Flag Salute The regular meeting of the City of Auburn Council was called � order by Mayor Bob Rcegner at 7:31 p.m. in the City of Aubum Council Ch�nbers. Mayor Roegner led those in attendance in the pledge of allegiance. B. Ewing & Associates, engineers representing the applicant, explained there would be ro problem in neeting H�e requirements and that a variaroe has been applied for. August 17, 1987 Councilmember Brothers asked about the size of Lot #10. Mr. I�ed stated enlarging the lot would expand on the right-of-way. Motion by Councilmember Burns, secor� by Councilmember Walters to adopt the staff recommer�ation that the applicant meet the requirements of the Final P� to be consistent with the approved Preliminac'y Plat, Shorelines Permit Zoning Ordinance. Application No. 1-87AZC The request of the City of Auburn to ame.nd the area Zoning from R-1 (Single Family) to R-R (Rural Residential District) and the Canprehensive Plan Maps from Single Family Residential to Idual Residential Land Use � property located in the vicinity north and south of Kersey Way S.E. at the King County arr3 Pierce County border. Mary McCumber, City of Auburn Planning Director, updated the situation regarding Application No. 1-87AZC and e�cplained this was the first applicant to undergo the short term review process provided by the new zoning oode. '1'he issue concerns appropriate land use on Kersey Way. The staff recomnendation for this area is long-term rural zoning for several reasons: (1) this zoning designation v,wld be oontiguous with zoning on property to the east; (2) no urban activities or facilities are close; (3) the staff recommends against setting a precedent for urban development without urban facilities available; and, (4) if changes occur wi�ich change the total situation, the Ccmprehensive Plan allows for revising the designation. The Planning Coimnission recomnendation for the area is to amend the Crniprehensive Plan Map to Rural and the Area Zoning to Rural Residential with Canprehensive Plan text amendment that would consider the area a tempora rural area. Mayor Rcegner opened the public hearing. David Halinen, 10900 N.E. Sth Street, Suite 1000, Bellewe, WA David Halinen, representing Moline Holdings (Western) Ltd., indicated his client especially supporte3 the staff re�mmendation. Robert Heller, 1001 4th Avenue Plaza, Seattle, FII� RoUert Heller, representing Mr. and Mrs. DeVaney, owners of some of the property, reviewed the presentation given to the Planning Camnission saying his clients supported the staff remimnendation and not the text amendment for the urban transition zone recommended by the Planning Co�nission. Planning & Cwununity Development Chairman Burns reported the Planning & Camnunity Developxnent Canmittee met on August 11, 1987 and the minutes are of public record. Councilmember Burns indiwted the Coimnittee rras briefed on the incineration siting process. The next meeting will be Tuesday, August 25, 1987. C. Public Works $ Chairman Larson reported the Public Works Co�ittee met on August 6, 1987, and the minutes are of public record. The next meeting will be on Thursday, August 20, 1987. D.
