Administrative Recommendation:
City Council conduct a hearing on the 2010 Consolidated Annual Performance and Evaluation Report,
(CAPER).
Background Summary:
Resolution No. 4693 accepts the 2010 Consolidated Annual Pertormance and Evaluation Report and
directs staff to submit the report to HUD. The Consolidated Annual Performance and Evaluation Report (CAPER) is written and submitted to the
Department of Housing and Urban Development (HUD) annually. Its primary purpose isto inform the
citizens of Aubum where Federal dollars are being spent, by whom, and what tlie money accomplishes.
It also serves as_an evaluation #ool and begins the process of setting spending goals for the next year. The CAPER is an overall review of housing and community development activities that were funded by
the Community Development Block Grant program in the year 2010. Furthermore, HUD regulations
stipul_ate the City solicit comments and public review of its annual CAPER.
A City Gouncil public hearing on the CAPER is scheduled for the Monday, March 21, 2011 City Council
meeting. Public Notice of the CAPER's availability, was provided by publication in the Seattle Times and
posted on the City of Aubum's website. No comments have been received regarding the CAPER to date.
At its March 21; 2011 meeting, the Council can act on the CAPER by accepting it by resolution. The
resolution directs staff submit the report to HUD.
