract staff person at the Senior Center to a regular employee, and additional funds in the Sewer Division to fill positions on temporary leave.
