CITY OF AUBURN
CITY COUNCIL MEETING MINUTES
September 17, 1990 7:30 p.m.
1. CALL TO ORDER
The regular meeting of the City of Auburn Council was called to order by Mayor
Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers.
A. Flag Salute
Mayor Roegner led those in attendance in the pledge of allegiance.
B. Roll Call
Those in attendance included Mayor Bob Roegner and Councilmembers
Whittall, Wagner, Burns, Larson, Roland, Brothers, and Kurle. Staff
members in attendance included Police Captain Ray Sherman, Fire Chief
Bob Johnson, Parks & Recreation Director Len Chapman, Personnel Analyst
Ruth Moore, Finance Director Pat Dugan, Public Works Director Frank
Currie, Planning Director Steve Lancaster, Acting City Attorney Mike
Reynolds, and City Clerk Robin Wohlhueter.

Agenda modifications are noted under Council agenda item II.C. transmitting
a petition signed by property owners on the East and West Side of "M" Street
S.E. involving Meridian Minerals Company Application No. MIN0002-90,
and VII.B.3 transmitting the original Resolution No. 2125 relating to
acquisition of real property for a municipal facility at property located at
107 N. Division, Auburn, WA.

A. Public Hearings
1991 Budget Hearing

Prior to the Mayor and City Council making a decision with regard to
the 1991 Budget, all persons interested are encouraged to participate in
the public hearing by making comments, proposals, and suggestions or

to voice an opinion for consideration in preparation of the 1991
Budget.
Mayor Roegner opened the public hearing.
Nina Auerback - 841 North Central, Kent, WA

As Executive Director of Child and Family Resource and Referral,
Nina Auerback briefly described how this new agency has been
serving the citizens of Auburn since April, 1990. Ms. Auerback
explained that Child and Family Resource and Referral is a result of
the Human Services Roundtable established some time ago, and serves
King County. The purpose of their organization is to improve the
quality of child care, and accessibility of daycare information for low
income parents by providing a referral service.Child and Family
Resource and Referral serves people throughout King County from
three offices.
In addition, Child and Family Resource and Referral provides
technical training to current day care facilities within the city of
Auburn in order to upgrade child care environments.
Rita Hagan - 841 North Central, Kent, WA 98032
Rita Hagan is the Director of the South King County Office for Child
& Family Resource & Referral that serves King County. Ms. Hagan
stated they are requesting funds in order to offer telephone referral
services. In Auburn, this agency serves a minimum of 400 Auburn
residents which represents an increase from what was projected in
1990. In addition, Ms. Hagan stated their project reaches
approximately 60% low to moderate income residents of Auburn.
They also plan to provide technical assistance and workshops to those
who provide child care services in Auburn.
Elaine Powell - 1036 O Street N.E., Auburn, WA

Elaine Powell requested Council consideration for funding in the
budget for 1991 to install a sewer system in our Northeast Auburn
neighborhood. The homes in this neighborhood range from thirty to
thirty-five years old. Ms. Powell stated several homes on 10th, 11th,
12th, 13th and O Streets N.E. do not have access to sewer hookups,
and are currently on antiquated septic systems. Ms. Powell expressed
concern with the city's process in scheduling the project. Ms. Powell
discussed King County's codes replacement of septic system that will
cost each resident up to ten thousand dollars to replace.
Cheryl Bertsch

Cheryl Bertsch is a board member for King County Sexual Assault
Resource Center, and requested Council consideration on their request
for increased funding due to the increase in number of sexual assault
victims using the County Center compared to last year. Ms. Bertsch
noted the center expects to serve one-hundred and seventy residents of

Auburn this next year with seventy being children averaging six years
old. Ongoing Counseling and medical services are provided to victims.
Don Kulmann - 31608 Thomas Road S.E., Auburn, WA

Don Kulmann, board member for King County Sexual Assault Center,
feels sexual assault is the most frightening crime, and has made it his
high priority as a long term goal. Mr. Kulman noted that counseling
can break the cycle. Mr. Kulman requested Council support of
funding in order to support treatment and education in the community.
Sexual assault does happen in Auburn according to Mr. Kulman, and it
is something we can no longer rationalize that it does not happen here.
Virginia Haugen - 2503 R Street S.E., Auburn, WA
Virginia Haugen requested Council consideration for funding to
provide educational programs for teenage persons.
Ms. Haugen offered support for Council candidates running for office
tomorrow.
Bill Morchin - 1345 East Main Street, Auburn, WA

Bill Morchin expressed concern of wetlands and offered suggestions
for use of wetland such as parks, and trails. Mr. Morchin requested
Council consideration for funding to study this issue.
Even though the City has done some planning and thoughts on
spending funds to improve the downtown area, Mr. Morchin felt more
money should be allocated for even more improvements to the
downtown area.
Dick Brugger - 11244 S.E. 322nd Street, Auburn, WA

Dick Brugger is the Director of Auburn Youth Resources. Mr.
Brugger thanked the Mayor and Council for their past support in
funding Auburn Youth Resources, and briefly sited increasing statistics
in the Auburn area as a reason to request increased funding.
Mr. Brugger stated the increase in funding is due to the increase in
demand for services, clients are more intensely in need of not only
individual counseling, but whole family counseling at the same time,
and because of the need of whole family counseling he has had to cut
back on skill classes being offered this year.
Skill training classes provide classes to kids who are first time
offenders sent to them by juvenile court designed to divert young
people in avoiding trouble. It is an effective class that was cut back
due to the increase in the need for counseling. This month there are
sixty-five referral clients being turned away.

