I. CALL TO ORDER
The regular meeting of the City of Auburn Council was called to order by Mayor
Bob Roegner at 7:30 p.m. in the City of Aubum Council Chambers.

Mayor Roegner led those in attendance in the pledge of allegiance.
B. R l01 Call Those in attendance included Mayor Bob Roegner and Councilmembers
Wagner, Burns, Roland, and Kurle. Councilmembers.Whittall, Larson, and
Brothers were excused as they are representing the• City of Auburn at the
National League of Cities Conference. Staff inembers in attendaace included
Police Chief Jake Evans, Fire Chief Bob Johnson, Parks & Recreation
Director Len Chapman, Personnel Analyst Ruth Moore, Finance Director
Pat Dugan, Planning Director Steve Lancaster, Assistant City Attomey Judy
Ausman, and City Clerk Robin Wohlhueter. Other staff in attendance
included Police Captain Bill Pitzl, Storm Drainage 3upervisor Mike Martin,
and Firefighters Chris Heminger, Mike Gerber, and Fire Lieutenant Tom
Marino. .

1. Announcements
Thanksgivinit Weekend Storm
A1.9
Touching upon a report Mayor Roegner submitted to the Council with
regard to the Thanksgiving weekend storm, Mayor Roegner recognized
the efforts of the Public Works Department, and Police and Fire
Department in keeping citizen property damage to a minimum. Mayor
Roegner stated the City of Auburn had approximately $8,500 in
expenses. Mayor Roegner extended thanks to Storm Drainage
Supervisor Mike Martin.
Proclamation

Mayor Roegner read and presented a proclamation to Firefigher Chris
Heminger, President of Loca1 1552, and Firefighter Mike Gerber,
President of the Auburn Fuefighters' Associadon proclaiming the
month of December as the "Toys for Tots Campaign", Mayor Roegner
acknowledged Fire Lieutenant Tom Marino for his work in helping to
establish this program.
Giving Christmas Tree

Mayor Roegner directed attention to the Giving Tree located in the
lobby of Auburn City Hall. The Giving Tree serves those adults and .
children who are less fortunate at Christmas time. .

A. Public Hearings
1. 1991 Budget Hearins.

The City Council and Mayor have considered Aubum's
proposed 1991 Budget that will exceed fifty"-nine million
dollars. All interesfed citizens, groups, senior citizens are
„ encouraged to present written and/or oral comments and ask
questions concerning the entire 1991 budget. -
Mayor Roegner opened the public hearing.
Donna Brown - 202 D Street S.E., Aubum, WA
Donna Brown, resident of the City of Auburn, expressed
concern about the proposed utility rate increase; and new park
budget allocation, and recommended how funds should be
spent. Arian Bhatia 8506 South' 135th, Renton, WA
Mr. Bhatia, property owner within the City of Aubum, felt a
2096 increase in the utility rate to be too high, and there should
be a relafionship to the cost of living.
Mike Bocatch - 111 8th Street S.E., Auburn, WA
Mike Bocatch stated a 2096 increase in utility bills is more than
a gradual increase. Mr. Bocatch wondered if the Growth
Management law coming up in the legislatuie in January might provide some other form of funding to take care of these
particular probleias by dividing costs more evenly among
developers, and lessening the buiden on iesidental taxpayers.
Allen Walker - 4816 South 309th Street, Aubum, WA
Allen Walker, Boardmember with King County Sexual Assault
and Resource Center, encouraged the Mayor and Council to
accept their proposed increase in funding. Mr. Walker
discussed services currently being provided, and anticipated
services in the future.
Don Kuhlmann -;31608 Thomas Road, Auburn, WA
Don Kuhlman, Boaidmember with King County Sexual Assault
Center and Resource Center, thanked the Council for their past
support, and emphasized their children's programs for sexual

