Flag Salute The regular meeting of the City of Auburn Council was calied to order by Mayor Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers. Mayor Roegner led those in attendance in the pledge of allegiance. B. Roll Call Those in attendance included Mayor Bob Roegner, and Councilmembers Whittall, Walters, Burns, Larson, Brothers, Wisner, and Kurle. Staff inembers included City Attorney Jack Bereiter, Planning & Community Development Director Mary McCumber, Parks & Recreation Director Len Chapman, Public.Works Director Frank Currie, Finance Director Pat Dugan, Personnel Director Gretel Sloan, Fire Chief Bob Johnson, Police Chief Jake Evans, Senior Planner Lynn Rued, and City Clerk Robin Wohlhueter. C. Announcements and Appointments Employee of the Year Mayor Roegner presented Dan Blancas, Cross Connection Specialist in the City's Water Department, with a plaque pre- senting him as' employee of the year for 1986. Mayor Roegner and the City Council congratulated Dan Blancas for his award and leadership associated with interdepartmental relations and the Employee's Activities Committee. D. Agenda Modifications Mayor Roegner pointed out the agenda modifications. � The modifications under agenda item II.A.S include a maF reflecting the area for rezone under Application No. 54-86, agenda item II.C. includes correspondence from Dr. Homer Wood regarding Application No. 49-86, agenda item III.A includes Municipal Services minutes for January 15, 1987, and agenda item IV.E includes an out of state travel request for fire fighters. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE iI. A. Public Hearings 1. Application No. 53-86/Rezone The Council of the City of Auburn is to conduct a public hearing regarding the request of the Auburn School District No. 408 to rezone property located at 919 4th Street N.E. from R-2 (Single Family) to P-1 (Public Use District). Mayor Roegner opened the public hearinq. Jeff -'Grose - 915 4th Street N.E., Auburn, WA Jeff Grose, Auburn School District Official, stated the school district's main objective of the rezone would be to expand the e:tisting parking lot which will provide approximatel}� 50 additional parking spaces and would lessen the amount of cars currently parking in the street. It was pointed out tlie additional parking would be used for staff parking who ar.e currently parking on the street, and visi- tor parking. -1- \ IV.A 42 CITY OF AUBURN COUNCIL MINUTES .� January 19, 1987 A1 Berg - 1110 4th N.E., Auburn, WA A1 Berg felt the School District should specify exactly what they are planning to do with the additional parking, and stated students should be allowed to park in the new parking lots in order to get them off the streets. Mrs. McElreath - 1004 4th Street N.E., Auburn, WA Mrs. McElreath felt the parking lot should allow for stu- � dent parking, and stated the traffic would increase with new exits and entrances on 4th Street N.E. Motion by Councilmember Burns second by Councilmember Wisner to close the public hearing. MOTION CARRIED UNANIMOUSLY. 7-0. Councilmember Kurle questioned why there was not landscaping on the current parking. Jeff Grose indicated the School District will be landscaping with screen type shrubs planted and sized to provide a screen to a minimum height of six feet. Jeff Grose pointed to screen the existing single family homes from the proposed lot and the existing parking lot a six foot high solid wood fence will be constructed on the east property line of the parking lot. Jeff Grose indi- cated the existing parking lot would also be landscaped. Jeff Grose pointed out some students prefer to park on the street because staff monitors parking lots and the street is more convenient for them. Councilmember wisner questioned the number of parking stalls that would be used for unannounced visitors to the school district. Jeff Grose stated the plans include approximately 25 parking stalls would be left vacant for visitors. Some Councilmembers expressed concern over the traffic impacts to this area, and if mitigation measures would be appropriate for this project. Mary McCumber, Planning & Community Development Director, stated the traffic impacts would be examined at the time the construction permits are issued. �• Motion by Councilmember Burns second by Councilmember Walters to approve the rezone from R-2, Single Family, to P-1, Piiblic Use District, based upon the findings of fact, conclusions and conditions as outlined, and to instruct the City Attorney to prepare the necessary ordinance. MOTION CARRIFD UNANIMOUSLY. 7-0. 2. Application N:;. 54-86/Rezone The Council cf the City of Auburn is to conduct a public hearing regarding the request of the Auburn School District No. 408 to rezone property located north of and adjacent to the existing school administration building at 915 4th Street N.E. from R-2 (Single Family) to P-1 (Public Use District). • Mayor Roegner opened the public hearing. Jeff Grose - 915 4th Street N.E., Auburn, WA Jeff Grose stated the School District is enlarging the staff parking lot behind the Administration Building to 40 -2- � CITY OF AUBURN COUNCIL MINUTES � January 19, 1987 parking stalls or adding 20 new stalls to the existing 20. The only entrance to this parking lot would be from "J" Street. Jeff Grose noted the parking lot would be screened from the proposed lot by constructing a fence on the west property line of the parking lot. Motion by Councilmember Burns second by Councilmember Wisner to close the public hearing. MOTION CARRIED UNANIMOUSLY. 