Background.Summary: The Aubum City Council Operations Committee designates the formation and membership of the standing committees of the Gity Council, subject to approval of the City Council. On March 8; 2011, the Council Operations Committee conducted a meeting, at which time, the Committee recommended replacing Depufy MayorSinger with Councilmember Wagner on the Downtown Redevelopment Gommittee. The Committee also recommended rrioving the oversight of the Senior Center from `the Municipal Services Committee to the Planning and Gommunity Development Committee. ' Resolution. No. 4692 provides for the recommended changes. March 8, 2011, at which time the Committee approved modifications to the membership on the City Council Downtown Redevelopment Committee and the scope of authority for the Planning and Community Development and Municipal Services Committees, and recommended the City Council's adoption of the same. . ; THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, IN A REGULAR MEETING DULY ASSEMBLED, HEREWITH RESOLVES AS FOLLOWS: Section 1. Section'2(F) of Resolution No. 4670 relating to the designation of Downtown Redevelopment Committee members, powers and duties is amended as follows: - F. DOWNTOWN`REDEVELOPMENT-COMMITTEE ' LYNN NORMAN (Chair), NANCY BACKUS (Vice Chair), c~~E cIQER RICH WAGNER (Member) Resolution No. 4692 March 9, 2011 Page 1 SCOPE: Makes recommendations to the City Council as a whole on policies relating to development in the Downtown Urban Core, downtown development agreements and operating policies. This Committee will serve as the CounciPs liaison for . the Auburn Downtown Association, the Business Improvement Area Board and the Urban Core Task Force. Section 2. Section 2(D) of Resolution Na 4670 relating to the designation of Municipal Services Committee members, powers and duties is amended as follows: D. N6UNICIPAL SERVICES: BILL PELOZA (Chair), SUE SINGER (Vice Chair), and JOHN PARTRIDGE (member). - SCOPE: Makes recommendations to the, City Council as a whole on policies relating to police, animal control, emergency planning, community services, telecommunications, solid waste, airport, sea+e~ - sente,; Aubum International Farmers' Market, , golf course, and cemetery. This Committee will serve as the CounciPs I'iaison for the Airport Advisory Board and the Cemetery Board. Section 3. Section 2(C) of Resolution No. 4670 relating to the designation of Downtown Redevelopment Committee members, powers and duties is amended as follows: C. PLANNING AND COIIAMUNITY DEVELOPMENT: LYNN NORMAN (Chair), NANCY BACKUS (Vice Chair), and JOHN PARTRIDGE (member): . Resolution No. 4692 March 9, 2011 Page 2 SCOPE: Makes recommendations to the City Council as a whole on policies relating to land use planning and . zoning, code enforcement, annezation, building permits, transportation (loqg-term planning and land use and the Transportation Improvement " Program), Capital Improvement Plans (Public - Works CIP- oversight), human services, parks, . ' cultural arts and public art, senior center, the museum and Olson Farm, communications, and - economic development. This Committee will serve as the CounciPs liaison for the Arts Commission, K'ing County Library, Urban Tree Board, Parks and Recreation Board, Planning Commission, Human Services Committee, Museum Board, and Multicultural Roundtable. Section 4. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of this legislation..
