Flaq Salute The regular meeting of the City of Auburn Council was called to order by Mayor Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers. Mayor Roegner led thoae in attendance in the pledge of allegiance. B. Roll Call Those in attendance included Mayor Bob Roegner, and Councilmembers Whittall, Walters, Burns, Larson, Brothers, and Wisner. Councilmember Rurle was excused. Staff inembers included City Attorney Jack Bereiter, Planning � Community Development Director Mary McCumber, Parks & Recreation Director Len Chapman, Public Works Director Frank Currie, Finance Director Pat Dugan, Personnel Director Gretel Sloan, Fire Chief Bob Johnson, Senior Planner Lynn Rued, Lieutenant Ron Cude, Library Director Mary Stanton, and City Clerk Robin Wohlhueter. C. Announcements and Appointments Mayor Roegner announced the regulazly scheduled Council meeting on December 1, 1986 will be cancelled due to a lack of quorum. Mayor Roegner stated a special Council meetinq and Finance Committee meeting will be held on December 8, 1986. The Finance Committee will meet at 6:30 p.m. in the Council work area, and the special Council meetinq will be held at 7:30 p.m. in Auburn City Hall Council Chambers. � D. Agenda Modifications Robin Wohlhueter, City Clerk, announced there were two agenda modifications. The first modification is located under V.D. regarding Les Gove and Library restroom renovation. The amount of approval should be $2,152. The second modification appears under VIII.A.6. regarding Ordinance 4177. The appropriate Councilmember should be Larson, and the staff inember should be Currie. II. A. CITIZEN INPUT, POBLIC HEARINGS & CORRESPONDBNCS IV.A - A�nlicati Public hearing on the request of Brad and Patrice Hughes to rezone from R-3 (Duplex> to C-1 (Liqht Commercial) on pro- perty located on the south side of East Main in the 1200 block commonly known as 1208 East Main Street. Mayor Roegner opened the public hearing. No one spoke for or against Application No. 37-86. Motion by Councilmember Burns second Walters to close the public hearing. MOTION CARRIED UNANIMOUSLY. 6-0. by Councilmember Motion by Councilmember Burns second by Councilmember Wisner to approve the rezone of property located at 1208 -1- � CITY OF AUBURN COUNCIL MINUTES B. C. NOVEMBER 17, 1986 East Main based on the Findings of Fact and conditions as outlined and to instruct the City Attorney to prepare the necessary ordinance. MOTION CARRIED UNANIMOUSLY. 6-0. 2. 1987 Final Budget Council annually conducts a public hearing o 1987 proposed budget so interested citizens, can present any written and/or oral comments, questions concerning the proposed 1987 Budget of Auburn. Mayor Roegner opened the public hearing. � the City's and groups, and can ask for the City No one spoke for or against the 1987 Final Budget. Motion by Councilmember Larson second by Councilmember Whittall to close the public hearinq. MOTION CARRIED UNANIMOUSLY. 6-0. Audience Participation - None Correspondence - None. CODNCIL COMMITTEE REPORTS III. A. Municipal Services Linda Wisner, Chairman, stated the Municipal Services Committee met on November 13, 1986 and the minutes are of public record. B. Planninq & Communitv Development � Chairman Burns stated the Planning & Community Development Committee did not meet November 12, 1966 due to the budget workshops. C. Public Works Chairman Larson reported the Public Works Committee met on November 6, 1986 and minutes are of public record. Chairman Larson announced the next regularly scheduled meeting will be November 20, 1986 at 7:30 p.m. D. Finance Vice Chairman Larson indicated the Finance Committee met at 6:30 p.m before the Council meeting this evening. Vice Chairman Larson announced the next Finance Committee meeting will be on December 8, 1986 at 6:30 p.m. CITIZEN INPUT IV. Citizen Input - None CONSENT AGENDA V. A. Minutes - November 3, 1986 Regular Meeting. B. Vouchers 1. Payroll 5120786-121137 in the amount of $377,540.61. 2. Claims N25395-25624 in the amount of $272,695.96. C. Call for Public Hearinq - Storm Sewer Utility Formation Authorization to call for a public hearing on December 15, 1986 at its regularly scheduled Council meetinq at 7:30 p.m. to receive comments on the City's proposed formation of a Storm Sewer Utility. F. Bid Call - Street Improvement 267 Request authority to call for bids for construction on Peasley Canyon and West Valley Hiqhway intersection. (Contract Number 86-01) Motion by Councilmember Larson to approve consent agenda items des the modification under V.D. should be $2,152. MOTION CARRIED UNANIMOUSLY. 