CALL TO ORDER The regular meeting of the City of Auburn Council was called to order by Mayor Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers. A. Flag Salute Led by Leah O'Brien, Den Leader Coach of Pack 450 and Martin Beal, Past Cub Master of Pack 430, Scouts Darren O'Brien, Joey Zeitler, and Brandon Beal representatives from Boy Scout Pac 450, posted the colors of the flag. B. Roll Call Those in attendance included Mayor Bob Roegner and Councilmembers Wagner, Burns, Larson, Roland, Brothers and Kurle. Councilmember Whittall was excused. Staff members in attendance included Police Chief Jake Evans, Fire Chief Bob Johnson, Personnel Director Gretel Sloan, Parks & Recreation Director Len Chapman, Finance Director Pat Dugan, Public Works Director Frank Currie, Acting Planning Director Rob Chave, Senior Planner Lynn Rued, City Attorney Marguerite Schellentrager, Library Director Mary Stanton, Parks and Recreation Assistant Director Dick Deal and Deputy City Clerk Jan Hubbard. C. Announcements and Appointments Announcements Spring Clean-up A1.12 Mayor Roegner presented each of the Councilmembers with a button for spring clean-up. The buttons display the spring clean-up slogan, "Join the Team--Make Auburn Gleam! submitted by Mrs. Rumpf's sixth grade class at Dick Scobee Elementary. Elementary students have been naming the spring clean-up campaign for three years. Mayor Roegner expressed hope that all Auburn citizens will take part in the spring clean-up campaign. Census 03.2 Mayor Roegner noted he had received a hat from the Census bureau and he encouraged all citizens to participate in the census by filling out and sending in their forms. a. Proclamations CITY OF AUBURN COUNCIL MEETING April 2, 1990 Earthquake Awareness Week A1.8 Mayor Roegner presented a proclamation naming the week of April 8, 1990 through April 14, 1990 as "Earthquake Awareness Week" to Fire Chief Bob Johnson, Auburn Director of Emergency Preparedness. 2. Appointments None. A3.8 D. Agenda Modifications None. II. CITIZEN INPUT PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearings - None. B. Audience Participation Mayor Roegner asked citizens attending the Council meeting for a show of hands if they wanted to make comments regarding the proposed Ordinance No. 4412 setting golf course fees, and other items on the agenda. Mayor Roegner noted this was not a formal hearing and asked that comments be brief. Auburn Golf Course Fees F4.3, 04.4.7, A3.6.4.1 Bill Peloza. 1426 Ginkgo Street, Auburn. WA Mr. Peloza noted this was the fifth meeting he has attended on the golf course annual fees. He feels annual green fees are a quality way of life and likened them to Metro bus passes and season tickets to ball games. Mr. Peloza said paying annual fees means taking a risk, and putting your money up front. Something may happen and the purchaser would not get full benefit. He said annual fee users recommended some options, but none have been given. He also said senior citizens are not the only ones using annuals, and he thinks the process used by the Parks Department has been arbitrary, unilateral, dictatorial, and unfair to the community who has supported the golf course for the past 40 years. Linda Wilbourne .3210 37th S.E. #248. Auburn. WA Ms. Wilbourne said she has used annuals for 5-6 years, and did not see how those paying annual green fees were taking time from other golfers. She cannot always get a tee-off time, and often uses the golf course on rainy days or days otherwise unsuitable to most other golfers. Richard Fiedler, 1915 U Street N.E., Auburn, WA Mr. Fiedler expressed concern that the average player does not get a chance to play. He said he cannot get a starting time, and goes to other courses because this course is full. He said he thinks the Auburn golf course is beautiful but he would like to see some PAGE 2 CITY OF AUBURN COUNCIL MEETING April 2, 1990 improvements. The City can only fund improvements by having more people pay regular fees. He recommended approval of the ordinance as written. Bob Knann, 1820 15th N.E.. Auburn. WA Mr. Knapp said passing the ordinance would cause Auburn to lose golfers who had been using the course since it was built, and that the City was not giving them any consideration. Phyllis Brown. 