Mr. Hans Krenz is from the Juvenile Court Conference Committee of
the Auburn Diversion Unit for AYR. Mr. Krenz expressed concern
for the steadily increasing case load, and as part of sitting on a
committee such as this one sees young adults that are capable of being
turned around and developed into productive members of our
community. These kids are still reachable through skills classes
programs, and are usually first time offenders. Currently, AYR offers
only two hours of counseling, and a prescribed sentence of community
service to administer to the young adults that are in trouble. Mr.
Krenz supports Dick Brugger's request for funding in order to
continue and to provide better services even though the case load has
increased.
Elaine Prenovost - 304 I St SE., Auburn, WA

Elaine Prenovost, Coordinator for Auburn Community Suppers,
extended thanks to the Mayor and Council for their support of Auburn
Community Supper program within the City of Auburn. Ms.
Prenovost stated this is Auburn Community Supper's sixth year in
providing services to the City of Auburn.
Motion by Councilmember Brothers, second by Councilmember
Whittall to close the public hearing.
MOTION CARRIED UNANIMOUSLY. 7-0.

III. COUNCIL COMMITTEE REPORTS

A. Municipal Services
Chairman Pete Whittall reported the Municipal Services Committee met on
September 10, 1990 to discuss the Police Department Budget. The next
Municipal Services Committee meeting is scheduled for Monday, September
24, 1990 at 4:30 p.m.
B. Planning & Community Development
Chairman Burns reported the Planning & Community Development
Committee met on September 10, 1990 and the minutes are of public record.
The next meeting of the Planning & Community Development Committee is
scheduled for September 24, 1990 at 7:30 p.m.
C. Public Works
Chairman Kurle reported the Public Works Committee met earlier this
evening at 5:30 p.m. The Committee discussed storm drainage land, Santa
Claus arrival, warrants, and the no parking ordinance. Chairman Kurle
recommended approval of those items appearing on tonight's agenda. The
next meeting of the Public Works Committee is scheduled for October 1,
1990 at 4:00 p.m.

D. Finance
Chairman Brothers reported the Finance Committee met prior to the Council
meeting this evening at 7:00 p.m. to discuss Finance and Legal Department
1991 budget requests, and claims and payroll. The next meeting of the
Finance Committee is scheduled for Tuesday, October 1, 1990 at 7:00 p.m.

VII. ORDINANCES AND RESOLUTIONS

The Acting City Attorney Mike Reynolds read the titles to each ordinance
out loud.

03.8 REZ0005-90
An Ordinance of the City of Auburn, Washington, providing for the
rezoning of property located at 205 "C" Street S. W., within the City of
Auburn, Washington, changing the zoning classified thereof from R-4
(multi-family) to C-3 (heavy commercial).
Motion by Councilmember Burns, second by Councilmember Kurle to
introduce and adopt Ordinance No. 4461.
MOTION CARRIED UNANIMOUSLY. 7-0.
2. Ordinance 4462

An Ordinance of the City of Auburn, Washington, modifying
Ordinance 4217 (passed April 20, 1987) providing a conditional use
permit to allow the existing radio towers to be painted orange and
white on property located on the south side of Auburn-Black Diamond
Road in the 3000 block, within the City of Auburn, Washington.
Motion by Councilmember Burns, second by Councilmember Brothers
to introduce and adopt Ordinance No. 4462.
MOTION CARRIED UNANIMOUSLY. 7-0.
B. Resolutions
Acting City Attorney Mike Reynolds read each resolution title out loud.

A Resolution of the Council of the City of Auburn, Washington,
ordering the Finance Director to make segregation on the original
assessment roll of Local Improvement District (LID) 339 Assessment 47
as directed herein.
Motion by Councilmember Kurle, second by Councilmember Roland to
adopt Resolution No. 2123.
MOTION CARRIED UNANIMOUSLY. 7-0.

2. Resolution No. 2124
A3.13.1.4, 04.12.1
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and the City Clerk to execute a sidewalk
improvement non-remonstrance agreement between the City of
Auburn and J. B. Lorenz and Doreen Lorenz.
Motion by Councilmember Kurle, second by Councilmember Wagner
to approve Resolution No. 2124.
MOTION CARRIED UNANIMOUSLY. 7-0.
Prior to taking action on Resolution No. 2125, Mayor Roegner announced
there would a brief Executive Session to discuss the acquisition of real
property for a municipal facility for approximately ten minutes. The
meeting recessed to Executive Session at 8:15 p.m. The meeting reconvened
at 8:24 p.m.
3. Resolution No. 2125

A Resolution of the City Council of the City of Auburn, Washington,
authorizing the acquisition of real property for a municipal facility
located at 107 North Division, Auburn, WA
Motion by Councilmember Brothers to approve Resolution No. 2125
with the understanding that funding for this resolution will come from
Councilmanic bonds. Councilmember Whittall seconds the motion.
MOTION CARRIED UNANIMOUSLY. 7-0.
VIII. MAYOR'S REPORT - None
Election Day

Mayor Roegner reminded those in attendance that tomorrow is election day,
and encouraged everyone to vote. City Hall will be open from about 7:30
p.m. on, and a phone number will be available in order to obtain election
results.
State Representative Candidates

Mayor Roegner extended good luck to Judi Roland, and Pat Burns as
candidates for Position #1 State Representative for the 31st Legislative
District.
A. Executive Session
At 8:24 Mayor Roegner called the meeting back to order, and Mike
Reynolds read the title to Resolution No. 2125. Please see the action taken
by the Auburn City Council under VII.B.3. of these minutes.
