Flag Salute � The regular meeting of the City of Auburn Council was called to order by Mayor Bob. Roegner at 7:30 p.m. in the City of Auburn Council Chambers. Mayor Roeqner led those in attendance in the pledge of allegiance. B. Roll Call Those in attendance included Mayor Bob Roegner, and Councilmembers Whittall, Walters, Burns, Larson, Hrothers, Wisner, and Kurle. Staff inembers included Planning & Community Development Director Mary McCumber, Parks & Recreation Director Len Chapman, Public Works Director Frank Currie, Finance Director Pat Dugan, Personnel Director Gretel Sloan, Fire Chief Bob Johnson, Police Chief Jake Evans, and City Clerk Robin Wohlhueter. C. Announcements and Appointments 1. Actinq City Attorney Mayor Roegner recommended appointment of Mike Reynolds as Actinq City Attorney in Jack Bereiter's absence. Mayor Roegner noted Jack Bereiter is recovering from an illness and anticipates a three week recovery period. Mayor Roegner recommends approval of Ordinance 4187 establishes the scope of duties for an Acting City Attorney which appears later in tonight's agenda. D. Aqenda Modifications Mayor Roegner stated under II.B.1 the Council had received a letter from Eugene Thompson, appellant, requestinq the City Council continue the public hearing until December 15, 1966 because he is not able to attend this eveninq's meeting; under III.A regarding minutes of the Municipal Services Committee meeting held on December 4, 1986; IV.E.2 regarding a bid award to the Bank of America for their low bid on the puzchase of $7,675,000 par value Park and Street bonds of the City of Auburn, Unlimited Tax General Obligation Bonds with a net interest rate at 5.43238; and an addition of a map should have been included under VI.A reqarding Application 35-86. CITIZEN INPUT PUBLIC HEARINGS & CORRESPONDENCE Ii. A. Citizen Input - None. B. Public Hearings 1. The Council is to conduct a public hearinq for the purpose of hearing the appeal of the Hearing Examiner's Decision filed by Eugene E. Thompson on the basis of errors in intezpretation of the applicable ordinance regarding loca- , tion of a special sign as presented in Application No. 66-46 on property located at 307 Auburn Way South. Mayor Roegner opened the public hearing. There was no one in the audience who wanted to speak for or against Application 86-46. C. Correspondence Mayor Roegner noted continuance of the was included in the December 8, 1986 the letter from Eugene Thompson requesting public hearing on Application 86-46 which agenda modifications. COUNCIL COMMITTEE REPORTS III. A. Municipal Services Linda Wisner, Chairman, stated the Municipal Services Committee met on December 4, 1986 and the minutes are of public record. The next scheduled Municipal Services meeting will be held on December 18, 1986. B. Planning & Community Development Chairman Burns stated the Planning & Community �evelopment Committee met on November 25, 1986 and the minutes are of public record. The next scheduled Planning S Coaununity Development Committee meeting will be December 9, 1986. C. Public Works Chairman Larson reported the Public Works Committee met on December 4, 1986 and the minutes are being prepared for the public record. The next scheduled Public Works Coaunittee meeting will be December 18, 1986. D. Finance Chairman Rurle indicated the Finance Committee met at 6:30 p.m before the Council meeting this evening. Chairman Rurle stated the City conducted a bid opening on the Parks 6 Street Bond issue earlier today and received a good interest rate on the bonds. The next Finance Committee meeting will be held on December 15, 1986. IV. A. B. CONSENT AGENDA Minutes - November 17, 1986 Regular Council Meeting Vouchers 1. Payroll �121138 through #121544 in the amount of $469,142.22. 2. Claims #25625 through #25974 in the amount of $606,850.26. C. Out of State Travel Request approval of out of state travel for Revin Golf Course Greens Superintendent, in order to National Golf Course Superintendents Conference Arizona on January 25 through January D. Surplus Property Van, Auburn attend the in Phoenix, 31, 1987. Authorization to declare Police Department 1974 Honda 250cc motorcycle (serial number XL2502011271), License Number XX 397, and City inventory number 21471 as surplus. E. Bid Awards 1. Sanitary Sewer Improvement #65 Award contract 86-06 which is the 1986 miscellaneous Sanitary Sewer Repair Program to Northwest Cascade, Inc. on their low bid of $138,396.60. 