126 M Street N.E. Ms. Brown stated she played golf Saturday morning. She said annual players sign in and that by 1:30 p.m. only 18-19 players had signed up. She said that was a good indication annual users are not taking all the time. Linda Hiffman, Enumclaw, WA Ms. Hiffman said annual green fees are like a family membership for a special use such as visits to the Woodland Park Zoo. The only inequity is that some people cannot pay $650 up front. She asked if junior and senior rates are an inequity. To enforce equity, the City should do away with all special rates. She also asked why carts should not be stored at the golf course. She said the City has chosen to ignore considerations of these people, and she would like more kindness. Joyce Peloza. 1426 Ginkgo St. S.E.. Auburn. WA Mrs. Peloza said this is not a senior citizen issue, but a people issue. She said she always felt people could come before this body, be heard, and have an issue considered. She said she now feels people can have an opinion, but not have it considered. She said she felt the real loss is the people with pride in the golf course. Brian Crain. 32748 111th Place S.E.. Auburn, WA Mr. Crain introduced himself as a Park Board member. He stated the Park Board members are unanimous that the annual rate be changed. He stated the Board has heard, and listened, but respectfully disagrees. He said the Board does not look at it as a senior citizen issue, nor a volume issue. The Board feels the change should be made to be fair to all concerned. Mayor Roegner asked for comments on any other issues. There were no requests to make comments on other issues. Councilmember Burns, Chairman of the Planning and Community Development Committee, asked that the ordinance on golf course fees, Ordinance 4412, be considered at this time. The Planning and Community Development committee considered the ordinance at a special meeting held tonight prior to the Council meeting. The Committee passed it 2-1 and recommends that the Council approve it. PAGE 3 CITY OF AUBURN COUNCIL MEETING April 2, 1990 Motion by Councilmember Burns, second by Councilmember Brothers to introduce and adopt Ordinance 4412. Councilmember Roland commented she is not opposed to the rate increase but felt consideration should have been given to higher annual rates with a ceiling so there is extra money to make improvements. Councilmember Roland also expressed concern that passing this ordinance will take away future authority from the full council. MOTION CARRIED. 4-2. Councilmembers Kurle and Roland voted no. C. Correspondence - None. III. COUNCIL COMMITTEE REPORTS A. Municipal Services A3.6.4.4 Vice Chair Judi Roland reported the Municipal Services Committee has not met since the meeting of March 15, 1990. The next Municipal Services Committee Meeting is April 12, 1990 at 5:30 p.m. B. Planning & Community Development A3.6.4.4 Chairman Burns reported the Planning & Community Development Committee met a week ago this evening at 5:30 at the Cemetery, where staff gave a thorough briefing on the master site plan for the cemetery. The next meeting of the Planning & Community Development Committee is scheduled for April 23 at 7:30 p.m. Mayor Roegner thanked the Park Board members for their hard work and deliberations on the golf course annual fees and all their other hard work in the community. C. Public Works A3.6.4.4 Chairman Kurle reported the Public Works Committee met this evening prior to the Council meeting and the minutes will be of public record when published. Chairman Kurle stated the Public Works Committee discussed Resolutions 2066, 2068 and the requests to surplus items and advertise for bids. Councilmember Kurle requested Item E on the Consent Agenda be considered separately from the other items on the Consent Agenda. The next meeting of the Public Works Committee is scheduled for April 16, 1990 at 5:30 p.m. D. Finance A3.6.4.4 Chairman Brothers reported the Finance Committee met prior to the Council meeting tonight at 7:00 p.m. Items discussed included the City admissions tax. A. through IV. G. except Item E. MOTION CARRIED UNANIMOUSLY. 6-0 Councilmember Kurle noted the Public Works Committee recommends the City advertise for bids on Street Improvement No. 281 for the signal portion only and advertise the remainder when the engineering is completed. Motion by Councilmember Kurle, second by Councilmember Burns to approve Item El of the Consent Agenda to advertise for bids on the signal portion only of Street Improvement No. 281. MOTION CARRIED UNANIMOUSLY. 6-0 V. OLD BUSINESS - None. VI. NEW BUSINESS A. Application No. REZOOOI-90 03.8 REZ0001-90 Council consideration on the request of Walton & Associates for approval of a rezone from R-3 to C-3 on property located on the east side of "A" Street S.E. in the 900 block. Motion by Councilmember Burns, second by Councilmember Brothers to approve the rezone from R-3 to C-3 based upon the Hearing Examiner's Findings of Fact, Conclusions and Conditions and to instruct the City Attorney to prepare the necessary ordinance. MOTION CARRIED UNANIMOUSLY. 