The regular meeting of the City of Auburn Council h*as called to order by Mayor Bob
Roegner at 7:30 p.m. in the City of Auburn Council Chambers. Msyor imegner led
those in attendance in the pledge of allegiance.
B. Roll Call
Those in attendance incl�ided Mayor Bob Roeyner, and Councilmenbers Whittall,
Walters, Burns, Larson, L+rothers, and Wisner. CounciLnenber Kurle vras excused•
Staff inenbers included City Attorney Jack Bereiter, Planning & Ccmnunity
Developmnt Director Mary McCinnber, Parks & Recreation Director Len Chapnan, Public
Warks Director Frank Currie, Finance Director Pat Dugan, Personnel Director Gretel
Sloan, Fire Chief Bob Johnson, Police Chief Jake E�ans, Associate Planner A1 Hicks,
Library Director Mary Stanton, and City Clerk Robin Wohlhueter.

D. Agenda Modifications
Mayor Roegner stated the modifications are included under III.A., which aze minutes
of the January 29, 1987 Municipal Services Ca�mittee meeting, and IV.B.1, which
oorrects payroll total amount to $438.313.19.

The Council of the City of Auburn is to hold a public
hearinq in order to receive public camients regarding the
e of $213,000 in Ornmunity Develogaent slock Grant F1u�ds

Louie warren, bcecutive Director for the YMCA, stated the YMCA has applied for
the Crnmunity Developnent Block Grant PUnds for the last three years. Louie
warren Pxplained the services they would provide if funding was granted which
centers around child care for the lwr incane families.

Don Anderson, Director of Transportation for South King County Multi-Service
Ca�ter, explained the South King County Multi-Service Center is requesting
$4,500 funding for and expanding program's operating wsts sons�toDSenior�oenn
noted the Van Go van transports elderly and handicapped per
ters, medical clinics, and social service agencies, and stated many citizens
are fran Auburn.
Motion by CounciLnanber Burns second by Councilmenber Walters to close the
public hearing.
MCIPION CARRIED UNANIMOUSLY. 6-0.

Councilmsober Burns re3uested clarification of the Ca�munity Developnent Block
Grant application process and hv.0 the City administers the regulations of the
Federal Housing and Urban grant money.
A1 Hicks stated the City of Auburn is infocmed by the Department of Housing
and Urban Developnent that the City will receive $213,000 in C.am�unity
Develognent Block Grant FUnds for the 1987-88 program year. 'It�e application
process addresses how fifty-one percent of the laa or moderate incane citizens
would be served. The applicants file a prrapplication, then two weeks later
the fornial application is made which provides an entire range of infocm3tion
and shows how the benefit vrould accrue for laa and moderate income people.

Councilmanber Whittall questioned whether or not any of the funds currently
earmarked for other programs might be transferred to a social service program,
and if funding for the van service would be available fran other revenue
sources of the City.
A1 Hicks explained only a ten percent limit of the $213,000 block grant can be
, used for social service programs, and the City is requesting funding to those
social service facilities rec�annended by the Planning and C.rnmunity Developnent
Ccmnittee. A1 Hicks stated a deterniination for health, safety, and food were
given high priority for funding, and noted the proposed program includes Auburn
Christian Action Frogram's daycare for laa-incane parents, the Auburn
Soroptanist job tr•a:ining proqram for laa-incane mothers, and for low-wst
medical and dental. programs at the South King Caunty Cannunity Clinic in
Auburn.
Len Chagnan pointed out the City could enter into a contract for a local van
service through the Auburn Senior Center, but noted this expenditure would have
to be m�de part of the City of Auburn's budget process.
Councilmenber Whittall suggested • any requests for funding for a van service
should be introduced.to the City staff at the beginning of the budget process
for next year.
It was pointed out the funding service for social service facilities includes
renovation for Auburn Youth Resources baserent, library handicapped access, and
Valley Cities facilities imprwgnents. 1he library access areas would be
improved in order to allaa better access to restroan facilities, and the
entrance to the library.

III. A. MuniCipal Services '
Linda Wisner, Chairman, stated the last Municipal Services Cartnittee met on
�'ebruary 25, 1987. Linda Wisner noted a presentation frcm DAWN evoked feelings of`
croncern for affected manbers of the comnunity. �e next regularly scheduled
meeting will be March 12, 1987.

B. Planninq & C.rnmw�ity Developnent
Chainnan Burns stated the Planning & Crnmunity DeveloRnent Crnmittee met on
February 24, 1987 and the minutes are of public record. 'Itie next regularly
scheduled meeting will be on M3rch 10, 1987.
C. Public works
Chaixman Larson reported the Public Works Camiittee did not meet on
19, 1987. The next regularly scheduled meeting is March 5, 1987.

D. Finance
Vice Chairn�n Larson stated the Finance Cannittee met at 6:30 p.m before the
Cwneil meetinq this evening and the minutes will be of public reoord when
published. Vice Chairn►�n iarson noted the Cam�ittee discussed insurance coverage
for next year, and stated the Council will be receiving infornation regarding
potential manbership in the insurance pool for action at the March 16, 1987 Council
meeting. The next Finance Cafmittee meeting will be on March 16, 1987.

property?, within the city of Auburn, Washington, changing the wning
classification thereof fran P-1 to C-3.

Harness Club Associates as sulmitted on a letter dated February 18, 1987 fran