7-0. Motion by Councilmember Burns second by Councilmember Wisner to approve the rezone from R-2, Single Family, to P-1, Public Use District, based upon Findings of Fact, Conclusions, and the Conditions as outlined, and to instruct the City Attorney to prepare the necessary ordi- nance. MOTION CARRIED UNANIMOUSLY. 7-0. 3. Application No. 52-86/Rezone At the request of the Auburn School District No. 408, the Council of the City of Auburn will hold a public hearing regarding their request to rezone property located at 511 4th Street N.E. from R-M (Multi-Family) to P-1 (PUblic Use District). Mayor Roegner opened the public hearing. Jeff Gross - 915 4th Street N.E., Auburn, WA Jeff Gross stated the proposed rezone is to provide additional off-street parking for the high school during the day and ' to provide overflow parking in the evenings. R.D. Williams 507 4th Street N.E., Auburn, WA R.D. Williams expressed concern with the current parking lot being locked up in the evenings, and felt with all the activities going on with the Forward Thrust Pool,, church, and high school the parking lot should be unlocked. R.D. Williams also noted the visual problems from the intersec- tion of H Street N.E. and 4th. � .\ Motion by Councilmember Burns second by Councilmember Walters to close the public hearing. MOTION CARRIED UNANIMOUSLY. 7-0. Jeff Grose stated a six foot high fence would be constructed on the west property line of the parking lot. Jeff Grose mentioned the reason the current parking lot next to Troy Field is locked is because there is a service entry to Troy Field in the parking lot that has to be cleared at all times. it was noted the intention of the school,.district with the additional 20 space parking lot would be to keep it open at all times. Councilmember wisner questioned the staff if the City had any policy regarding artifacts that were found during construction. Mary McCumber responded the City does �not, but if the contractor found any artifacts and notified the City the staff would use the recommended procedure received from the State Preservation Office. Application No. 51-86/Rezone The Council of the City of Auburn will conduct a public hearing regarding the request of the Auburn School District No. 408 to rezone from R-4 (Multi-Family> to P-1 (Public Use District) on property located at 530 and 610 3rd Street N.E. Mayor Roegner opened the public hearing. Jeff Grose - Jeff Grose stated two homes and the a new shop. 915 4th Street N.E., Auburn, WA the School District plans to remove the existing school's auto shop and construct Motion by Councilmember Burns second by Councilmember Wisner to close the public hearing. MOTION CARRIED UNANIMOUSLY. 7-0. Motion by Councilmember Burns second by Councilmember Walters to approve the rezone based upon the findings of fact and conclusions as outlined, and to instruct the City Attorney to prepare the necessary ordinance. Application No. 49-86/Rezone The Council of the City of Auburn will hold a public hearing for consideration of the request of Don Small to rezone from UNCL (Unclassified Use District) to C-3 (Heavy Commercial District) a portion of property located on the northwesterly corner of Auburn Way South and Academy Drive. Mary McCumber briefly explained the rezone to the Council. Mary McCumber stated at the Planning Commission citizens expressed concern with respect to current traffic safety along Auburn Way South in the vicinity of this rezone, with more specific concerns regarding the intersection of Auburn Way South and Academy Drive. The Planning Commission agreed''�the conditions of the proposed rezone will not correct traffic safety in this area. Mary McCumber noted the Public Works Department is conducting a traffic study that should be available in approximately two months. Mayor Roegner opened the public hearing. J.B. Rupert - 1501 West Valley Highway, Auburn WA J.B. Rupert, Rupert Engineers and representative for pon Small, �spoke in favor of the request to rezone. J.B. Rupert noted there would be lot line adjustments in order to improve right of way conditions of the street. It was pointed out that the properties located on each side of the proposed rezone property are zoned C-1. Mike Jacobson - 5700 Auburn Way South, Auburn, WA Mike Jacobson stated the concerns with the traffic problems have been addressed. January 19, 1987 Auburn Way South and Academy Drive. Dave Patnode stated the speed limit is too fast on Auburn Way South. Motion by Councilmember Burns second Walters to close the public hearing. MOTION CARRIED UNANIMOUSLY. 