CALL TO ORDER Chair Nancy Backus called the meeting to order at 6:00 p.m. in Conference Room No: 1 located on the second floor of the City Hall Annex located af One East Main Street in Auburn. Chair Backus, Vice Chair Lynn Norman, and Member Rich Wagner were present. Present during the meeting were Mayor Peter B. Lewis, City Attomey Daniel B. Heid, Finance Director Shelley Coleman, Utilities and Accounting Services Manager Mark Gregg, Solid Waste Coordinator Joan Nelson, and City Clerk Danielle Daskam. Also present was Wayne Osborne. 11. CONSENT ITEMS A. Approval of Minutes 1. 9Ninutes of the March 21, 2011 Finance Commottee meeting. Member Wagner moved and Chair Backus seconded to approve the March 21, 2011 minutes. MOTION CARRIED UNANIMOUSLY. 3-0. B. Vouchers 1. Claims F4.9.5 Claims check numbers 402986 through 403298 in the amount of $864,873.30 and two wire transfers in the amount of $182,498.45 and dated April 4, 2011. 2. Payroll . F4.9.2 , Page 1 Finance Committee Nlinutes Aaril 4, 2011 Payroll check numbers 531043 to 531134 in the amount of $298,060.21 and electronic deposit transmissions in the amount of $1,107,540.30 for a grand total of $1,405,600,51 . for tFie pay period covering to March 17, 2011 through March 30, 2011. Committee members reviewed the vouchers and briefly discussed.voucher numbers 402987, 403256, and 403258. Vice Chair Norman moved and Member Wagner seconded to approve the vouchers. MOTION CARRIED UNANIMOUSLY. 3-0. III. ORDINANCES AND RESOLUTIONS A. Orclinances 1. Ordinance No. 6352 F3.23 Ah Ordinance of the City Council of the City of Auburn, Washington, amending Ordinance Na 6339, the 2011-2012 - Biennial Budget Ordinance as amended by Ordinance No. 6351 authorizing amendment to the City of Auburn 2011- 2012 Budget as set forth in Schedule "A" Ordinance No. 6352 amends the 2011-2012 Biennial Budget: The ordinance was discussed at the March 21, 2011, Finance Committee meeting. Vice Chair.Norman moved and Member Wagner seconded to approve and forward Ordinance No. 6352 to the Council. MOTION CARRIED UNANIMOU3LY. 3-0. - B. Resolutions 1. Resolut6on No. 4691 F4.7 . A Resolution of the City Council of the City of Auburn, Washington, authorizing the transfer of funds for the purpose of making a, loan or loans from the Cumulative Reserve. Fund to the Golf Course Fund for up to a twayear period of time , Page 2 , Finance Committee Mlinutes April 4, 2011 Resolution No. 4691 approves a loan from the Cumulative Reserve Fund to the, Golf Course Fund in an amount up to $350,000 for up to a two-yearperiod of time. Vice Chair Norman inquired regarding a previous loan to the Golf Course Fund. Finance Director Coleman recalled that a loan was made to the Golf Course Fund in order to purchase golf.carts. The loan has not yet been fully repaid; finro installments remain. The Golf Course Fund did not make payments in 2010 and 2011 as there was not sufficient funds in the Fund. Cart rental fees are used to help repay the loan. There was brief discussion regarding the outstanding debt on the golf course that was issued through general obligation bonds in 2005. Vice Chair Norman moved and Member Wagner seconded to approve .and forward Resolution No. 4691 to the Council. MOTION CARRIED UNANIMOUSLY. 3-0. IV. DISCUSSION ITEMS A. Ordinance No. 6354 F4.3 An Ordinance of the City Council of the City of Aubum, Washingfon, amending Chapter 8.08 of the Aubum City Code relating to solid waste service fees and_ charges Finance Director Coleman reported that Ordinance Na 6354 passed out of Municipal Services Committee last week with a recommendation for Council approval. Director Coleman explained that because the rate increase will go into effect in J.une 2011 (rather than January 2011) the rates for the second and third years have been increased fo account for the delay in implementing the rates this year. The rates reflect a lesser commercial subsidy of the residential rates. Chair Backus commented that the proposed rates reflect an acceptable compromise on rates between the Municipal Services Committee proposal and the Finance Committee recommendation: Page 3 Finance Committee Minutes April 4, 2011 The.Municipal Services Committee will review the rates annually ; and will pursue a minimum ten percent subsidy reduction until the cross-sector commercial subsidy is removed.
