CITY COUNCIL MEETING MINUTES
January 2, 1990 7:30 p.m.
1. CALL TO ORDER
The regular meeting of the City of Auburn Council was called to order by Mayor
Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers.
A. Flag Salute
Mayor Roegner led those in attendance in the pledge of allegiance.
B. Roll Call
Those in attendance included Mayor Bob Roegner and Councilmembers
Whittall, Larson, Roland, Brothers and Kurle. Councilmember Burns was
temporarily excused during roll call but joined the Council a few minutes
later. Staff members in attendance included Police Chief Jake Evans, Fire
Chief Bob Johnson, Personnel Director Gretel Sloan, Parks & Recreation
Director Len Chapman, Finance Director Pat Dugan, Public Works Director
Frank Currie, Senior Planner Lynn Rued, City Attorney Marguerite
Schellentrager, and City Clerk Robin Wohlhueter.
C. Announcements and Appointments
Announcements
Councilmember Walters

In memoriam for Councilmember Walters who died on December 28,
1989, Mayor Roegner announced the city flag is to be flown at half-
mast until Friday, January 5, 1990.
Councilmember Larson will fill Councilmember Walters'Council
Committee assignments.
Council Vacancy

Mayor Roegner announced Auburn City Council Position #3 will be
advertised on Sunday, January 7, 1990 requesting anyone qualified and
interested in filling a council seat on the Auburn City Council submit
letters of interest with resumes to the City Clerk's Office beginning
January 8, 1990 through January 12, 1990.
Interviews will be scheduled as soon as Councilmember schedules
permit.
Council Committee on Committee

Mayor Roegner further announced that due to the Council vacancy,
the Committee on Committees scheduled for Wednesday, January 17,
1990 is postponed until the vacant seat on the Auburn City Council is
filled.
Boy Scout Troon #355

Mayor Roegner acknowledged Boy Scout Ben Neilson who holds the
rank of "Star" with Boy Scout Troop #355 was in the audience tonight
working on his communication badge. Bill Walker is the Scout Master
of Boy Scout Troop #355.
2. Appointments
Mayor Pro-Tem

The Auburn City Council concurred with Mayor Roegner's suggestion
of Senior Councilmember Bud Larson retaining his title and role as
mayor pro tempore until the Auburn City Council Committee on
Committees meets after the appointment of the Council's vacant seat.
If the need arises, Mayor pro tempore is to serve in the absence or
temporary disability of the mayor.

II. CITIZEN INPUT. PUBLIC HEARINGS & CORRESPONDENCE
A. Public Hearings - None.
B. Audience Participation
Virginia Haugen - 2503 R Street S.E., Auburn, WA
Virginia Haugen congratulated the Mayor and Councilmembers Roland and
Brothers who took the Oath of Office at 6:30 p.m. prior to the Council
meeting this evening. Mrs. Haugen expressed a concern for trees within the
city limits of Auburn.

III. COUNCIL COMMITTEE REPORTS
A. Municipal Services

Chairman Whittall reported the Municipal Services Committee has not met
since the last Council meeting. Chairman Whittall announced and verified
the next meeting of the Municipal Services Committee is January 11, 1990 at
5:30 p.m.
B. Planning & Community Development

Chairman Burns stated the Planning & Community Development Committee
has not met since the last Council meeting. The next meeting of the

Planning & Community Development Committee will be January 8, 1990 at
7:30 p.m. Councilmember Burns asked Mrs. Haugen to attend the next
meeting of the Planning & Community Development Committee in order to
bring up her concern of trees within the city limits of Auburn.
C. Public Works

Chairman Kurle reported the Public Works Committee has not met since the
last Council meeting. The next Public Works Committee meeting is prior to
the next Council meeting on January 15, 1990 at 5:30 p.m.
D. Finance

Acting Chairman Bud Larson stated the Finance Committee met prior to the
Council meeting tonight to review claims and payroll. The next Finance
Committee meeting will be prior to the next Council meeting of January 15,
1990 at 7:00 p.m.

VI. NEW BUSINESS
A. Aoolication No. PLT0004-89

Council consideration on the request of Ken and Yuki Murakami for
preliminary plat approval of "Guthrie Seven" a 44 lot single family
residential subdivision containing 9.37± acres located on the south side of 4th
Street S.E. in the 1700-2000 blocks.

Motion by Councilmember Burns, second by Councilmember Kurle to
approve the preliminary plat based upon the Hearing Examiner's Findings of
Fact, Conclusions and Conditions; and to instruct the City Attorney to
prepare the necessary Ordinance.
MOTION CARRIED UNANIMOUSLY. 6-0.
VII. ORDINANCES AND RESOLUTIONS

An Ordinance of the City Council of the City of Auburn, Washington,
approving the vacation of a street right of way known as 44th Street
N.E., together with Auburn Way North, within the City of Auburn,
Washington, and retaining a utility easement for the City.
Motion by Councilmember Kurle, second by Councilmember Burns to
introduce and adopt Ordinance No. 4396.
MOTION CARRIED. 5-1 with Councilmember Larson voting no.
2. Ordinance No. 4397

An Ordinance of the City Council of the City of Auburn, Washington,
approving the vacation of a street right of way known 18th Street
N.E., in the 1000 block, within the City of Auburn, Washington, and
retaining a utility easement and an emergency vehicle access easement
for the City.
Motion by Councilmember Kurle, second by Councilmember Brothers
to introduce and adopt Ordinance No. 4397.
MOTION CARRIED. 5-1 with Councilmember Larson voting no.
B. Resolutions
Resolution No. 2012

A Resolution of the City Council of the City of Auburn, Washington,
ordering the Finance Director to make segregation on the original
assessment roll of Local Improvement District (LID) No. 337,
assessments 7B and assessment 7C.
Motion by Councilmember Kurle, second by Councilmember Burns to
introduce and adopt Resolution No. 2012.
MOTION CARRIED UNANIMOUSLY. 6-0.

A Resolution of the City Council of the City Of Auburn, Washington,
authorizing the Mayor and City Clerk to execute a Contract for
Consultant Services between the City of Auburn and 3-H Cable
Communications Consultants for consultant services relating to the
City's present CATV franchise.
Motion by Councilmember Kurle, second by Councilmember Brothers
to introduce and adopt Resolution No. 2024.
MOTION CARRIED UNANIMOUSLY. 6-0.
3. Resolution No. 2025

A Resolution of the City Council of the City of Auburn, Washington,
designating the Public Works Director and Utility Engineer as
representatives to serve on the Metropolitan Water Pollution Abatement
Advisory Committee.
Motion by Councilmember Kurle, second by Councilmember Burns to
introduce and adopt Resolution No. 2025.
MOTION CARRIED UNANIMOUSLY. 6-0.
VIII. MAYOR'S REPORT
A.. Executive Session
Mayor Roegner announced there would be a brief executive session to
discuss personnel which is expected to last approximately 10 minutes. Mayor
Roegner anticipated there would be no action required by the Auburn City
Council as a result of the executive session, and recommended adjournment.
IX. ADJOURNMENT
There being no further business to come before the Auburn City Council, the
meeting adjourned at 7:45 p.m.
