I. A. Flag Salute
The regular meeting of the City of Auburn Council was called to order by Mayor Bob '
Roegner at 7:30 p.m. in the City of Auburn Cwncil Chambers. Mayor Roegner led
those in attendance in the pledge of allegiance.
B. Roll Call
Those in attendance included Mayor Bob Roegner, and Cmincilmenbers Whittall,
Walters, Burns, Larson, Brothers, Wisner, and Kurle. Staff mgnbers included City
Attorney Jack Bereiter, Planning & Crnmunity Developnent Director Mary Mc(.lmiber,
Parks & Recreation Director Len Chagnan, City Engineer Marv Seabrands, Finance
Director Pat Dugan, Personnel Director Gretel Sloan, Fire Chief Bob Johnson, Police
Chief Jake Evans, Senior Plarmer Lynn Rued, and City Clerk Robin Wohlhueter.
C, Announcenents and A�oinl�nents
Public Works Operations Manager
Mayor Roegner introduced Jacob and Barbara Armstrong to the Council, citizens, and
staff. Jacob Armstrong will fill the vacant position of Public Works Operations'
Manager beginning March 2, 1987. Jacob P,rnistrong replaces Frank Mabry who resigned
in the fall of 1986.
Motion by Cauncilmenber Iarson second by Councilmenber Burns to approve Mayor
Roegner's appointment of Jacob Armstrong to fill the position of Public Works
Operations' Manager effective March 2, 1987.

City's Historian '
Roberta Morley, City Historian for twenty-three years, announced her resignation
before the Mayor, Council, staff, and citizens of the City of Auburn. Roberta
Morley briefly siamiarized her accanplishments as the City's Historian, and noted
the many requests for historical inforniation she has received.
Mayor Roeqner presented Roberta Morley with a proclamstion for her devoted twenty-
three years of service.
D. Aqenda Modifications �
Mayor Roegner stated the modifications are included under III. A. which are minutes
of the Fel�ruary 12, 1987 Municipal Services Crnmittee meeting, and under VIII. an
executive session is requested to discuss labor neqotiations.

A. Public Hearings
1. A�plication No. 45-86/Rezone
The City Council of the City of Auburn is to conduct a public hearing regarding
the request of U-Save Oil Co., Inc. to rezone fran I�5 (Residential Mobile Hane
Park) to C-3 (Heavy Crnmercial District) on property located on the south side
of 6th Street S.E. in the 200 block.
Mayor Roegner opened the public hearing.
Richard Wolf - 9076 Holman Road N.W., Seattle, � '
Richard Wolf, Vic�President U-Save Oil, Co., inc., stated the property is
currently developed as a mobile hane park with twenty-three mobile hane struo-
tures occupying spaces within the park. Richard wolf pointed out they intend
to construct a camiercial structure with site impravenents within twelve to
twenty-four months of the rezone approval, and improvenents aze consistent with
the canprehensive plan. Richard Wolf explained they will give the tenants
eighteen months notice to find alternate housing, and will offer relocation
assistance to tenants.

Warren Witiver - 611 Auburn Way South, Space 9, Auburn, WA
Warren Witiver, mobile hane tenant living on the proposed property, expressed
wncern in moving his trailer. Warren Witiver explained his trailer is old and
does not meet new standards for all mobile hcme parks. Warren Witiver did
check with King County Housing Authority, as suggested by Richard Wolf, and
found a person must meet age, incane, or disabled requirar�ents before con-
sideration would be given for housing.
Mark Grubenhoff - 611 Auburn Way South, Space 6, Auburn, WA
Mark Grubenhoff stated his trailer was old and requested assistance fran pro-
pertp owner in selling his trailer and/or prwiding means to move trailer.
Motion by CounciLnanber Burns second by Camcilm�nber Walters to close the
public hearing.
MOTION CARRIED UNANIMOUSLY. 7-0.
Sane of the CounciLnanbers questioned Richard Wolf regarding crorresponderice
sent to property amers, current restrictions on older mobile hanes, available
trailer wurts that would take older trailers and travel trailers, eighteen
nanth notification to tenants for relocation, approxunate cost for the tenants
to relocate, and associations or local housing agencies that would be able to
help tenants relocate.
Richard Wolf responded there is information available on the property site fran
local housing agencies tl�at will assist tenants in the relocation or direct
tenants to public assisted housing, and reported there is a mobile hane owners
group located in Bothell that would provide assistance. Richard Wolf noted it
would oost the tenants approxunately three hundred dollars to one thousand
dollars to move, but indicated nine of the trailers aze travel trailers and
eould simply be ptYlled off the property.
' Vern Cimmings - 14802 83rd Street Fast, Puyallup, WA
Vern C�mmings, mobile hane park manager, responded to sane questions raised by
the Council. Vern C�mings pointed out currently there are no vacancies in the
two mobile hane parks in Auburn that would take the older mobile hanes or
travel trailers, but there are vacancies in Puyallu�p. Vern Cw�mings indicated
most of the m�bile hanes do meet minimun standards that are required by mobile
hcme parks and tenants would stand a good chance in finding a space. It rras
pointed wt the existing mobile hanes 4rere in built in the 1950's or 1960's,
and have been located on the proposed rezone property for approxunately ten
years or longer.

