CALL TO ORDER
May 17, 2010
MINUTES
Chairman Rich Wagner called the meeting to order at 3:30 p.m. in Conference Room #1, located
on the second floor of Auburn City Hall, One East Main Street, Auburn, Washington. Committee
members present were: Chairman Rich Wagner, Vice-Chair Sue Singer, and Member Bill Peloza.
Also present during the meeting were: Mayor Peter B. Lewis, Public Works Director Dennis
Dowdy, City Engineer/Assistant Director Dennis Selle, Assistant City Engineer Ingrid Gaub,
Utilities Engineer Dan Repp, Project Engineer Leah Dunsdon, Project Engineer Ryan Vondrak,
Traffic Operations Engineer Scott Nutter, Project Engineer Robert Lee, Storm Drainage Engineer
Tim Carlaw, Water Engineer Cynthia Lamothe, Traffic Engineer Pablo Para, City Attorney Dan
Heid, Citizens Wayne Osborne and Nick Perius, and Department Secretary Jennifer Rigsby.
CONSENT AGENDA
A. APPROVAL OF MINUTES
It was moved by Vice-Chair Singer, seconded by Member Peloza, that the Committee approve
the Public Works Committee minutes for date, May 3, 2010.
Motion carried 3-0.
B. PERMISSION TO PROCURE PRESSURE REDUCING VALVE (PRV) STATION AND
PERMISSION TO ADVERTISE FOR PROJECT NO. 1011, TACOMA PIPELINE 5 B STREET
NW INTERTIE PROJECT
Project Engineer Dunsdon explained that the project estimates are being updated due to the
possible additional cost of procuring easements due to restrictions working under the BPA
lines. Dunsdon reviewed the budget status sheet and explained that the procurement costs
were noted separate from the construction costs.
It was moved by Vice-Chair Singer, seconded by Member Peloza, that the Committee
recommend Council grant permission to procure the Pressure Reducing Valve Station and
permission to advertise for Project No. 1011, Tacoma Pipeline 5 B Street NW Intertie Project.
Motion carried 3-0.
C. APPROVE FINAL PAY ESTIMATE NO. 11 TO CONTRACT NO. 09-01 IN THE AMOUNT OF
$3619.74 FOR A TOTAL CONTRACT PRICE OF $2,189,877.69 WITH RL ALIA COMPANY
AND ACCEPT CONSTRUCTION OF PROJECT NO. CP0762, LES GOVE NEIGHBORHOOD
IMPROVEMENTS - PHASE 1
Project Engineer Vondrak was present. Chairman Wagner asked if there were any new stop
signs or traffic signals included in Phase 1 of the project. Vondrak answered there were none
included in Phase 1, but there will be stop signs replaced as part of Phase 2.

It was moved by Vice-Chair Singer, seconded by Member Peloza, that the Committee
recommend Council approve Final Pay Estimate No. 11 to Contract No. 09-01 and accept
construction of Project No. CP0762, Les Gove Neighborhood Improvements - Phase 1.
Motion carried 3-0.
D. AWARD CONTRACT NO. 10-05 TO SCOTTY'S GENERAL CONSTRUCTION ON THEIR
LOW BID OF $517,720.75 PLUS WASHINGTON STATE SALES TAX OF $20,792.65 FOR A
TOTAL CONTRACT PRICE OF $538,513.40 FOR PROJECT NO. CP0762, LES GOVE
NEIGHBORHOOD IMPROVEMENTS - PHASE 2
Project Engineer Vondrak reviewed the scope of the traffic revisions included in the project.
The street signs and stop signs are being updated to meet the Manual of Uniform Traffic
Control Devices (MUTCD) standards but their placement will not change.
Assistant Director/City Engineer defined the term "asphalt concrete" as the formal name for an
asphalt pavement.
It was moved by Vice-Chair Singer, seconded by Member Peloza, that the Committee
recommend Council award Contract No. 10-05 for Project No. CP0762, Les Gove
Neighborhood Improvements - Phase 2.
Motion carried 3-0.
E. APPROVE FINAL PAY ESTIMATE NO. 5 TO CONTRACT NO. 06-26 IN THE AMOUNT OF
$26,862.85 FOR A TOTAL CONTRACT PRICE OF $740,617.75 WITH SIGNAL ELECTRIC
AND ACCEPT CONSTRUCTION OF PROJECT NO. C30713, CITYWIDE INTELLIGENT
TRANSPORTATION SYSTEM (ITS) PROJECT - PHASE 1 B
Traffic Operations Engineer Nutter explained the phasing of the ITS project, following
questions asked by Chairman Wagner. Nutter stated that there is a single federal grant which
funded the first two projects, Phase 1A and 1 B along with a CMAQ grant for Phase 1 B. There
is a new federal grant that will fund the South Auburn ITS Project, which is the next phase.
Chairman Wagner asked if the ITS video available for viewing on the City's website is updated
on a regular basis. Nutter answered that the video feed is updated, however because work
was being done on the servers over the weekend, the images shown at times online may not
have been the most recent.
Traffic Operations Engineer Nutter answered questions asked by Vice-Chair Singer regarding
the traffic signal timing on S 277th Street.
Chairman Wagner requested that time be scheduled at a future Committee Meeting for the
Committee to view the Public Works Department's Traffic Management Center.
It was moved by Vice-Chair Singer, seconded by Member Peloza, that the Committee
recommend Council approve Final Pay Estimate No. 5 to Contract No. 06-26 and accept
construction of Project No. C30713, Citywide Intelligent Transportation System (ITS) Project -
Phase 1 B.

F. PERMISSION TO ADVERTISE FOR BIDS FOR PROJECT NO. CP0819, PEASLEY CANYON
ROAD CULVERT REPLACEMENT
Using an enlarged vicinity map, Project Engineer Lee reviewed the project location with the
Committee and discussed the scope of the project. The project will replace the two existing
culverts under Peasley Canyon Road with a single 20 foot wide by 5 foot tall pre-cast concrete
box culvert. The existing culverts are located northwest of the King County Park N Ride lot.
Lee explained that some wetland mitigation and stream restoration was required as part of the
City's permits for the project.
Chairman Wagner asked why the replacement box culvert was so large compared to the
existing culverts. Project Engineer Lee answered that the size of the new box culvert is due to
the State's requirements which are based on the City's 100-year Storm Event. Director Dowdy
pointed out that the new larger box culvert will also be more "fish friendly."
The Committee and staff discussed the detour routes that will be used during the road closure
on Peasley Canyon Road. Project Engineer Lee identified the locations where detour and
warning signs will be placed. Assistant Director/City Engineer Selle stated that the sign
placement and traffic revisions can be adjusted if any problems develop during the course of
the closure. Lee stated the project is a 60 working day project and Peasley Canyon Road is
anticipated to be closed for 14 calendar days.
Project Engineer Lee responded to questions asked by Member Peloza regarding the
conveyance of storm water through the wetland.
It was moved by Vice-Chair Singer, seconded by Member Peloza, that the Committee
recommend Council grant permission to advertise for bids for Project No. CP0819, Peasley
Canyon Road Culvert Replacement.
III. ISSUES
There were no Issues for Committee action.
IV. DISCUSSION AND INFORMATION
A. CAPITAL PROJECT STATUS REPORT
Item No. 11 - CP0819 - Mill Cr/Peasley Canyon Culvert Replacement: Chairman Wagner
asked if the project budget will be adjusted on the report. Assistant City Engineer Gaub
verified that it will be updated.
