CALL TO ORDER _ The regular meeting of the City of Auburn Council was called to order by Mayor ' Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers. A. Flap, Salute Mayor Roegner led those in attendance in the pledge of allegiance. B. Roll Call Those in attendance included Mayor Bob Roegner and Councilmembers Whittall, Wagner, Burns, Larson, Roland, Brothers, and Kurle. Staff members in attendance included Police Chief Jake Evans, Fire Chief Bob Johnson, Parks & Recreatio_n Director Len Chapman, Personnel Director Gretel Sloan, Finance Director Pat'Dugan, City Engineer Marv Seabrands, Planning Director Steve Lancaster, Acting City Attorney Mike Reynolds, and City Clerk Robin Wohlhueter. Other staff inembers in attendance included Cultural Programs Coordinator Josie Emmons-Vine, and Library Director Mary Stanton. C. Announcements and Annointments " 1. Announcements Medal of Distinction ' A1.9 Mayor Roegner noted the events surrounding Officer Cedric Gonter and Officer William Pierson efforts in saving. a man's life by removing him from a smoke-filled vehicle on September 15, 1990. On behalf of the City of Auburn, the Mayor and City Council, and the Auburn Police Department, Police Chief Jake Evans pinned a Medal of Distinction on each officer. Ivlayor Roegner extended. sincere thanks to Police Officers Cedric Gonter and Officer William Pierson by presenting each officer with a plaque. Auburn: A Look Down Main Street A5.2.5 , Mayor Roegner presented and introduced Auburn: A Look Down Main Street history book published in conjunction with Auburn's 1991 Centennial celebration. Mayor Roegner acknowledged and thanked the Centennial Commission and staff for their efforts in preparing the history book for the City of . Auburn. Mayor Roegner honored Centennial Commission Co-Chairs CITY OF AUBURN COUNCIL MEETING October 15, 1990 , Mel Sinex and Cyril Van Selus by presenting them with Auburn: A ' Look Down Main Street history book, and also presented books to otlier Gommission members Jan Cavanaugh, Louise Schneider, Al Leslie, Joe Cook, and Walter Cook. Library Director Mary Stanton received a history book for the Library. 2. Anvointments - None. D. Agenda Modifications 03.10.3 MIN0002-90 Agenda modifications include agenda items II.C.1, which transmits a letter dated October 11, 1990 from Paul L. and Joyce R. Sturtz, and II.C.2 transmits a letter dated October 15, 1990 from Don and Mignonette Wright. Both letters pertain to Application No. MIN0002-90, the request of Meridian Minerals Company for the extension of a non-conforming surface mine permit which will allow the continuation of mining of a 46.28 acre parcel of property located easterly of M Street S.E. between 12th Street S.E. and _ Highway 18. " Mayor Roegner noted Application No. MIN0002-90 will be before the Auburn City Council at its next regularly scheduled meeting. II. CITIZEN INPUT. PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearinss - None. B. Audience Particination - None. C. Corresnondence 03.10.3 MIN0002-90 Correspondence is noted under agenda modifications II.D. III. COUNCIL COMMITTEE REPORTS A3.7.6 A. Municinal Services Chairman Pete Whittall reported the Municipal Services Committee has not met since the last Council meeting.. The next Municipal Services Committee meeting is scheduled for October 29, 1990 at 4:30 p.m. B. Plannina & Communitv Develooment Chairman Burns reported the Planning & Community Development Committee met on October 8, 1990 and the minutes are of public record. The next meeting of the Planning & Community Development Committee is scheduled for October 22, 1990 at 7:30 p.m. C. Public Works Chairman Kurle reported the Public Works Committee met earlier this evening at 5:30 p.m. to disenss the approval of the Comprehensive Storm Drainage Plan, 1988 Addition of the State Building Codes, and reviewed a final pay estimate and a utility bill adjustment both of which appear on tonight's agenda. The next meeting of the Public Works Committee is scheduled for November 5, 1990 at 5:30 p.m. PAGE 2 CITY OF AUBURN COUNCIL MEETING . October 15, 1990 D. Finance Chairman Brothers reported the Finance Committee met prior to the Council meeting this evening at 7:00 p.m. to discuss claims and payroll. The next meeting of the Finance Committee is scheduled for Monday, November 5, 1990 at 7:00 p.m. IV. CONSENT AGENDA A. Minutes A3.7 1. Minutes of the O.ctober 1, 1990 regular Council meeting. , B. Vouchers F4.9.2, F4.9.5 1. Glaim numbers 57835 through 58243 in the amount of $1,840,551.26 and dated October 15, 1990. 