CITY COUNCIL MEETING MINUTES
June 4, 1990 7:30 p.m.
1. CALL TO ORDER
The regular meeting of the City of Auburn Council was called to order by Mayor
Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers.
A. Flag Salute
Mayor Roegner led those in attendance in the pledge of allegiance.
B. Roll Call
Those in attendance included Mayor Bob Roegner and Councilmembers
Whittall, Wagner, Burns, Roland, Brothers and Kurle. Councilmember
Larson was excused. Staff members in attendance included Police Chief
Jake Evans, Police Captain Bill Pitzl, Fire Chief Bob Johnson, Parks &
Recreation Director Len Chapman, Finance Director Pat Dugan, Personnel
Director Gretel Sloan, Public Works Director Frank Currie, Planning
Director Steve Lancaster, Senior Planner Lynn Rued, Library Director Mary
Stanton, Cultural Program Coordinator Josie Emmons Vine, City Attorney
Marguerite Schellentrager, and City Clerk Robin Wohlhueter.
C. Announcements and Appointments

Appointments

Business Improvement Area Steering Committee
Council to confirm the appointments of Pat Hatley, Shirley Gaines,
and Bill Morchin to the Business Improvement Area Steering
Committee for a term to expire on June 30, 1993.
Motion by Councilmember Kurle, second by Councilmember Burns to
confirm the appointments of Pat Hatley, Shirley Gaines, and Bill
Morchin to the Business Improvement Area Steering Committee for a
term to expire on June 30, 1993.
MOTION CARRIED UNANIMOUSLY. 6-0
D. Agenda Modifications
Additions and Council actions to agenda modifications are noted under
IV.C.I which is a request to call for bids on two contracts for street and
alley surface maintenance, and VII.A.1 which is an ordinance approving the
final plat of West Beverly Hill Division No. 11.

III. COUNCIL COMMITTEE REPORTS
A. Municipal Services

Chairman Pete Whittall reported the Municipal Services Committee has not
met since the last Council meeting. A phone poll was conducted to
recommend approval of an out-of-state travel for the police department.
The next Municipal Services Committee Meeting is scheduled for June 28,
1990 at 5:30 p.m.
B. Planning & Community Development

Chairman Burns reported the Planning & Community Development
Committee met on May 29, 1990 at 7:30 p.m., and the minutes are of public
record. One of the items discussed includes the White River Valley
Historical Museum Plan which is before the Council this evening. The next
meeting of the Planning & Community Development Committee is June 11,
1990 at 7:30 p.m.
C. Public Works

Chairman Kurle reported the Public Works Committee met this evening prior
to the Council meeting and the minutes will be of public record when
published. Chairman Kurle noted some of items discussed at this meeting
include Resolution No. 2091, Resolution No. 2088, and a request to call for
bids on the City's Chip Seal and Slurry Seal Programs. The next meeting of
the Public Works Committee is scheduled for June 18, 1990 at 5:30 p.m.
D. Finance

Chairman Brothers reported the Finance Committee met prior to the Council
meeting tonight at 7:00 p.m. Items discussed included Resolution No. 2074,
and payroll and claim vouchers. The next meeting of the Finance
Committee will be prior to the next Council meeting of June 18, 1990 at
7:00 p.m.

Request approval to call for bids on two contracts for street and alley
surface maintenance. One contract for "Chip Sealing", and one
contract for "Slurry Sealing".

To authorize Josie Emmons Vine, Cultural Programs Coordinator, to
attend the annual National Assembly of Local Arts Agencies
Convention in San Diego in June.
2. Police Department
Council authorize Officer James Detrick to attend Advanced Training
in Critical Incident Stress and Post Trauma Syndromes course in
Portland, Oregon on June 28 and 29, 1990.

Council consideration on the request of Peter Jouflas for Conditional Use
Permit to allow construction of a 120 unit apartment project to be located on
the southwest corner of 35th and "P" Streets N.E.
Motion by Councilmember Burns, second by Councilmember Kurle to
approve the Conditional Use Permit based upon the Hearing Examiner's
Findings of Fact, Conclusions and Conditions, and to instruct the City
Attorney to prepare the necessary ordinance.
MOTION CARRIED UNANIMOUSLY. 6-0.