2. Parks and Street Bond Sale Bid award to the Bank of America for the sale of $7,675,000 of Unlimited Tax General Obliqation bonds with a net � interest rate at 5.43238 F. LID 337 Lund Road Final Pay Estimate Request approval of final pay estimate number six to R.W. Scott Construction Co. in the amount of $73,546.28. Motion by Councilmember Larson second by Councilmember Wisner to approve Consent Agenda Items IV.A through IV.F, and including the bid award to the Bank of America for the sale of $7,675,U00 of Unlimited Tax General Obligation bonds with a net interest rate at 5.43238. Application No. 35-86/Aldrich Preliminary Plat Request approval of preliminary plat of Aldrich Addition and the roadway tangent modification based upon the Hearing Examiner's findings of facts, conclusions, and conditions and instruct the City Attorney to prepare the necessary reaolution. Motion by Councilmember Burns second by Councilmember Walters to approve the Aldrich preliminary plat as presented to the Council under application number 35-86. MOTION CARRIED UNANIMOUSLY. 7-0. ORDINANCES AND RESOLUTIONS Ordinances and Resolutions A. Ordinances 1. Ordinance 4182 Request approval of Ordinance 4182 which provides for the rezoning of a parcel of property located on the South side of East Main in the 1200 block commonly known as 1208 East Main Street from R-3 to C-1. Motion by Councilmember Burns second by Councilmember Wisner to introduce and adopt Ordinance No. 4182�. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Ordinance No. 4183 Approval of Ordinance 4183 which repeals Auburn Codified City Ordinance 10.36.100, and enacts a new Auburn Codified City Ordinance 10.36.100 pertaining to parallel parking. Motion by Councilmember Larson second by Councilmember Whittall to introduce and adopt Ordinance No. 4183. MOTION CARRIED UNANIMOUSLY. 7-0. 3. Ordinance No. 4184 Approval of Ordinance 4184 which repeals and creates sec- tions 8.08.240 and 8.08.266 of the Auburn Codified City Ordinances pertaining to garbage rates. Motion by Councilmember Larson second by Councilmember Burns to introduce and adopt Ordinance No. 4184. MOTION CARRIED UNANIMOUSLY. 7-0. 4. Ordinance No. 4185 Request approval of Ordinance No. 4185 which repeals Auburn Codified City Ordinance 5.82.040 and enacts a new Auburn Codified City Ordinance 5.82.040 imposing a tax of four and one half percent on telephone business within the city limits of Auburn effective January 1, 1987. Motion by Councilmember Rurle second by CouncilmembeY.Larson to introduce and adopt Ordinance No. 4185. Ordinance No. 4186 Request approval of Ordinance 4186 which determines and fixes the amount to be raised by ad valorem taxes for fiscal year 1987 for the City of Auburn, Washington pur- suant to the provisions of R.C.W. 35A.33.135. Motion by Councilmember Kurle second by Councilmember Larson to introduce and adopt Ordinance No. 4186. MOTION CARRIED. 6-1 with Councilmember Burns voting no. 6. Ordinance No. 4187 Request approval of Ordinance 4167 creating the office of Acting City Attorney. Motion by Councilmember Rurle second by Councilmember Larson to introduce and adopt Ordinance No. 4187. MOTION CARRIED UNANIMOUSLY. 7-0. Resolutions 1. Resolution No. 1715 Request approval of Resolution 1715 and repealing Resolution No. 1647 dated December 16, 1985 and enacting a new resolution establishing green fees and other charges at the Auburn Municipal Golf Course. Motion by Councilmember Wisner second by Councilmember Waltera to adopt Resolution No. 1715. MOTION CARRIED UNANIMOUSLY. 7-0. � MAYOR'S REPORT Special Recoqnition Mayor Roegner expressed appreciation to Joanne Walters, Lucille Whittall, Mary Jo Burns, Rosie Brothers, Sally Roegner, Jeff Roegner, and Janai Roegner for their help in decorating City Hall's christmas tree.