2. . Payroll numbers 159443 through 160312 in the amount of $591,367.21 and dated October 2, 1990 through October 5, 1990. C. Gontract Administration . 1. 1990 Centerline and Lane Line Paintine 04.9.1 90 Centerline & Lane Line Painting Approve Final Pay Estimate in the amount of $18,737.48 to Apply-A- Line, Inc., Contract 90-18, 1990 Centerline and Lane Line Painting Project. D. Out-of State Travel 1. Parks Dwartment F4.1.1 To authorize Kevin Van, Golf Course Greens Superintendent, to attend the Golf Course Superintendents Association of America national conference scheduled for February 5-12, 1991, in Las Vegas, Nevada. E. Utilitv Bill Ad iustment F4.5.2 Recommend approval of utility adjustment to account #242-4770 in the amount of $1,017.90 and account #312-0420 in the amount of $351.48. Motion by.Councilmember Larson, second by Councilmember Kurle to approve Consent Agenda Items IV.A. through IV.E. MOTION CARRIED UNANIMOUSLY. 7-0. V. OLD BUSINESS - None.. VI. NEW BUSINESS A. Annlication No. PLT0004.=90 03.5 PLT0004-90 PAGE 3 CITY OF AUBURN COUNCIL MEETING October 15, 1990 Request of Brian Van for final plat approval of "Siler's Second Addition", an 8 lot single family subdivision located between 33rd and 37th Streets S.E. and.east of "O" Street S.E. Motion by Gouncilmember Burns, second by Councilmember Kurle to approve the final plat of "Siler's Second Addition" and to instruct the City Attomey to prepare the necessary ordinance. MOTION CARRIED UNANIMOUSLY. 1-0. B. Annlication No. PLT0006-88 03.5 PLT0006-88 The request of Merle Siler, N. Colson, G. Anderson, and F. Nelson for final plat approval of a 19 lot single family subdivision located between 33rd and 37th Streets S.E., and east of "O" Street S.E. Motion by Councilmember Burns, second by Councilmember Brothers to approve the final plat of "Siler's First Addition" and to instruct the City Attorney to prepare the necessary ordinance. MOTION CARRIED UNANIMOUSLY. 7-0. VII. ORDINANCES AND RESOLUTIONS A. Ordinances - None: B. Resolutions. Acting City Attomey Mike Reynolds read each resolution title out loud. 1. Resolution No. 2127 A5.2.6 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to enter into an agreement between the City of Auburn and Moore Promotions. Motion by Councilmember Burns, second b.y Councilmember Kurle to adopt Resolution No. 2127. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Resolution Na `2128 F5.2.11, A3.4.1 A Resolution of the City Council of the City of Auburn, Washington, accepting grant funds to implement the Growth Management Act of 1990. Motion by Councilmember Burns, second by Gouncilmember Brothers to adopt Resolution No. 2128. Councilmember Larson questioned what the city's participation, ability, and authorization will be in reviewing iezones, wetlands, and other land use decisions as a result of the Growth Management Act. PAGE 4 . . . . _ CITY OF AUBURN COUNCIL MEETING October 15, 1990 Steve Lancaster stated the accepta_nce of these funds will not change any authority the city currently has on land use control. It does provide additional funding under the State Growth Management Act. The State Growth Management Act provides implications for the City in planning and land use control in the future in terms of shared authority, and commits us in working closely with King County and other neighboring jurisdiction. . MOTION CARRIED UNANIMOUSLY. 7-0. VIII. MAYOR'S REPORT Mayor Roegner invited m.embers of the Centennial Commission, and staff members who participated in publishing Auburn: A Look Down Main Street to join Councilmembers for cookies and coffee after the meeting. A. Executive Session - None. IX.