Council consideration on the request of Merle Siler for preliminary plat
approval of an 8 lot single family subdivision consisting of 1.69 acres and
located on the northwest corner of 37th and Olympic Street S.E. known as
Siler's Second Addition.
Motion by Councilmember Burns to approve the preliminary plat of Siler's
Second Addition based upon the Hearing Examiner's Findings of Fact,
Conclusions and Conditions and to instruct the City Attorney to prepare the
necessary Resolution. Second by Councilmember Brothers.
MOTION CARRIED UNANIMOUSLY. 6-0.
VII. ORDINANCES AND RESOLUTIONS

City Attorney Marguerite Schellentrager read the title of the ordinance
aloud.

An Ordinance of the City Council of the City of Auburn, Washington,
approving the final plat of West Beverly Hill Division No. II, located
South of 316th Street and East of "W" Street N.W. within the City of
Auburn, according to the plat on file with the Clerk of the City of
Auburn.
Motion by Councilmember Burns, second by Councilmember Kurle to
introduce and adopt Ordinance No. 4440.
MOTION CARRIED UNANIMOUSLY. 6-0.
B. Resolutions

A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk of the City of Auburn, to
execute a contract for services between the City of Auburn and
Domestic Abuse Women's Network (DAWN).
Motion by Councilmember Brothers, second by Councilmember
Whittall to approve Resolution No. 2074.
MOTION CARRIED UNANIMOUSLY. 6-0.
2. Resolution No. 2083

A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk to execute a consultant
agreement between the City of Auburn and Merritt & Pardini for the
purpose of preparing a City Hall Space Study.
Motion by Councilmember Whittall, second by Councilmember Roland to
approve Resolution No. 2083.
MOTION CARRIED UNANIMOUSLY. 6-0.
3. Resolution No. 2086

A Resolution of the City Council of the City of Auburn, Washington,
accepting the White River Valley Historical Society Plan as prepared
by Stuart Grover and Associates.
Motion by Councilmember Burns, second by Councilmember Brothers
to approve Resolution No. 2086.
MOTION CARRIED UNANIMOUSLY. 6-0.
4. Resolution No. 2087

A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk to execute a cooperative use
agreement between the City of Auburn Library and the Enumclaw
Public Library to provide for reciprocal library use privileges to the
residents of both jurisdictions.
Motion by Councilmember Burns to approve Resolution No. 2087.
Second by Councilmember Kurle.
MOTION CARRIED UNANIMOUSLY. 6-0.
5. Resolution No. 2088

A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk to execute an interagency
agreement between the City of Auburn and King County to provide

for the parties to proceed with the 1990 South County Asphalt Conrete
Pavement Overlay & Shoulder Improvement Program.
Motion by Councilmember Kurle, second by Councilmember Wagner
to approve Resolution No. 2088.
MOTION CARRIED UNANIMOUSLY. 6-0.
6. Resolution No. 2089

A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk to execute Addendum II to the
Contract between the City of Auburn and CH2M Hill Northwest, Inc.,
to develop and implement a Comprehensive Storm and Surface Water
Plan.
Motion by Councilmember Kurle second by Councilmember Wagner to
approve Resolution No. 2089.
MOTION CARRIED UNANIMOUSLY. 6-0.
7. Resolution No. 2090

A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk to execute an interagency
agreement between the City of Auburn and Metro to provide an
amendment to the sewage disposal agreement.
Motion by Councilmember Kurle, second by Councilmember Burns to
approve Resolution No. 2090.
MOTION CARRIED UNANIMOUSLY. 6-0.
8. Resolution No. 2091

A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk to execute an interagency
agreement between the City of Auburn and the Washington State
Department of Transportation to provide land acquisition, relocation
and related services.
Motion by Councilmember Kurle, second by Councilmember Burns to
approve Resolution No. 2091.
Councilmember Whittall requested clarification of Resolution No. 2091.
In response, Councilmember Kurle noted that Resolution No. 2091 is
related to work on the Stuck River Bridge in coordination with other
governmental agencies.
MOTION CARRIED UNANIMOUSLY. 6-0.

Mayor Roegner acknowledged and thanked those citizens in the audience tonight
whose joint participation in the development of the White River Valley Historical
Society Museum Plan resulted in adoption of Resolution No. 2086 by the Auburn
City Council.
IX. ADJOURNMENT
There being no further business to come before the Auburn City Council, the
meeting adjourned at 7:45