- assault which is the biggest increase. Mr. Kuhlmann
encouraged the . Council to accept their proposal for funding.
Dick Brusker - 11244 SE 322nd Street, Aubum, WA
Dick Brugger, representative from Auburn Youth Resources,
thanked the Mayor and Council for the support they have
given in the past for Aubum Youth Resources. Mr. Biugger
asked the Council for support of the Mayor's budget with
regard to Aubum Youth Resources. Mr. Brugger briefly
described the various types. of programs offered at Auburn
Youth Resources, and noted funding is essential to these
programs.
Virginia Hausen - 2503 R St SE, Aubum, WA
Virginia Haugen, resident of Auburn, stated that if her water
bill is going up 2096, she wanted to know where she can get a
rain barrel.
Mofion by Councilmember Roland, second by Councilmember
Burns to close the public hearing.
MOTION CARRIED i1NANIMOUSLY. 4-0.
Mayor Roegner noted final adoption and consideration of the
1991 Budget is scheduled for December 17, 1990.
Pat Dugan briefly summarized the reason for an increase in the
utility rates. Mr: Dugan stated each utility is managed
separately, and there has not been a rate increase in these
utilities since 1985. Mr. Dugan stated costs have gradually increased since 1985. The proposed increase is less than the
rate of inflation based upon the Consumer Price Index in the
last five years.
Mr. Dugan stated operating costs have increased over the years.
Utilizing reserves and ongoing maintenance capital has assisted
in keeping utility costs down. Mr. Dugan stated methods used
in arriving at new rates did not include the cost for new
development.
Councilmember Kurle urged the audience to read the in depth
Utility Rate Study. The Utility Rate Study fully explains what
has happened, and helps to understand why the city is raising
" ra.tes. Councilmember ICurle stated the city has made a
separation between providing new services to new development,
and simply maintaining what we already have. The rate
increase you are seeing is to simply maintain what we already
have.
Councilmember Burns commented the rate increase is below the
rate of increase in costs over the last five years.
Councilmember Burns pointed out that fiye years ago the city

sold the old sewer lagoon to Aubum Downs. The.proceeds of
the sale were essentially given back to tfie citi "zens and
artificially kept the rates down by not using the proceeds for
other projects.
Councilmember Burris finalized his comments by stating it is
now time to come back and ask citizens to start paying for the
actual cost of udlities.

Joe Brown - 202 D Street S.E., Auburn, WA
Joe Brown commented on Rezone Application No. REZ0008-90 which is the request of Roger D. Sohn to rezone from R-2 ( Single Family) to G2 ( Central Business District) at 114 D Street S.E. Mr. Brown noted if the
rezone is granted, it may set ongoing precedence due to the Comprehensive
Plan designating this area as single family.
As an area resident of the proposed conversion of a single family home to
include a dental lab, Mr. Brown stated the area should remain single family
without allowing conversion of portions of an existing single family home
due to increased traffic; and parking problems.
Michael Bocatch - 111 "H" Street S.E., Auburn, WA
Michael Bocatch raised questions regarding the location of the lot the
proposed rezone occupies, how the parking will be handled, and Item three
of the Hearing Examiner's Findings of Fact as it relates to the Central
Business District. '
Wilson Esterlv - 117 D Street S,E., Auburn, WA
Wilson Esterly resides near the area of the proposed rezone. Mr. Esterly
submitted a letter to the Council, and requested further review of the
proposed rezone.
David Grambush - 102 H Street N.W., Aubum, WA
David Grambush commented on Application No. CUP0008-90 the request of
Hollinee Corporation%RST Disposal for a Conditional Use Permit to construct
a solid waste recycle and transfer facility.
Mr. Grambush expressed concem of recycle trucks running north on H .
, Street N.W. Mr. Grambn"sh questioned if there is another warehouse built on the south side of Palmer G. Lewis, would another street be developed?
Dr hn - 110 D Street S.E., Aubum, WA
Dr. Sohn is the applicant on Application No. REZ0008-90.
Dr. Sohn stated he felt the Hearing Examiner's decision and recommendation
is fair. Dr. Sohn currendy practices at 110 D Street S.E. . Dr. Sohn stated it
is essential to have a dental lab as part of his dental practice.