Discussion centered around delaying this rezone until the mobile hane tenants
were provided more assistance in their relocation. Councilmenber Iarson felt
delaying the proposed rezone might provide for a fair process of allowing
property owners to develop property, and at the same time allaving ample time
for current m4bile hane tenan�s to vacate property with assistance of current
property owners.
Councilmanber Burns pointed out the state law allows for the landlord to give
only twelve months notice to tenants to vacate property, and felt the City rras
being more than fair in allowing eighteen months. Councilmanber Burns stated
delaying the action on this rezone would not provide any more time for the
tenants to relocate because of adoption of the canprehensive plan and the new
zoning code. 'ltie proposed site �.vuld be zoned cartnercial after the adoption
the new zoning code because it is already surrounded by camiercially zoned
sites.
Motion by Caincil.member Burns second by Councilmenber Whittall to apprwe the
rezone fran R-5 (Residential Mobile Hane Park) to C-3 (Heavy CaRnercial
District) based upon the Planning Camiission's recam�endations on findings of
fact, cronclusions, and the conditions as outlined which include a condition
that tenants be given eighteen months to find new housing, and to instruct the
City Attorney to prepare the necessary ordinance.
MOTION CARRIED. 4-3 with Councilmembers Brothers, Larson, and Walters voting
no.

2. A�lication No. V-3-86/Vacation
A public hearing before the Council of the City of Auburn will be hel<
regarding a petition filed to vacate an alley situated on that portion of lanc
designated as a public alley located on a portion of alley approximately 10!
feet north of Fourth Street N.E. and approxunately 85.5 feet east of "E" Stree1
N.E. within the corporate limits of the city of Auburn.
Mayor Roegner opened the public hearing.

Jeffrey Grose - 915 4th Street N.E., Auburn, WA
Jeffrey Grose, representative for Auburn School District, stated the school
district is the owner of the property adjacent to and south of alley right-of-
way, and the City of Auburn Parks Department owns the property to the north of
right-of-way. Jeffrey Grose indicated the alley vacation will allaa the school
district to provide additional off street parking.
Motion by Councilmenber Larson seoond by CounciLnenber Burns to clase the
public hearing.

Discussion centered around where the money would qo for the street and alley
vacations when the aaners have to pay on�half of assessed value of proposed
alley way, and verification on how street and alley vacations aze handled.
Pat Dugan responded the money received fran street and alley vacations would go
to the General Flu�d.
Motion by Council.menber Burns second by Councilmsnber Walters to approve alley
vacatian subject to the proper utility easanents being prepared and the school
district paying one half of the assessed value which is $1,542.15, and �
instruct the City Attorney to prepare the necessary ordinance.

B. Audience Participation
Roy Richardson - 3811 53rd Street S.E., Auhurn, WA
Roy Richardson expressed croncern regarding a four foot pond near tl�e road on the
east side of Oravetz Road at the foot of the hill. Roy Richardson felt this pond
was dangerous to small children.
Mayor Roegner stated his staff would investigate this request, and a report will be
prepared for the Council.

Linda Wisner, Chairnian, stated the Municipal Services Ccmnittee met o� FPbruary 12,
1987 and the minutes are of public recrord. The next regularly scheduled meeting
will be February 26, 1987.
B. Planninq & Cartnunity Developnent
Chairnian Burns stated the Planning & Caimunity Develogrtent Crnmittee met
February 10, 1987 and the minutes are of public record. Chairmin Burns noted th
Planning Department is cronducting six public workshops regarding the propos
zoning code and area zoning changes, and encouraged all Councilmenbers to attend.
The next regularly scheduled meeting will be on February 24, 1987.
C. Public Works
Chairm�n Larson reported the Public Works Ca�mittee met on February 5, 1987 and the
minutes are of public record. Chairman Iarson stated the slide shaa presented at
Green River Crnmunity College pertaining to econcmic develognent for the city of
Auburn was very good. The next regularly scheduled meeting is March 5, 1987.

D. Northwest Cartography, Inc. Ca�uter Change
Request authorization to amend crontract with Northwest Cartography, the City of
Auburn's consultant for establishing accurate costs for prwiding storm drainage
services, to add an additional cost for the City of Auburn in the amount of
$5,430.00 in order to cover oonversion of the City of Auburn's property
ownership/impervious surface data base fran N.C.I.'s software to a universal data
forniat of digital line graph (D.L.G.).
Councilmanber Wisner questioned whether or not this iten was budgeted.
Councilmenber Iarson stated when the City entered into a oontract with Northwest
Cartography in order to assist�the City in develognent of a property
ownership/vnpervious surface data base for establishing a fair and equitable storm
drainage utility charge. Councilmenber Larson stated Northwest Cartography, Inc.'s
oanputer systen rras not ca�atible with the City of Auburn's, and in order to allow
the successful transfer of the data base, the data base must be c.ronverted into a
fozmat that the City of Auburn's oc�uter systen can take.
Motion by Councilmenber Iarson second by Councilmenber Whittall to approve the
amendment to the crontract with Northwest Cartography, Inc. to add additional cost
in the amount of $5,430.00 for the City of Auburn's property ownership/impervious
