CALL TO ORDER The regular,meeting of the City of Auburn Council was called to order by Mayor Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers. A. Flag Salute Mayor Roegner led those in attendance in the pledge of allegiance. B. Roll Call Those in attendance included Mayor Bob Roegner and Councilmembers Whittall, Wagner, Burns, Larson, Roland, Brothers, and Kurle. Staff inembers in attendance included Police Chief Jake Evans, Fire Chief Bob Johnson, Parks & Recreation Director Len Chapman, Personnel Director Gretel Sloan, Finance Director Pat Dugan, Planning Director Steve Lancaster; Acting City Attorney Mike Reynolds, and City Glerk Robin Wohlhueter. Other staff in attendance included Personnel Analyst Ruth Moore, Senior Planner Lynn Rued, Police Lieutenant Mark Wentworth. C. Announcements and Aonointments l. Announeements . Veterans Dav Observance Mayor Roegner reminded Council and staff that Auburn is hosting many events on November 10, 1990 in observance of Veterans Day. If Councilmembers plan to attend any of the scheduled events contact the Mayor's Office. Cub Scout Den_506 Led by Leaders Russ Vranna and John White, Cub Scout Den 506, "Screaming Eagles" from Kent, Washington were in attendance this evening working on their Citizenship in the Community Badge. Cub Scout members participating were Ed White, John Kayano, Doug Vranna, Andy Wilson, Jeff Shoger, and Shane Peterson. Proclamations A1.8 a. Emnlovee Wellness _Week Personnel Analyst and Coordinator of Employee Wellness Week Ruth Moore accepted the proclamation from Mayor Roegner proclaiming the week of November 5 through November 9, 1990 as "Employee Wellness Week". As part of the City's observance of Employee. Wellness Week, Councilmembers were given T-shirts. CITY OF AUBURN COUNCIL MEETING November 5, 1990 b. American Education Week Mayor Roegner introduced Art Graham, President of the Auburn Education Association, and Ray Befik, President PTSA Council to accept the proclamation proclaiming the Week of November 11 through November 17, 1990 as American Education Week. Mr. Graham thanked city officials for their efforts and support of American Education Week. Mr. Graham provided the Mayor and Council with a button to be worn announcing American Education Week. 2. Anoointments - None. D. Agenda Modifications II. CITIZEN INPUT. PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearings 1. 1991 Preliminarv Buftet F15, 1991 Preliminary Budget The 1991 Preliminary Budget and Budget Message are available for public inspection and may be examined by any taxpayer. At this time, the Mayor and Auburn City Council invite all citizens to provide the Council with written and oral comments and to ask questions concerning the City of Auburn's entire proposed 1991 budget. Mayor Roegner opened the public hearing. 1. Donna Brown - 202 D Street S.E., Auburn. Donna Brown, resident of the City of Auburn; directed the Council's attention to the proposed increase in water and sewer rates. Ms. Brown felt the water and sewer rates should not be raised at citizen expense. Motion by Councilmember Brothers, second by Councilmember Whittall to close the public hearing. MOTION CARRIED UNANIMOUSLY. 7-0. No action is required by the Auburn City Council at this time, however, Mayor Roegner pointed out there are additional opportunities for public input in the next three weeks. B. Audience Particination 03.10.3 MIN0002-90 Due to the number.of people in the audience this evening. that may or may not want . to comment on the Miles Sand & Gravel extension of the non-conforming surface mine, Mayor Roegner mentioned to those in the audience that this would be tHe time make any comments. Mayor Roegner further explained the City Council may now either affirm the Examiner's decision, remand fo the Examiner or schedule a public hearing. The Council can only modify or disaffirm the Examiner's decision after conducting their own public hearing. PAGE 2 CITY OF AUBURN COUNCIL MEETING November 5, 1990 William Lvnn - P.O. Letter dated October 19, 1990 from Bernard and Margaret Larsen regarding Application No. MIN0002-90. III. COUNCIL COMMITTEE REPORTS A3.7.6 A. Municinal Services Chairman Pete Whittall reported the Municipal Services Committee met on October 29, 1990 and the minutes are of public record. The next Municipal Services Committee meeting is scheduled for November 13, 1990 at 4:30 p.m. B. PlanninQ & Communitv Develonment Chairman Burns reported the Planning & Community Development Committee met on October 22, 1990 and the minutes are of public record. The next meeting of the Planning & Community Development Committee is scheduled for November 13, 1990 at 7:30 p.m. C. Public Works Chairman Kurle reported the Public Works Committee met earlier this evening at 5:30 p.m. and the minutes will be of public re¢ord when published. Chairman ' Kurle stated the committee recommends Resolution No. 2132 be removed from the Council agenda this evening for review.at a lafer, date. Resolution No. 2132 appears under VII.B.4. Councilmember Kurle displayed a graphic illustration detailing what portion of the road is being given up under Resolution No. 2134 which is a quit claim deed on a portion of "O" Street S.E. between 31st St. S.E. and 142.48 feet north, and appears on tonight's agenda under VII.B.S. The next meeting of the Public Works Committee is scheduled for November 19, 1990 at 5:30 p.m. D. Finance Chairman Brothers reported the Finance Committee met prior to the Council meeting this evening at 7:00 p.m. to discuss claims and payroll, and accounts receivable. The next meeting of the Finance Committee is scheduled for Monday, November 19, 1990 at 7;00 p.m. ' IV. CONSENT AGENDA 1. Minutes of the October 15, 1990 regular Council meeting. B. MOTION CARRIED UNANIMOUSLY. 