Dr. Sohn addressed-the concem of parking and planning business acdvity
with the proposed rezone, and further explained the arrangement of the
resident lab technician.
_ Virainia Hauaen - 2502 R Street S.E., Auburn, WA
, Yirginia Haugen hoped the Council will take citizen comments under
consideration with regacd to Dr. Sohn's request for rezone.
Virgina Haugen_ thanked the City of Auburn for the City's centennial. book,
Aubum A Walk Down Main Street. Virginia Haugen asked questions
regarding business registrations, and commented. on the parks.
Jackie Krolonn Kirn - Kiag County Solid Waste Division Jackie Krolopp Kirn represents King County Solid Waste Division. Ms.
Kirn is presenf tonight with regard to a notice issued by the City of Auburn
Hearing Examiner. Ms: Kim stated the Hearing Examiner recommended
approval of a Conditional Use Permit for RST Disposal for a transfer and
processing facility.
Ms. Kirn stated King County is requesting-the decision be remanded to the
Hearing Examiner for reconsideration due docnmentation supporting the
decision omitted two government requirements. The first requirement is that
the Health Deparhnent issues a solid waste handling permit for this facility.
One of the conditions of the permit is consistency with the King County
Comprehensive Solid Waste Management Plan that the City of Auburn has
recendy adopted which implements coordinated solid waste planning for
King County as required by state law. Ms. Kirn stated there is no record ,
these issues have been considered. Additionally; Ms. Kirn stated the City of
Aubum and King County have entered into a solid waste interlocal
agreement which assigns King County both the auLhority and responsibility ,
to operate and to plan for transfer stadons and processing disposal facilities.
Ms. Kirn stated King County believes an environmental impact statement is
required for: this facility because the facility will have impacts to the
planning and operation of the King County Solid Waste Management system. Ms. Kirn stated there has been inadequate notice, but stressed that King County is willing to work with the City of Auburn and RST Disposal : to
coordinate the necessary planning for this facility. Ms. Krolopp, stated the
coordination is necessary if the required Solid Waste handling permit is to be
issued for operadon of the facility. Ms. Kirn stated planning: coordination
needs to be conducted through the Comprehensive Solid Waste 1vlanagement
' Plan, and is required in order for the Health Department to grant the solid
waste handling permits necessary for this facility.

Steve Wheatley, agent for Hollinee Corporation and RST Disposal, stated
King County has been contacted and will be ineetiag with them to begin
writing their permit:

Referring to utility. rate increases, Michael Bocatch questioned whether or
not citizens will be looking at another 2096 increase in 1995 or will it be
more gradual.
Mayor Roegner requested the Council consider VI.B. at this time. Please see
Item YI.B. of these minutes for action taken.

III. COUNCIL COMMITTEE REPOItTS

A. Municinal Services
Vice-Chairman Judy Roland reported the Municipal Services Committee has
not met since the last Council meeting, however, a telephone poll was taken
with regard to a purchase of a fire pumper which appears on the consent
agenda. The next Muaicipal Services Committee meeting is scheduled for
December 10, 1990 at 4:30 p.m.
Councilmember Roland continued with the Finance Committee report .
presented below.
B. Plannine & Communitv Development
Chairman Burns reported the Planning & Community Development
Committee met on November 26, 1990 and the minutes are of public record.
The next meeting of the Planning & Community Development Committee is
scheduled for December 10, 1990 at 7:30 p.m.
' C. Public Works
Chairman Kurle reported the Public Works Committee has not met since the '
last Council meeting. The next meeting of the Public Works Committee is
scheduled for December 17, 1990 at 5:30 p.m.
D. Finance
Councilmember Roland reported the Finance Committee met prior to the
Council meeting this evening at 7:00 p.m. to discuss Ordinance Na 4467
setting property tax; levies for 1991, and claims and payroll. .The next
meedng of the Finance Committee .is scheduled for Monday, December 17,
1990 at 7:00 p.m.

VIII. MAYOR'S REPORT
Holidav Luncheon
Mayor Roegner reminded Council and staff of the Holidays luncheon on
Wednesday, December 5, 1990 in the City Hall Council Chambers.
Christmas -Tree Ivlayor Roegner thanked the Parks Department staff for assistance in
decorating the Christmas tree in Aubum City Hall this year. .
