The regular meeting of the City of Auburn Council was called to order by Mayor Bob
Roegner at 7:30 p.m. in the City of Auburn Council Chanbers. Mayor I�egner led
those in attendance in the pledge of allegiance.
B. Roll Call
Those in attendance included Mayor Bob Rcegner, arr] Councilmembers Whittall,
Walters, Larson, Brothers, Burns, Wisner, arr] Rurle. Staff inembers included City
Attorney Jack Bereiter, Planning & Comnunity Development Director Mary McQvnber,
Senior Plarmer Lym Rued, Parks & Recreation Director Len Chapman, P�ilic Works

1. Main Street Banners
Mayor Roegner thanke8 the Auburn C'hamber of Comnerce fur the harci-se�,n banners
hung along Main Street tn celebrate the 200th anniversary of the United States
Constitution. Inuise Schneider was especially thanked for her tremendous
effort in chairing the project. l�Hyor i�egner also roted the triangle planting
area in the plaza will be planbed with red, white, arx7 blue flaaers to
comne�roraGe the occasion.
2. "National Recreation azd Parks Month" Proclamation
Mayoz. Roegner presenGed a proclamation to Len Chapman, Auburn Parks and
Recreation Director, naming July, 1987, as "National i�creation and Parks
Month". 'It�e Mayor robed this item appears in the ag�da m�difications ( I.D.)
of th is ag�da .
3. Courail Position Designations
Prior to filing declarations of candidacy for th e fall elections, it is
necessary bo designate the positions to be filled by consecutive number. Mayor
R�egner r�o�d the filing dates are July 27, 1987 through July 31, 1987.

Finance Director Pat Dugan explained it is a business engaged in the �rolding
ard threading of plastic pipe arc] pipe fittings. Councilmember Burns asked haa
big the business was arc7 what effect it would have on employment. Mr. Dugan
replied the business is about 50,000 square feet and presently e�loys twelve
people. �at nwnber is expected to increase to abwt 50 aver the next few
years.

The Downtown Plan is a guide to ptt�lic decision making in the downtr�wn area
which will serve as a basis for making future decisions regaiding p�li
i�rovemPnts ard investments in downh�m Auburn and the Oounci.l of the City
Auburn will hold a p�lic hearing in otder to receive comments from a
interested pers�ns prior to City Council de�rmination.
Mayor Roegner o�ed the p�lic hearing.
Planning and Commanity Development Director, Mary McQ�mber explained the plan
develope� for the daantr�wn area provides a basis for pifilic and private
d�isions regarding the daantr�wn area and was develaped by the business
comnunity arc7 the City �,orking �gether. ilpa� adoption, possibilities for
i�lementation will be explored, ard a series of actions incorporated in the
buckjet for that i�lementation each year.
Mayor Roegner called on Jan Cavanaugh and John Nnttle who co-chaired the
ibwntnwn advisory boacd to make comnents.
Jan Cavanaugh, 2820 179th Avenue East, Surtmer, Washington, representing
Cavanaugh Ace HardHare; ard John Rottle, 1822 Channel Rflad, Simmer. Washington,
representing Rottle's Department Store, both spoke in support of the Downtown
Plan.

Councilmembers Kurle ard Wisner thanked the comnittee for th eir work i
develnpin9 the Downbown Plan. d�uncilmember Whittall conmientied the plan would
bring rev�ue in the form of sales tax tn the area becaase of the i.�rovements
proposed in the plan.
Councilmembers Wisner and Burns asked aUout an i�lementation tracking plan.
Mary Mc�limber stated the Planning ard Co�munity Developrt�ent (bmnittee amended
the Plan to include an annual i�lementation strategy.

Chairperson Wisner reporbed the Municipal Services Comnittee �re t on June 25, 1987.
�e minutes are of public recard. She asked fnr Council support of the items
appearing rn the agenda. Mrs. Wisner indicabed visitors to the comnittee treeting
had expressecl ooncem about the �rental h�lth population in Auburn. She asked that
the NL�nicipal Services Comnittee rx�rk with the Hwnan Resources arc] the Plarming
ard Oomninity Develo�nent �mnittees to get information on the location and
placerent of such facilities, and that Planning Director, Mary Mc(�mber, act as a
liaison betaeen the comnittees. 1t�e next meeting of tl�e Municipal Setvices
Comnittee will be July 16, 1987 at 7:30 p.m.
B. Planning & Comnunity Developsnent
(]�airm3n Bums report,ed the Plarming & Community Development Comnittee �ret on June
23, 1987, and the minutes are of p�lic recard. Mr. Burns stated he was axare of
Mrs. Wisner's request arxi a discussion of the rtpntal health facilities would be an
item on the next Planning arrl Comnunity Development Comnittee �eting agenda. 'ltie
next meeting of the comnittee will be on July 14, 1987 at 7:30 p.m.
C. Public Wbrks
Chairiren Lars�n reported the Public Works Comnittee met on June 3, 1987 ard the
minutes are of public record. The next meeting will be July 9, 1987 at 7:30 p.m.
D. Finance
Chairm�n Kurle reported the Finance Comnittee met at 6:30 p.m before the Council
meeting this evening. Chairtren Kurle noted Resolution 1772 �ras discussed and
Ordinar�e 4223, a transfer of reserve furcis � the geieral fund. The next �eting
of the Finance Comnittee will be on July 20, 1987 at 6:30 p.m.

O�uncilmembers asked several questions about the portability of the rock crusher,
the roise level, ard the ecommics of crushing the rock at another ]DCation. Mr.
Kamneyer advised the rock crusher was portable in that it was placed on the site
rather than built there, arrl once placed on the site, it would not be m�ved. 'Itie
noise level averages 37 to 43 decibels arx] the rock crusher Fnu1d be several
hundred feet from residaices. 'lt�e operating hours ate from 7:00 a.m to 3:30 p.m.,
the rock crusher would r�t be run constantly, ard crushing the rock at another site
was rot ecoromical. Councilmember Wisner felt the crusher aould add m�re roise arc]
that the original ordinar�e (Ordinance 3625) �ras approved only if there was no m�re
noise at the site.
Motion by Councilmember Bums, secoirl by Councilmember Walters tt> amend Ordinance
3625 ar�3 include a description of the on-site placerent of the rock crusher.

B. A{�plication No. 14-87
Recomnend approval for issuance of a Conditional Use Permit in a CLl District on
property located at 514 Auburn Way North for an auto sales arrl leasing lot based
upon the findings of fact, caiclusions, ard conditions as outlined arcl to instruct
the City Attorney tn prepare tt�e necessary crdinance.
A discussion took place with Mr. Hoefert regaiding the ability in install a five
foot planting strip with the existing buildings. Mrs. N�er stated the
requirement wes o�sistent with ca�lia�e for C-1 zoning, arri the CYty
requirements for larx3sc�ing alon9 Auburn Way South.
Motion by Councilmember Burns, secor�d hy Counci]member Wisner to approve
Application No. 14-87.
Further discussion followed about access to the auto sales lot.

c�ange would be assessed according t�o the provisions of what is approved at this
