HomeMy WebLinkAboutITEM IV Auburn Humane Society FROM: Brenda Heineman, Director of Human Resourees, Risk and Property Management SUBJECT: Animal Services for the City of Auburn and Auburn Valley Humane Society (AVHS) Staff has reviewed the business plan submitted by AVHS and sees it as a viable business plan for City of Auburn animal sheltering services. The chart in your packet dated 4/19/11, is staff s analysis of 2013 . operating costs with.AVHS, City of Auburn starE up costs to purchase equipment for animal control responsibilities, Capital improvements to the exterior of the A Street Property and Tenant improvements to the interior of the building. There is also a cost comparison of contracting for animal sheltering services with AVHS virus King County through 2014, where you will note that we can recover our start up costs by 2014. This information was presented to Nluni Services and the Committee agreed that staff should begin negotiations with AVHS on a contraet for professional services to be reviewed by CounciL Other alternatives for animal services at this time are few. King Counry will either ask the cities to, pay for a remodel ofthe present facility or build a new facility or close down the presentfacility and leave cities on their own to find these senrices. Other cities such as Sea Tac, Tukwilia and Kent have voiced a desire to have. a joint facility but thus far nothing viable has been presented and a facility of the size needed would be fer more expensive. All of these choices would be more expensive with less control over the operation and costs than we would have with AVHS. The Pierce County Humane Soeiety is supportive of the AVHS business plan as very doable and has offered theiefacility to house dogs should the need arise for AVHS. These two entities are forming a relationship where they will assist each other as appropriate.- The terms of the contract we negotiate with AVHS may include a position on their Board, agreement by the City should AVHS want to offer senrices to other entities, a formula for a minimum amount of - Iicensing fees to AVHS to pay for tfie costs of animal sheltering services, marketing ofprograms and licensing, adoption, foster care, veterinary services, etc., to reduce the costs of sheltering. Auburn Valley Humane Society Where Pets and People Come Together Auburn Valley Humane Society (AVHS) is a^public benefit~ nonprofit corporation organized and operated exclusively for charitable purpose in the State of Washington. Local veterinarians in Auburn, WA arid citizens founded Auburn Valley Humane Society (AVHS) on March 11, 2011. : Specifically, AVHS will provide humane care and treatment for all animals needing protection im the Auburn; WA area; to seek to return lost animals to their owners; to seek suitable homes for animals without owners; to discourage crueltyto animals of all types; to educate the public in all animal welfare areas; to promote spay/neuter programs as a method of animal population control. AVHS has a veterinarian task force, which has found an existing building to place AVHS. Contractors experienced in Humane Society buildings along with an architect have provided an estimate for internal remodeling. This has been at no charge to AVHS. The AVHS has made a formal proposal to the City of Auburn, which own the building, to renovate and lease the building to AVHS for 1 dollar a year. AVHS shall provide all removable furnishings including kennels, cat condos, furniture, computers, and . appliances. The goal is to have the facility fully operation for January 2013. The funding for the furnishings shall come from private and corporate donations. AVHS is developing a website to promote animal welfare, facilitate adoptions, and solicit donations. Our initial fundraising drive shall ask individuals and corporations to buy a kennel or cat condo and place their name on it This will be part of a mailing and email campaign in the City of Auburn. A neighboring Humane Society has already donated $20,000 worth of cat condos. , AVHS shall man a booth at a local pet fair, Petpalooza, in May 2011. AVHS shall recruit volunteers and solicit funds there. AVHS shall hold a blask tie event at an Auburn ballroom in the fall of 2011. This event shall have both a silent and live auction witli_donated goods. This~shali become a yearly event. There shall also be direct solicitation, emails; mailings, and phone solicitation in Auburn and the surrounding areas by volunteers. AVHS shall apply for grant money from both private foundations and governmental sources. AVHS anticipate"s raising about $80,000 in 2011 and then 90,000 in 2012.. AVHS hopes to increase this amountto around $100,000 for 2013. , . AVHS shall lessen the burden of government by providing services at a savings to the City of Auburn. Presently the City of Auburn has a contract with King County, WA for animal control and sheltering. AVHS shall .take over the shelter of 'all, animals in Auburn, WA in January 2013 when the present . cbntract expires with King County. The City of Auburn shalT donate all funds received from animal licensing in the City of Auburn to AVHS. This is projected to be around $255,000 in the year 2013: This shall be substantially less than the city would pay King County for services allowing the City of Auburn to hire an animal control officer. This shall also lessen the burden on an already stretched King County Shelter. The $255,000 donation from the City of Auburn shall make up >80% of the operating budget of AVHS. Please refer to the operating costs provided. The difference shall be made up with donations. The. board of AVHS shall hire a Director in late 2012. The Director shall run all operations at AVHS. In 2013 AVHS shall be a fully functional Humane Society providing for animals in need. There shall be community programs in the building that promote animal welfare to the community. There shall be adoptions of both dogs and cats. We have worked with them specifically on the budget drafting and best shelter practices, including equipment, supplies and staffing needs. Having reviewed their projected budget, it is our opinion that they have developed a realistic budget and have a good understanding of what is needed to operate a shelter. We have offered to assist in an advisory capacity as needed and have donated four banks of cat kennels to help equip their facility.