7-0. by Councilmember Discussion centered around the timing of the completed traffic study with short term and long term solutions to the traffic problem in this area. There was a suggestion of a possible solution while waiting for the traffic study. Some Councilmembers felt the rezone on this property had nothing to do with the traffic, and the traffic concern should be addressed during the building permit process. The Council does feel the traffic concerns in this area are very serious, but did not feel this was the appropriate time to address them. Motion by Councilmember Wisner second by Councilmember Walters to approve the rezone from unclassified (Unclassified Ose District) to C-3 (Heavy Commercial District) based upon findings of fact, conclusions, and the condition as outlined, and to instruct the City Attorney to prepare the necessary ordinance. MOTION CARRIED. 5-2 with Councilmembers Walters and Kurle voting no. Councilmember addressed in completed. Application No. 49-86 Included as part of the agenda modification was a letter presented from Homer D. Wood, D.D.S., P.S. regarding the request of Don Small to rezone from UNCL (Unclassified Use District) to C-3 (Heavy Commercial District) on a portion of property located on the northwesterly corner of Auburn Way South and Academy Drive. COUNCIL COMMITTEE REPORTS A. Municipal Services Linda Wisner, Chairman, stated the Municipal Services Committee met on January 15, 1987. Linda wisner complimented Chief Evans on the thorough job done in selecting the computer system for the Police Department. B. Planninq & Community Development Committee Chairman Burns stated the Planning & Community Development Committee met on January 13, 1987. It was noted the Planning staff is working on a very ambitious schedule for revisio❑ of the zoning code. Chairman Burns recommended this would be the time if any Counr.ilmember wanted to get involved in the revi- sion of the zoning code. The next scheduled meeting for the Planning &.Community Development Committee will be January 27, 1987. C. Public Works . Chairman Larson reported the Public Works Committee did not meet on January 8, 1987. January 19, 1987 mended approval of Resolution 1725 authorizing the City to enter into a contract with Seattle Kinq County Economic Development Council. Finance Chairman Kurle indicated the Finance Committee met at 6:30 p.m before the Council meeting this evening, and recommends appro- val of claims and payroll, and interfund loans. CONSENT AGENDA Minutes - January 5, 1987 Regular Council meeting. Vouchers 1. Payroll #122327 through # 122679 in the amount of $444,899.88. 2. Claims #25607 through #26677 in the amount of $122,989.26. Interfund Loans 1. LID 338 Request approval for renewal of an interfund loan on LID 338 in the amount of $500.00 at 6.2fl8 interest from Fund 430 beginning December 31, 1986 through December 31, 1987. 2. LID 337/Solid Waste a. Request approval for an interfund loan in the amount of $1,000 from the water Fund to Fund 737 (LID 337) effec- tive December 31, 1986 until December 31, 1987 at 6.208 interest. b. Request approval for an interfund loan in the amount of $38,000 from the Water Fund to Fund 434 fSolid Waste) effective December 31, 1986 until December 31, 1987 at 6.208 interest. Game Farm Property Trade Request approval for recommendation to the Washington State Parks Commission that a property trade occur between M.A. Segale for property located on the north side of Stuck River Drive, and the State Parks Commission for property on the south side of Stuck River Drive. Out of State Travel Request approval for Fire Fighters Rudy Peden, Barry Rickert, and Randy Shelton's out of state travel to the National Fire Academy in Emmitsburg, Maryland from February 2, 1987 to February 13. 1987. Motion by Councilmember Larson second by Councilmember Wisner to approve Consent Agenda Items II.A through II.E which inclu- des modific4ation for out of state travel. Resolution 1722 A resolution of the City Council of the City of Auburn, Washington, calling for a public hearing on the proposed vacation of alley right-of-way, situated on that portion of land designated as a public alley located approximately 105 feet'north' of Fourth Street N.E. and approximately 85.5 feet east of "E" Street Northeast, within the City of Auburn, Washington. Councilmember Larson pointed out the title of the resolu- tion was presented wrong on the agenda. Resolution 1722 calls for a public hearing on proposed vacation of alley right-of-way, situated on that portion of land designated as a public alley located approximately 105 feet "north" of Fourth Street N.E. Resolution 1724 A resolution of the City Council of the City of Auburn authorizing the Mayor to enter into a contract with Command Data Systems for the Police Department Computer Records software and hardware. Motion by Councilmember Wisner second by Councilmember Kurle to approve Resolution 1724. MOTION CARRIED UNANIMOUSLY. 7-0 5. Resolut�ion 1725 A resolution of the City Council of the City of Auburn authorizing the City to enter into a contract with Seattle King County Economic Development Council. Mayor Roegner antici- pated there would be no action taken, and recommended the Council meeting be adjourned. IX.