6-0. B. Application No. CUP0002-90 03.10.1 CUP0002-90 Council consideration on the request of Stephen F. Lone for approval of a Conditional Use Permit to allow for six duplexes on property located 123 feet north of 14th Street N.E. in the 900 block. Motion by Councilmember Burns, second by Councilmember Kurle to approve the Conditional Use Permit based upon the Hearing Examiner's Findings of Fact, Conclusions and Conditions and to instruct the City Attorney to prepare the necessary ordinance. MOTION CARRIED UNANIMOUSLY. 6-0. PAGE 6 CITY OF AUBURN COUNCIL MEETING April 2, 1990 C. Application No. PLT0001-90 (Burns/Chave) 03.5 PLT001-90 Council consideration on the request of P. Hendley & Associates for approval of a preliminary plat to be known as "Lakeland Hills Divisions #6, #7, and #8" and located on the east side of Lakeland Hills Division #2 and #3 extending south to the King-Pierce County line. Motion by Councilmember Burns, second by Councilmember Brothers to approve the preliminary plat based upon the Hearing Examiner's Findings of Fact, Conclusions and Conditions, and to instruct the City Attorney to prepare the necessary resolution. MOTION CARRIED UNANIMOUSLY. 6-0. VII. ORDINANCES AND RESOLUTIONS A. Ordinances Ordinance No. 4412 04.4.7, F4.3 An Ordinance of the City of Auburn, Washington, authorizing the Director of Parks and Recreation to set reasonable fees and charges and establishing policies upon which fees and charges are set for the Auburn Golf Course. Ordinance 4412 was passed under Audience Participation. B. Resolutions Resolution No. 2059 05.2 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk of the City of Auburn, to execute an agreement for professional services between the City and Jongejan/Gerrard/McNeal, Inc., for the preparation of a master site plan, construction documents, bid phase and construction phase for the White River/Lakeland Hills Park and Trail System. Motion by Councilmember Burns, second by Councilmember Brothers to approve Resolution No. 2059. MOTION CARRIED UNANIMOUSLY. 6-0. 2. Resolution No. 2060 (05.1) A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk of the City of Auburn, to execute a concessionnaire agreement between the City and the Auburn Optimist Club for the concession operation at the Game Farm Park Ballfields. Resolution No. 2062 03.1 ANXI-89 A Resolution of the City Council of the City of Auburn, Washington, relating to its intention to annex certain property located at 3214 A Street S.E. Motion by Councilmember Burns, second by Councilmember Brothers to approve Resolution 2062. MOTION CARRIED UNANIMOUSLY. 6-0. 4. Resolution No. 2063 04.4.10.2 A Resolution of the City Council of the City of Auburn, Washington, approving the master site plan for the Mountain View Cemetery. Motion by Councilmember Burns, second by Councilmember Kurle to approve Resolution 2063. MOTION CARRIED UNANIMOUSLY. 6-0. 5. Resolution No. 2066 04.9.1 St. Imp. 288 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute an agreement for professional services between the City and Wilsey & Ham Pacific, Inc., to prepare plan and specifications for the improvement of Auburn Way North from 4th Street N.E. to 15th Street N.E. Motion by Councilmember Kurle, second by Councilmember Wagner to approve Resolution No. 2066. MOTION CARRIED UNANIMOUSLY. 6-0. 6. Resolution No. 2067 03.5 PLT0009-89 A Resolution of the City Council of the City of Auburn, Washington, authorizing and approving the extension of the preliminary plat of West Beverly Hill, Divisions I, II, and III for an additional year. Motion by Councilmember Burns, second by Councilmember Kurle to approve Resolution No. 2067. MOTION CARRIED. 6-1. Councilmember Brothers voted no. 7. Resolution No. 2068 PAGE 8 CITY OF AUBURN COUNCIL MEETING April 2, 1990 04.9.1 #90-02, St. Imp 265 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute an agreement for construction administration between the City of Auburn and the City of Pacific; Auburn to perform the administrative tasks for construction for the improvement of the Stuck River Bridge, located on "A" Street S.E., Pacific, Washington. Motion by Councilmember Kurle, second by Councilmember Wagner to approve Resolution No. 2068. MOTION CARRIED UNANIMOUSLY. 6-0. A. Executive Session Mayor Roegner announced there would be an Executive Session for approximately twenty minutes to discuss litigation. Mayor Roegner anticipated there would be no action as a result of the Executive Session, and recommended adjournment to Executive Session at 8:10 p.m. IX.
