The regular meeting of the City of Auburn Council was called to order
Roegner at 7:30 p.m. in the City of Auburn Council Chambers. Mayor

Those in attendance included Mayor Bob Roegner, and Councilmenbers Walters, Burns,
Brothers, Kurle, and Larson. Councilmgnbers Wisner end Whittall were excused.
Staff inembers included City Attorney Jack Bereiter, Senior P}anner Lynn Rued, Parks
& Recreation Director Len Chapman, Public Works Director Frank G�rrie, Finance
Director Pat Dugan, Fire Chief Bob Johnson, Personnel Director Gretel Sloan, Police
Chief Jake Evans, and City Clerk Robin Wohlhueter.
C. Announcements and Appointments
1. Proclartiation-F}nergency Medical Services Week
Mayor Roegner presented a proclamation to Fire Gl�ief Bob Johnson naming
Septenber 20 through September 26, 1987 as Finergency Medical Services Week.
2. Annual Financial Reporting Awards
Mayor Roegner presented two awards to the City's Finance Department. Mayor
Roegner congratulated the Finance Department for this recognition by pointing
out that out of two hundred and sixty-six cities only fifteen awards are given
out and this was the sixth consecutive year Auburn has received this award. On
behalf of the Finance Department Sally Finch, Senior Accountant, accepted the
award for Conformance in Financial Reporting for the Canprehensive Annu
Financial Report for Fiscal Year Ended December 31, 1986. Patrick Duga�
Finance Director, accepted the award for Conformance in Financial Reporting f
fiscal year ended December 31, 1986.
3. Designation of Voting Delegates
Mayor Roegner recorRriended appointment of Bud Larson as a voting delegate
representing the City of Auburn et the National League of Cities annuel
conference with Councilmembers Wisner and Burns as alternate voting delegates.
Motion by Councilmember Larson, second by Councilmember Burns to approve
recartnendation as presented by Mayor Roegner.

Mayor Roegner noted agenda modifications under Item III.A, Municipal Services
(',umiittee minutes of September 17, 1987; Item IV.B.1 transmitting payroll nwnber
#128394 through #128848 in the amount of $387,356.12.

Kathy Hayes expressed concerns regarding the impact a Light Industrial zone
would have in this neighborhood, what will happen to streets, water systems,

storm drainage, and the type of traffic they might expect if this rezone is
approved.
Motion by Counciimember Burns, second by Councilmember Walters to close the
public hearing.

Lynn Rued responded to concerns expressed by Kathy Hayes stating a Light
Industrial zone will limit the amount of industrial activities and other uses
which may be conducted outside of enclosed buildings.
The Council deliberated over concerns expressed in the public hearing and
questioned the potential development of an LID for improvements to this area
and what impacts this would have on the development.
Motion by Councilmember Burns, second by Councilmanber Walters to refer rezone
Application No. 21-87 back to the Planning 6c Caimunity Development Carmittee
for further review.

A. Municipal Services
Vice-Cfiairman Kurle reported the N9inicipal Services Gximittee met on Thursday,
September 17, 1987 and the minutes are of public record. Items discussed at the
Municipal Services Can[nittee were 1988 budgets for the Police, Fire, Cernetery, and
Golf Course. Other items are included in tonight's agenda. Councilmember Kurle
continued with the Finance C.am�ittee report as it eppears under Item No. III.D.
below.
B. Planning dc Cattnunity Development
Chairman Burns reported the Planning bc Carmunity Development Cartnittee met on
September 15, 1987 and the minutes are of public record. Qiairman Burns noted some
of the itens discussed were development of parks with use of $500,000 state funds,
and a draft land clearing ordinance which has been referred to the Public Works
Cartnittee for review. The next meeting will be September 29, 1987.
C. Public Works
Vice-CA�airman Burns reported on behalf of Chairman Larson who was unable to attend
the last Public Works Cartnittee meeting. Vice-C�airman Burns reported the
Camnittee reviewed utility rates for mobile home parks. Vice-Chairman Burns
explained an ordinance is being prepared for staff review which is designed to give
mobile hane owners the same utility breaks as residential owners have. The Public
Works (',artnittee next meeting will be October 1, 1987.
D. Finence
Chairman Kurle reported the Finance (',«rtnittee met at 6:30 p.m. prior to the Council
meeting tonight where 1988 budget presentations were made for Finance, Personnel,
and Legal. The next meeting will be on Monday, October 5, 1987 at 6:30 p.m.

paratransit service in Auburn, extending said agreement for an additional
twenty-four months (original agreement authorized by City of Auburn Resolution
No. 1633 passed November 4, 1985).
