I. A. Flag Salute
The regular meeting of the City of Auburn Council was called to order by Mayor Bob
Rcegner at 7:30 p.m. in the City of Autwrn Council Chambers. Mayor Roegner led
those in attendance in the pledge of allegiance.
II. Roll Call
Those in attendance included Mayor Bob Rcegner, and Councilmenbers Whittall,
Walters, Burns, Larson, Brothers, Wisner, and Kurle. Staff inembers included City
Attorney Jack Bereiter, Planning & Community Developnent Director Mary McCunber,
Senior Planner i�ynn Rued, Associate Planner Greg Fewins, Parks & Recreation
Director Len Chapnan, Public Works Director Frank Currie, Finance Director Pat
Dugan, Assistant Fire Chief, Steve Shropshire, Police Chief Jake Fvans, City Clerk
Robin Wohlhueter, and Deputy City Clerk Jan Hubbard.

D. Agenda Modifications
Mayor Rcegner noted thera are modifications under Item IV. A, oorrections to the
minutes of the May 18, 1967 meeting; Iten VII A., attached oorrections to Ordinance
No. 4229; and Itan IX, an �xecutive Session has been added to the agenda.

LII. A. Mimicipal Services
Chairperson Wisner reported the Municipal Services Camnittee had not met since the
last Co�mcil meeting of May 18, 1987. The next meeting of the Mtmicipal Serv.ices
Caimiittee will be Monday, Jime 8, 1987.

B. Planning & Crnommity Developnent

Chairman Burns reported the Planning & Cortununity Developnent Camnittee met last
Tuesday and the minutes are of public re�rd. Chairman Burns urged supq�ort of the
Zoning Code and Area Zoning ordinances appearing on tonight's agerxla.
C. Public Works
Chairman Larson reported the Public Works Committee met on May 21, 1987 and the
minutes are of public rewrd. Chairman Larson noted there are several items on
tonight's Consent Ager�a fran that meeting for approval. The next meeting of the
Public Works Camnittee will be June 4, 1987 at the M& 0 facility. '
D. Finance
Chairman Kurle reported the Finance Camnittee met at 7:00 p.m before the Counc.il
meeting this evening. The Finance Camnittee will meet again on Monday, ,7une 15 at
6:30 p.m. prior to the next Council meeting.

Reoommend that the City Council approve an aonendment to the 1987 Sanitary Sewer
Ftmd Budget to in�rporate the 1987 Storm Drainage Utility budqet in the amount of
$818,000.00 and to authorize $145,000 in equipnent purchases.
D. Authoritv to Call for Bids (Lazson/Currie)
Request to grant authority to call for bids of a portable diesel powered generator
set, rated at 230 kw, mounted on a tanden axle highway trailer in a weather proof
lockable enclosure.
E. Pay Estimate Approval for M& 0 Storage Building (Larson/Currie)
Request for approval of pay estimate one, final, to Perma Bilt Industries for
design and oonstruction of the M& 0 Storage Buil.ding in the amoimt of $22,858.67.
F. Call for Public Hearing -]31ock Grant Projects (BUrns/MoCianber)
Call for public hearing to be held Jime 15, 1987, to wnsider approval of the
reoommendation of the Planning and Cmummity D�ve2opnent Cai¢nittee for the use of
$32,000 in additional 1987-88 Ccmmimity'Developnent Block Grant projects.
Motion by Council�nber Larson to approve Consent Agenda Itens IV.A. through IV.F.
with oorrections noted an modifications. Se�nd by Councilmenber Wisner to approve
the motion except Iten IV. C.

Cotmcilmanber Wisner noted her oontinued opposition to Itan IV. C. relating to the
Storm Drainage Utility.

OLD BUSINESS
A. Application 3-87 (Burns/MoCunber)
Request of Monroe [4, and Meredith Shropshire to rewne from R-2 (Single Family) to
R-3 (DUplex) along with a oonditional use permit for a business office and a three
chair beauty salon on property located on the southwest wrner of 8th and "R"
Streets N.E. oormnonly known as 1528 8th Street N.E.
Planning Director Mary MoCianber noted the Coimcil had reoonmiended changing the area
wning to allow for Residential/Office designation and amended the �mprehensive
plan map at the last meeting. These actions are included in the package tonight.
' The enviromnental process for Application 3-87 is on schedule and at the next
Crnmcil meeting, there will be a legally adopted Residential/Office designated aone
on the property. At that time w� will bring forward the wnditional use permit for
the beauty parlor, making it possible to act on this application in trx� weeks.
There is no action required at tonight's meeting.
B. Ordinance 4212 (Wisner/Evans)
An ordinance of the City of Auburn, Washington, adopting by reference King County
OrBinance 7923 relating to animal oontrol, regulating vicious animals.

Ordinance No. 3780, passed July 6, 1982, that provides for a oonditional use
permit on property zoned R-3 (Duplex) to aonstruct three fourplexes and one
triplex on a parcel of land 1.24 acres in size lying on the south side of 37th
Street S.E. east of "M" Street S.R, extended, within the City of Auburn,
Washington.
Motion by Councilmenber Burns, seoond by Cowcilm�nber Walters to adopt
Ordinance No. 4231.
Councilmenber Wisner inquired about a pending application relating to the above
ordinance. [�Cunber reported the original application is still in the systen;
the applicant has not suUmitted a different request.

An ordinance of the City Coimcil of the City of Auburn, Washington, anending
Auburn Co3ified City ��rdinance 2.78.010 (Section 2 Ordinance No. 3828) (Fees
Designated) to include the fee structuce of the existing Sign Ordinance.

No. 4224.

for the purpose of wlunteer recruitment at the Auburn Senior Center.

Project Feasibility Plan for the Green River valley and enoourages the
Municipality of Metcopolitan Seattle to proceed with haste toward the earliest
possible wmpletion thereof.
Councilmember Larson clarified the resolution stating it was in support of a
Metro-sponsorQd study on the feasibility of a oommuter railroad line using
existing railroad tracks, since there are twn factions-rone opposing, the other
in support.
Motion by CouncilmanCer Lazson, seoond by Councilmanber Whittall to adopt
Resolution No. 1761.

A resolution of ,the City Council of the City of Auburn, Washington, adopting
and approving Cartprehensive Plan Map Amenc�nents for the City of Auburn,
Washington, pursuant to the provisions of R.C.W. Chapter 35A.63 of the laws of
the State of Washington, designating these amendments as guidelines for
exercising the City's authority under SEPA, and directing that this Resolution
and Comprehensive P1an Map Amenc3nents it adopts and approves be filec3 with the
Auburn City Clerk and be available for public inspection.
