CITY COUNCIL 1991 BUDGET WORRSHOP MINUTES
November 20, 1990 Those in attendance included Councilmembers Brothers,
Burns, Rurle, Larson, Roland, Wagner, and Whittall;
Nlayor Roegner; Finance Director Dugan; Planning -
Director Lancaster; Public Works Director Currie;
Personnel Director Sloan; Parks and Recreation Director
Chapman; ;Fire Chief Johnson; Poliee Chief Evans;
Airport Manager Anderson; Police Captain Sherman; and
Finance Analyst Strand.
The budget workshop convened at 5:30 p.m..for the
purposes of hearing.presentations from the various
departments in municipal government; for holding
deliberations on the presentations, and for inaking
detenainations on the proposed 1991 City budget.
Al1 department heads within municipal government made
presentations which were followed by numerous questions
from Councilmembers.
At the conclusion of the workshop, the City Council
reached consensus on: (a) the baseline budget; (b)
program improvements; (c) rate increases; and (d) city-
wide.goa3s. The Council also asked that the
administration review the positions being added in the
1991 budget and those that were determined to be of. -
greater need earlier in the year be adjusted to reflect
an earlier starting date. The general consensus was
that police investigative positions and those in the
development process should be reviewed carefully and
adjusted for a longer funding cycle. The Council also
asked that the administration review programs for the
developmentaTly disabled and provide a report to the
Council Planning.and Community Development Committee at
approximately mid-year; and that the administration
also review the proposed funding timetable-for adding
the appropriate number of personnel to bring the
additional aid car on-line.. This report shall be made
to the Municipal Services Committee-at approximately
mid-year. Discussion ensued invol"ving the policies
around the cash-ending balance. The administration
will provide a report to the Council Finance Committee.
At the conclusion of the meeting•the Council reached
consensus on the above noted items and asked that the
appropriate budget documents_be prepared for
consideration at the Council's December 17, 1990
meeting.

It was also noted the:last publ-ic hearing on the budget
is scheduled for December 3. 5ince some of the

Councilmembers will be out of town, appropriate notes
will be relayed to them providing them with any public
input. There being no further business to come before the City
Council, the meeting was adjourned.
