CALL TO ORDER The regular meeting of the City of Auburn Council was called to order by Mayor Bob Roegner at 7:30 p.m. in the City of Auburn . Council Chambers. A. Flaiz Salute Mayor Roegner led those in attendance in the pledge of allegiance. B. R 11 all Those in attendance included Mayor Bob Roegner and Councilmembers Whittall, Wagner, Burns, Larson, Roland, Brothers, and Kurle. Staff members in attendance included Police Chief Jake Evans, Police Lieutenant Marion Dukes, Fire Chief Bob Johnson, Parks & Recreation Director Len Chapman, Personnel Director.Gretel Sloan, Finance Director Pat Dugan, Public Works Director Frank Currie, Police ID Technician Bob Phillips, Civil Engineer George Dragseth, Planning Director Steve Lancaster, Acting City Attorney Mike Reynolds, Outreach Librarian Donna Seegmueller and City Clerk Robin Wohlhueter. C. Announcements and Anvointments 1. Announcements a. Proclamation Presentations A1.8 Books for Kids Month A proclamation of the Honorable Bob Roegner, Mayor of the City of Auburn, Washington, proclaiming the month of October, 1990 as "Books for Kids Month". Mayor Roegner read and presented a proclamation to Outreach Librarian Donna Seegmueller proclaiming the month of October, 1990 as "Books for Kids Month". b. Fire Prevention. Week A proclamation of the Honorable Bob Roegner, Mayor of the City of Auburn, Washington, proclaiming October 7 through 13, 1990 as "Fire Prevention Week". Prior to presendng Fire Chief Bob Johnson a proclamation proclaiming October 7 through 13, 1990 as "Fire Prevention Week", Mayor Roegner commented this week commemorates the Great Chicago Fire of 1871. CITY OF AUBURN COUNCIL MEETING October I, 1990 2. Annointments - BIA Steering Committee A1.10 Council concurrence of tlie appointment of Ronne Clarkston to fill Rick Schied's vacant seat on the BIA Steering Committee to a term to expire June 30, 1993. Motion by Councilmember Burns, second by Councilmember Brothers to approve the appointment of Ronne Clarksion to fill Rich Schied's vacant seat on the BIA Steering Committee to a term to expire June 30, 1993. MOTION CARRIED UNANIMOUSLY. 7-0. D. Agenda Modifications - None. II. CITIZEN INPUT. PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearings - None. B. Audience Particir)ation Bill Morchin - 1345 East Main Street, Aubum, WA Bill Morchin summarized his thoughts on why the Auburn Centennial Center was not given voter approval. Mr. Morchin stated increased taxes and losing a park atmosphere were reasons the bond issue failed. Mr. Morchin suggested the Council consider moving the library and eliminate the current road to expand Les Gove Park. C. Corresnondence - None. III. COUNCIL COMMITTEE REPORTS A3.7.6 A. Municinal Services Chairman Pete Whittall reported the Municipal Services Committee met on September 24, 1990 to discuss the Police Department Budget. The next Municipal Services Committee meeting is scheduled for October 29, 1990. B. PlanninQ & Communitv Develonment Chairman Burns reported the Planning & Community Development Committee met on September 24, 1990 and the minutes are of public record. The next meeting of the Planning & Community Development Committee is scheduled for October 8, 1990 at 7:30 p.m. C. Public Works Chairman Kurle reported the Public Works Committee met earlier this evening at 4:00 p.m. The next meeting of the Public Works Committee is scheduled for October 15, 1990 at 7:00 p.m. D. Finance PAGE 2 CITY OF AUBURN COUNCIL MEETING October 1, 1990 Chairman Brothers reported the Finance Committee met prior to the CounciT meeting this evening at 7:00 p.m. to discuss Resolution No. 2121, Personnel Budget, and claims and payroll. Motion by Councilmember Larson, second by Councilmember Kurle to approve Consent Agenda Items IV.A.1 through IV.G. MOTION CARRIED UNANIMOUSLY. 7-0. V. OLD BUSINESS - None. VI. NEW BUSINESS - None. VII. ORDINANCES AND RESOLUTIONS A. Ordinances The Acting City Attorney Mike Reynolds read the title to Ordinance No. 4663 out loud. 1. Ordinance No. 4663 F5.2.6 An Ordinance of the City Council of the City of Auburn, Washington, approving an appropriation of Grant Funds in the amount of seven thousand eight hundred eighty-four and 00/100 dollars, ($7,884), and authorizing the Mayor to accept the grant from the Washington State Department of Community Development, for an Emergency Management Program. Motion by Councilmember Whittall, second by Councilmember Roland to introduce and adopt Ordinance No. 4663. MOTION CARRIED UNANIMOUSLY. 7-0. Motion by Councilmember Brothers, second by Councilmember Whittall to adopt Resolution No. 2121. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Resolution No. 2126 , A3.13.9 A Resolution of the City Council of the City of Auburn, authorizing the Mayor and City Clerk to execute a payback agreement between the City of Auburn and Vander Pol Enterprises, etal., revocable trust, i inter vivos. i Motion by Councilmember Kurle, second by Councilmember Wagner to adopt Resolution No. 2126. ~ ; MOTION CARRIED UNANIMOUSLY. 7-0. i VIII. MAYOR'S REPOI2T ; ~ Auburn Centennial Center Due-to the defeat of the Auburn Centennial Center bond issue by the voters on September 18, 1990, Mayor Roegner solicited comments and suggestions from the Council on what approach they want to take in addressing the continuing need for services. A. Executive Session - None. IX.
