C. Announce�nents and Appointment
1. Arts (',artnission Appointments
Motion by Councilmember Burns second by Councilmember Larson to approve
Mayor Roegner's appointment of Paul M. Dodsworth to the Arts Cartnssion to
complete the term resulting from Dr. Bernie Bleha's resignation. The term
will expire on December 31, 1987.
MJfION CARRIED UNANINDUSLY. 7-0.
2. Election Day
Mayor Roegner encouraged the Council, staff, and citizens of the City of Auburn
to vote on election day which is tomorrow, November 3, 1987. Mayor Roegne�
stated City Hall will be open a couple of hours after the polls close in orde
to watch election returns cane in.
D. Agenda Modifications
Agenda rtadifications transmit attachments to egenda items VI.A. and VI.B. to the
Mayor and Council.

Vice-Chairman Wisner reported the Planning bc(',amiunity Developrnent Cannittee met on
October 27, 1987 and the minutes are of public record. The next Planning dc

Request approval to increase Contract 87-15 in the amount of $3,194.36 for fuel

V. OIA BUSINESS
A. Application No. 26-87
The Auburn City Council opened e public hearing on October 19, 1987 and continued it
until December 7, 1987 on Application No. 26-87 regarding the request of Theron
Torgerson to rezone from R-4 (Multiple Family Residential District) to G3 (Heavy
Cammercial District) and Canprehensive Plan Map amen�nent from High Density Residential
to Heavy Carmercial Land Use Classification in the vicinity of 4400 block, east of
Auburn Way North. No action is required by the Council at this time.
Mayor Roenger pointed out this public hearing is continued until December 7, 1987.

A. Application No. 27-87 - Preliminary Plat
The request of M-C Northwest for a Preliminary Plat to be known es Carmen's First
Addition a 20 lot residential single family subdivision consisting of 4.69 acres on
property zoned R-2 (Single Family) and located on the west side of "K" Street S.E.
in the 2300 block.
Motion by Counciimember Wisner second by Councilmember Brothers to tab
consideration of Application No. 27-87 until November 16, 1987 regular Council
meeting.

B. Application No. 30-87 - Conditional Use Permit {
The request of Roland and Doris Thompson for a conditional use permit ior the
construction of a 4-plex on property zoned RC)-H (Residential Office-Hospital) and
located at 210 "A" Street N.W.
Councilmember Burns declared that he had been contacted by the applicant with
regard to the Conditional use Permit process, and the time constraints facing the
applicants in meeting state requirements by the end of the yeer. Councilmember
Burns stated he had not been prejudiced by the contact.
Motion by Councilmember Burns, second by Councilmenber Whittall for a ten minute
recess in order for the Council to review the materiel distributed this evening.

Councilm�nber Burns invited anyone having concerns regarding his discussions wi ..
the applicants on the city process state them at this time.
Sane of the Councilmembers questioned the property's intended use, what the City's
position would be if the kind of use changed, annual certification of residents
occupying bottan two units, City's administration of contract, and low income
requirements.
The Planning staff explained that any violation of the ordinance would not
constitute a breaking of the contractual agreement specified in the ordinance. Low
income is based upon HUD's national guidelines. As part of the contractual
agreement the applicants are to submit on a yearly basis an annual report to the
City which is enforceable by the Building Department and reviewed by the Planning
Department.
Motion by Councilmember Walters, second by Councilmember Whittall to approve
Application No. 30-87 which allows for a Conditional Use Permit based upon the
Hearing Examiner's findings, conclusions and conditions, and instructs the City
Attorney to prepare the necessary agreement and ordinance.

� Mayor Ftoegner announced there would be an executive session for approximately ten
minutes to discuss personnel and litigation. Mayor Roegner pointed out there would not
be action required by the City Council as a result of the executive session, and
recortmended the Council meeting be adjourned.