6-0 OLD BUSINBSS Old Business - None. NEW BUSINESS New Business - None. second by Councilmember Wisner V.A. through V.F. which inclu- noting the amount of approval ORDINANCES AND RESOLOTIONS Ordinances and Resolutions A. Ordinances � 1. Ordinance 4166 Approve Ordinance 4166 repealing Auburn codified City Ordinance 2.06.110 meetings--order of business and creating a new Auburn Codified Ordinance 2.06.110 meetinqs-- Order of Business to replace the same. Motion by Councilmember Larson second by Councilmember Walters to introduce and adopt Ordinance 4166. MOTION CARRIED UNANIMOUSLY. 6-0 2. Ordinance 4169 Adopt Ordinance 4169 relating to contracting indebtedness; providing for the issuance, specifying the maturities, maximum effective interest rate, terms and covenants of $7,675,000 par value of unlimited tax general obligation bonds, 1986, authorized by the qualified voters of the City at a special election held therein pursuant to ordinances No. 4128 and 4137; establishing a bond redemption fund and two construction funds; and providing for the sale of such bonds. Motion by Councilmember Larson second by Councilmember Wisner to introduce and adopt Ordinance 4169. -3- 1, z�: CITY OF AUBURN COUNCIL MINUTES MOTION CARRIED UNANIMOUSLY. 6-0. NOVEMBER 17, 1986 3. Ordinance 4174 Approval of Ordinance 4174 which provides for a Conditional Use Permit on property zoned C-1, located at 1112 Auburn Way North within the City of Auburn, Washington. Motion by Councilmember Burns second by Co!•ncilmember Walters to introduce and adopt Ordinance 4174. MOTION CARRIED UNANIMOUSLY. 6-0. 4. Ordinance 4175 Approve Ordinance 4175 adopting the Budget for the City of Auburn, Washington, for the year A.D. 1987. Motion by Councilmember Larson second by Councilmember Wisner to introduce and adopt Ordinance 4175. MOTION CARRIED. 5-1 with Councilmember Burns voting no. 5. Ordinance 4176 Introduce and adopt Ordinance 4176 which amends Auburn codified City Ordinance 3.60.020 relating to rate of City sales tax imposed and repealing 3.60.080, relating to the effective date and creating a new 3.60.080. Motion by Councilmember Larson second by Councilmember Walters to introduce and adopt Ordinance 4176. MOTION CARRIED. 4-2 with Councilmembers Whittall and Burns votinq no. 6. Ordinance 4177 � Request introduction and adoption of Ordinance No. 4177 which amends Section 2 of Auburn City Ordinance No. 3635, codified as Chapter 12.64.020, relating to required public improvement building permits. Motion by Councilmember Larson second by Councilmember Whittall to introduce and adopt Ordinance 4177. MOTION CARRIED UNANIMOUSLY. 6-0. 7. Ordinance 4178 Request introduction and adoption of Ordinance No. 4178 which amends Chapter 3.40 of the codified ordinance of the City of Auburn by increasing the Water and Sewer Utility tax from three percent to four percent effective January 1, 1987. Councilmember Larson noted the increase in the Water and Sewer Utility tax from three percent should be four and one half percent effective January 1, 1987 as written in the proposed ordinance. � r Motion by Councilmember Larson second by Councilmember � Wisner for the introduction and adoption of Ordinance 4178 includinq the change to four and one half percent. MOTION CARRIED. 5-1 with Councilmember Burns voting no. -4- CITY OF AUBURN COUNCIL MINUTES � ' NOVEMBER 17� 1986 8. Ordinance 4179 Request approval of Ordinance 4179 which amends Chapter 3.41 of the codified Ordinances of the City of Auburn increasing the Garbage Fund utility tax from three percent to four and one half percent effective January 1, 1987. Motion by Councilmember Larson second by Councilmember Whittall to introduce and adopt Ordinance 4179. MOTION CARRIED. 5-1 with Councilmember Burns voting no. 9. Ordinance 4180 Request introduction and adoption of Ordinance 4180 which amends Chapter 5.88.040 of the codified ordinances of the City of Auburn by increasing the utility tax from two per- cent to four and one half percent effective January 1, 1987. Motion by Councilmember Larson second by Councilmember Brothers to introduce and adopt Ordinance 4180. MOTION CARRIED. 5-1 with Councilmember Surns voting no. 10. Ordinance 4181 Approval of Ordinance 4181 which repeals on the effective date of this ordinance Auburn codified City ordinance 13.36.240 (b) increasing the Cable T.V. Utility Tax from four percent of the annual qross revenues to four and one half percent thereof. Motion by Councilmember Larson second by Councilmember Brothers to introduce and adopt Ordinance 4181. MOTION CARRIED. 5-1 with Councilmember Bwrns voting no. B. Resolutions - None. MAYOR'S REPORT IX. Mayor's Report Mayor Roegner announced there would be a brief Executive Session to discuss a distributed confidential memorandum. It was noted the Executive Session would be approximately five to ten minutea long and would not require any Council action. Mayor Roegner requested adjournment. ADJOURNMENT X.
