CITY COUNCIL MEETING MINUTES
June 18, 1990 7:30 p.m.
1. CALL TO ORDER
The regular meeting of the City of Auburn Council was called to order by Mayor
Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers.
A. Flag Salute
Mayor Roegner led those in attendance in the pledge of allegiance.
B. Roll Call
Those in attendance included Mayor Bob Roegner and Councilmembers
Whittall, Wagner, Burns, Larson, Roland, Brothers and Kurle. Staff
members in attendance included Police Chief Jake Evans, Police Lieutenant
Mark Wentworth, Fire Chief Bob Johnson, Parks & Recreation Director Len
Chapman, Finance Director Pat Dugan, Personnel Director Gretel Sloan,
Public Works Director Frank Currie, Planning Director Steve Lancaster,
Library Director Mary Stanton, City Attorney Marguerite Schellentrager, and
Deputy City Clerk Gayle Butcher.

Announcements
DARE Presentation
A1.8
Valery Neal from Chapter #2298 of the Auburn Eagles Auxiliary
presented a check in the amount of $1,000.00 to Mayor Roegner and
Police Chief Evans for the DARE Program. Ms. Neal announced the
Auburn Eagles Auxiliary had won an award at the state's convention.

D. Agenda Modifications
Agenda modification is noted under VII.B.5 which transmits Exhibit "A" to
Resolution 2095 authorizing the purchase of local improvement trust
property by the City's Sewer Fund.

The request of Glacier Park Company to rezone from M-2 (Heavy
Industrial) to M-1 (Light Industrial) along with a Comprehensive Land

Use Map amendment from Heavy Industrial to Light Industrial
property located on the north side of 15th Street N.W. in the 800-900
blocks.
Mayor Roegner opened the public hearing.

Mark Steiffel stated he is here on behalf of Glacier Park Company and
to answer any questions the Council may have concerning Application
REZ00012-89.
There were no further requests to speak for or against Application
REZ00012-89.
Motion by Councilmember Burns, second by Councilmember Kurle, to
close the public hearing on Application REZ00012-89.
MOTION CARRIED UNANIMOUSLY. 7-0.
Mayor Roegner asked for questions from the Council. Councilmember
Brothers requested a brief explanation on M-2 (heavy industrial) and
M-1 (light industrial). Planning Director Lancaster stated the uses
permitted under an M-1 classification were more limiting from a
development standpoint.
Motion by Councilmember Burns, second by Councilmember Brothers,
to approve the rezone and Comprehensive Plan Map amendment based
upon the Findings of Fact and Conclusions and to instruct the City
Attorney to prepare the necessary ordinance.
MOTION CARRIED UNANIMOUSLY. 7-0.
2. 1990-91 BIA Budget
ALL
The request of the Auburn City Council to receive citizen comments
for or against the proposed 1990-91 budget for the Business
Improvement Area established in the City of Auburn.
Mayor Roegner opened the public hearing. There were no requests to
testify for or against the proposed 1990-91 budget for the Business
Improvement Area.
Motion by Councilmember Burns, second by Councilmember Kurle, to
close the public hearing on the 1990-91 BIA Budget.
MOTION CARRIED UNANIMOUSLY. 7-0.
There were no questions from Council regarding the 1990-91 BIA
Budget.

Motion by Councilmember Burns, second by Councilmember Brothers,
to approve Resolution 2085, approving the proposed BIA budget for
the period of July 1, 1990 to June 30, 1991.
MOTION CARRIED UNANIMOUSLY. 7-0.
Mayor Roegner announced that Dan Seachord, BIA manager, was in
the audience, and Mayor Roegner expressed his thanks to Mr.
Seachord for making the Business Improvement Area Program a
success.
B. Audience Participation - None
C. Corresnondence

A letter dated June 7, 1990 from Attorney Robert E. West, P.S.,
representing applicant Gary Cocker, on an Appeal of Hearing Examiner's
Decision issued on June 1, 1990 on the above referenced variance
application.
A request for a public hearing is found under IV.C.1. of these minutes.
III. COUNCIL COMMITTEE REPORTS
A. Municipal Services

Chairman Pete Whittall reported the Municipal Services Committee did not
meet on June 14, 1990. A phone poll was conducted to recommend approval
of out-of-state travel for the fire department. The next Municipal Services
Committee Meeting is scheduled for June 28, 1990 at 5:30 p.m.
B. Planning & Community Development

Chairman Burns reported the Planning & Community Development
Committee met on June 11, 1990 at 5:30 p.m., and the minutes are of public
record. The next meeting of the Planning & Community Development
Committee is June 25, 1990 at 7:30 p.m.
C. Public Works

Chairman Kurle reported the Public Works Committee met this evening prior
to the Council meeting and the minutes will be of public record when
published. Chairman Kurle noted some items discussed at this meeting. The
next meeting of the Public Works Committee is scheduled for July 2, 1990 at
5:30 p.m.
D. Finance

Chairman Brothers reported the Finance Committee met prior to the Council
meeting tonight at 7:00 p.m. and discussed several items on this evening's

agenda. The next meeting of the Finance Committee will be prior to the
next Council meeting of July 2, 1990 at 7:00 p.m.

City Attorney Marguerite Schellentrager read the titles of each ordinance

An Ordinance of the City Council of the City of Auburn, Washington,
approving grant funds in the amount of one-thousand ninety and
00/100 dollars ($1,090), and authorizing the Mayor to approve an
amendment to the grant contract with the Washington State
Department of Community Development, for an Emergency
Management Program.
Motion by Councilmember Whittall, second by Councilmember Roland
to introduce and adopt Ordinance 4437.

year fiscal biennium budget beginning January 1, 1991 in accordance

Motion by Councilmember Brothers, second by Councilmember
Whittall, to refer back to the Finance Committee, Ordinance 4438 and
to prepare a model biennial budget for the Finance Committee to
review.

An Ordinance of the City of Auburn, Washington, providing for a
Conditional Use Permit to allow construction of a 120 unit apartment
located on the southwest corner of 35th and "P" Streets N.E., within the
City of Auburn, Washington.
Motion by Councilmember Burns, second by Councilmember Kurle, to
introduce and adopt Ordinance 4441.

Chapter 3.61 entitled "Natural or Manufactured Gas Use Tax" to
Auburn City Code Title 3 entitled "Revenue and Finance" to provide
for a use tax on Natural or Manufactured Gas.
Motion by Councilmember Brothers, second by Councilmember Roland
to introduce and adopt Ordinance 4443.

authorizing the Mayor and City Clerk of the City of Auburn to
execute a contract with the City of Auburn Chamber of Commerce to
administer the operation of the Business Improvement Area.
Motion by Councilmember Burns, second by Councilmember Brothers
to approve Resolution No. 2084.

approving the preliminary plat of Siler's second addition located on the

A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk of the City of Auburn to
execute the attached agreement with the State of Washington
Department of Revenue for the purposes of administering the
collecting any revenues under Auburn City Code Chapter 3.61 entitled
"Natural or Manufactured Gas Use Tax" as required by RCW
82.14.050.
Motion by Councilmember Brothers, second by Councilmember
Whittall, to approve Resolution No. 2094.

A Resolution authorizing the purchase of local improvement trust
