CALL TO ORDER - 3:30 PM Chair Rich Wagner called the meeting to order at 3:30 p.m. in Conference Room 3 located on the second floor of Auburn City Hall located at 25 West Main Street in Auburn. The meeting was moved from the Council Conference Room to Conference Room 3 due to a scheduling conflict. Members in attendance included Chair Rich Wagner, Vice Chair Sue Singer, and Member Nancy Backus. Also in attendance were City Attomey Daniel B. Heid and City Clerk Danielle Daskam. " I1. APPROVAL OF NBINUTES A. December 16, 2010 Motion by Vice Chair Singer, second by Member Backus to approve the December 16, 2010 minutes. Motion carried unanimously. 3-0. 111. PUBLIC . EMPLOYEES RETIREMENT SYSTEM (PERS) SERVICE CREDITS TIME REPORT FORM Committee members reviewed a proposed service credit time report for use by Aubum City Councilmembers to document total service activity hours for each reporting/payroll period. The report describes the service activity, provides examples of activities, qualifying conditions, and hours allowed. Committee members proposed the following changes to the form: • Under Conferences, the qualifying condition should read "Fee is paid for atfendance" with a footnote that provides: "Fee is paid by Page 1 Council Operations Comrnittee_ Februarv 3, 2011 the City or by a governmental ocganization of which the City is a member:" • Under Community Events, remove the term "host" under qualifying conditions • Under Gubernatorial Appointments, remove "or Mayor" from qualifying conditions ' • Change service activity "Nefinrorking Events" to "Intergovemmental Networking Events" • Under Training Classes, add National League of Cities (NLC) as an example Motion by Vice Chair Singer, second by Member Backus to approve the PERS Service Credits Time Report Form wifh the revisions outlined above. Motion carried unanimously. 3-0. Chair Wagner agreed to make the modifications to the form and transmit the finaf version to Human Resources and the City Clerk for placement on the City's Intranet and filing with payroll. IV. CITY COUNCIL SALARY Chair Wagner reviewed a handout of Auburn City Councilmembers' salary growth over 20 years compared to total City of Aubum Employees and to salaries.of various other cities based on population. The sample of other cities and their Council monthly salary included in part: ' Bothell $ 900 Burien $1,000 Federal Way$1,625 Kent $1,146. - Lacey $1, 075 Lakewood $700 Puyallup $1,295 Renton $ 969 Chair Wagner noted that it would require approximately a 34 percent salary increase for Councilmembers to make their salary growth equal to the total City employees' salary growth over the past 20 years. The current salary for Councilmembers is $975 per month with the Deputy Mayor receiving $1,375 per month. Page 2 Councif Oaerations Committee Februarv 3, 2011 Committee members proposed increa_sing the Council salary to $1,100 , per month and the Deputy Mayor salary to $1,500 per month. Vice Chair Singer moved and Member Backus seconded to recommend the City Council set the Council salary at $1,100 per month and the Deputy Mayor salary at $1,500 per month for the term beginning January 1, 2012. , MOTION CARRIED UNANIMOUSLY. 3-0. Chair Wagner stated that he would discuss the recommendation with Mayor Lewis: Chair Wagner requested that the proposed ordinance go to the Finance Committee for discussion. V. CITY COUNCILMEMBER CONDUCT Committee members briefly discussed Councilmember conduct and the role of the Council Operations Committee as it relates to violations of the Council Rules of Procedure. VI. CITV COUNCIL RULES OF PROCEDURE Committee members briefly reviewed the existing Council Rules of Procedure. Motion by Vice Chair Singer, second by AAember Backus to amend the ,Council Rules of Procedure as follows: Add a new section to read: "In cases of alleged misconduct or violations of the _City Council Rules of Procedures (ROP), the person suspected of the alleged misconduct or violation of the ROP shall be afforded the opportunity to respond, which opportunity shalf be given, with advance notice, in an open meeting of the Council Operations Committee (COC) prior to the COC making any recommendations regarding censure or reprimand or other disciplinary action." Motion carried unanimousl,y. 3-0. A resolution amending ttie Council rules will be prepared for the February 22, 2011 Council agenda. .
