COUNCIL MEETING MINUTES
October 6, 1986 7:30 p.m.
CALL TO ORDER
' I. A. Flag Salute
The regular meeting of the City of Auburn Council
was called to order by Mayor Bob Roegner at 7:30 p.m. in the
City of Auburn Council Chambers. Mayor Roegner led those in
attendance in the pledge of allegiance.

B. Roll Call
Those in attendance included Mayor Bob Roegner, and
Councilmembers Whittall, Walters, Burns, Larson, Brothers,
Wisner, and Kurle. Staff inembers included City Attorney Jack
Bereiter, Planning & Community Development Director Mary
McCumber, Parks & Recreation Director Len Chapman, Public Worka
Director Frank Currie, Finance Director Pat Dugan, Personnel
Director Gretel Sloan, Fire Chief Bob Johnson, Police Chief
Jake Evans, and City Clerk Robin Wohlhueter.

Appeal of Hearinq Examiner's Decision
Mayor Roegner announced an appeal of the Hearing
Examiner's Decision has been filed with the City Clerk
regarding application number HAP-5-86 on the rezone of the olc�
Fire Station, and public hearing would be held at the
October 20,1986 regular Council meeting.
PASS Committee
Mayor Roegner announced King County has certified passage
of the Park and Street bond issues at the September 16,
1986 primary election. j
Jim Weese, Chairman of the Parks and Street Citizen
Campaign Committee introduced Mary Tungsvik, Roger
Thordarson, Koji Norikane, Ron Meinta, and Roy Richardson to
the Council. Jim Weese made special acknowledgements to
each committee member for their continued supp�rt.
Mayor Roegner commended Jim Weese,Chairman, Irene Meints,
Treasurer, and Mary Caldwell, Vice-Chairman for their
successful efforts. Mary Caldwell was not in the audience
this evening.
Mayor Roegner presented each Committee member with a plaque
symbolizing their work on the Park and Street bond issues.
D. Agenda Modifications
A revised Council agenda was included as part of the modi-
fications to include appropriate Council Committee Chairman
and Department Head next to the agenda item. An Appeal of
Hearing Examiner's Decision on application No. HAP-5-86
regarding the rezone of the old Fire Station was included.

Linda Wisner, Chairman, stated the Municipal Services Committee

met on September 25, 1986 and the minutes are of public record.
It was also noted the next regularly scheduled Municipal
Services Committee has been cancelled but will meet on October
30, 1986 as scheduled.
Chairman Wisner stated a letter had been received from the
Green River Men's Golf Club complimenting the staff on the con-
dition•of the golf course.
B. Planning & Community Development
Chairman Burns stated the Planning & Community Development
Committee met on September 23, 1986, and the minutes are of
public record. The next regularly scheduled meeting will be
October 14, 1986.
C. Public Works
Chairman Larson reported the Public Works Committee met on
September 18, 1986, and minutes are of public record.
D. Finance
Chairman Kurle indicated the Finance Committee met at 6:30 p.m
before the Council meeting this evening. The Committee asks
for Council approval on three of the five items on the Finance
Committee Agenda.

MOTION CARRIED UNANIMOUSLY. 7-0.
B. Ordinance 4162 - Rezones property located at 624 East Main
Street from R-3/ CUP to C-1. MOTION by Councilmember Burns
SECOND by Councilmember Wisner to adopt and approve ordinance
9162. MOTION CARRIED UNANIMOUSLY 7-0.
C. Ordinance 4163 - Rezones property located on the South side of
lOth Street N.E. in 1000 Block aka 1010 lOth Streets N.E, from
R-2 to R-4. MOTION by Councilmember Burns SECOND by
Councilmember Walters to introduce and adopt Ordinance 4163.
MOTION CARRIED UNANIMOUSLY. 7-0.
D. Ordinance 4164 - Repeals subsections of Auburn Codified City
Ordinance 18.28.020 (permitted uses C-1 Light Commercial
District) and adding a new subsection of 16.29.040 (Uses
requiring Conditional Use Permit in C-1 Light Commercial
District). MOTION by Councilmember Burns SECOND by
Councilmember Wisner to introduce and adopt Ordinance 4164.
MOTION CARRIED UNANIMOUSLY. 7-0.
E. Ordinance 4165 - Repeals Auburn Codified City Ordinance
10.16.010 (MOtor Vehicles Offenses - influence of Alcohol or
Drugs) and Auburn Codified City Ordinance 10.16.020 (Implied
consent statutes adopted); adopting the Washington Model
Traffic Ordinance (June 1986) by Reference, and declarinq and
emergency.

G. Resolution 1710 - Amends Resolution 1684 (Passed May 19, 1986),
correcting same and now authorizing the transfer of the cable
television franchise from Group W Cable, Inc. to GWC Auburn,
Inc. and authorizing the subsequent transfeY of control of GWC
Auburn, Inc. to TCI Cablevision of Washington
Councilmember Wisner SECOND by Councilmember
Resolution 1710. MOTION CARRIED UNANIMOUSLY.

IX. Mayor's Report
Mayor Roegner expressed thanks to the PASS Committee, and indicated
a groundbreaking ceremony would take place at the beginning of
construction.
EXECUTZVE SESSION
X. Executive Session - Labor Negotiations
Mayor Roegner indicated there would be a five minute Executive
Session to discuss labor negotiations. It was noted there would
not be any action taken by the Council as a result of the Executive
session.