7-0. V. OLD BUSINESS = None. VI. NEW BUSINESS A. Apnlication No. MIN0002=90 03.10.3, Application No. MIN0002-90 Council consideration on the request of Meridian Minerals Company for an extension of a non-conforming surface mine which will allow the continuation of mining of a 46.28 acre parcel of property located on the easterly side of "M" Street S.E. between 12th Street S.E. and Highway 18. Lynn Rued clarified for Councilmember Kurle that with approval of the extension of a non-conforming surface mine, Meridian Minerals Company will be required to adhere to sections of the Zoning Code related to hours of operations and noise. Motion by Councilmember Burns to approve the extension of the non-conforming surface mine based upon the Hearing Examiner's Findings of Fact, Conclusions and Conditions, and to instruct the City Attorney to prepare the necessary ordinance. Councilmember Kurle seconds the motion. MOTION CARRIED UNANIMOUSLY. 7-0. B. Anplication No. PLT0003-89 03.5 PLT0003-89 PAGE 5 , CITY OF AUBURN COUNCIL MEETING November 5, 1990 Council consideration on the~ request of John H. Yorke for final plat approval of Yorke's Division Na 1 an 8 lot single family subdivision located between 33rd and 37th Street S.E., and East of -0- Street S.E. Motion by Councilmember Burns to approve the final plat of "Yorke's Division No. I", and to instruct the City Attorney to prepa.re the necessary ordinance. Councilmember Brothers seconds the motion. MOTION CARRIED UNANIMOUSLY. 7-0. VII. ORDINANCES AND RESOLUTIONS A. Ordinances Acting City Attorney Mike Reynolds read each ordinance title out loud. 1. Ordinance No. 4463 03.5 PLT0006-88 An Ordinance of.the City Council of the City of Auburn, Washington, approving the final plat of.Siler's First Addition located between 33rd and 37th Streets S.E. and East of "O" Street S.E., within the City of Auburn, according to the plat on file with the Clerk of the City of Auburn. Motion by Councilmember Burns, second by Councilmember Kurle to introduce and adopt Ordinance No. 4463. . MOTION CARRIED UNANIMOUSLY. 7-0. 2. Ordinance Na 4464 03.5 PLT0004-90 An Ordinance of the City Council of the City of Auburn, Washington, approving the final plat of Siler's Second Addition located between 33rd and 37th Streets S.E. and east of "O" Streets S.E., within the City of Auburn, according to the plat on file with the Clerk of the City of Auburn. Motion by Councilmember Burns, second by Councilmember Brothers to introduce and adopt Ordinance No. 4464. MOTION CARRIED UNANIMOUSLY. 7-0. B. Resolutions Acting City Attorney Mike Reynolds read each resolution title out loud. 1. Resolution No. 2098 A1.1 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to enter into an agreement with the . . Chamber of Commerce to administer tasks related to the BIA (Business Improvement Area). ^ Motion by Councilmember Burns, second by Councilmember Kurle to adopt Resolution No. 2098. Resolution Na 2129 03:2 , A Resolution of the City Council of the City of Auburn,.Washington, authorizing the Mayor and City Clerk to execute. South Valley Special Operations Interlocal Government Agreement between the City of Auburn and the City of Sumner, Washington. Motion by Councilmember Whittall, second by Councilmember Roland to adopt Resolution No. 2129. MOTION CARRIED UNANIMOUSLY. 7-0. 3. Resolution Na 2130 04.4.3, 04.4.8 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute an agreement with Dodd Pacific Engineering, Inc., to determine the cause of water leakage in city facilities. Motion by Councilmember Whittall, second by Councilmember Wagner to adopt Resolution No. 2130. MOTION CARRIED UNANIMOUSLY. 7-0. 4. Resolution No. 2132 A3.13.2, 04.9.1 $treet Improvement No.: 276 Resolution No. 2132 authorizes the Mayor and Gity Glerk to execute an Easement for iJnderground Electric System to Puget Sound Power & Light Company for the I Street N.E. project.. No action was taken on this resolution at the request of Councilmember Kurle as recommended by the Public Works Committee. 5. Resolution No. 2134 A3.13.2 A Resolution of the City of Auburn, Washington, authorizing the Mayor to execute a Quit Claim Deed to correct a legal description to clarify "O" Street S.E. to provide that the legal description of "O" Street S.E. conform to the actual location of "O" Street S.E. between 31 st Street S.E. and 142.48. feet north. Motion by Councilmember Kurle, second b.y Councilmember Burns to adopt Resolution No. 2134. MOTION CARRIED UNANIMOUSLY. 7-0. VIII. MAYOR'S REPORT 1990 General Election - PAGE 7 . CITY OF,AUBURN COUNCIL MEETING November 5, 1990 Mayor Roegner reminded citizens of the elecfion tomorrow. 1991 Budpet Workshops Mayor Roegner announced. on November 20 and November 21, 1990 budget workshops are scheduled at 5`.30 p.m. in the Council Work Area located in the Mayor's.Office of Auburn City Hall.
