The regular meeting of the City of Auburn Council was called to order by Mayor Bob
Roegner at 7:30 p.m. in the City of Auburn Council Chambers. Mayor Roegner led
those in attendance in the pledge of allegiance.
B. Roll Call ,
Those in attendance included Mayor Bob Roegner, and Councilm�nbers Nfiittall,
t Walters, Burns, Larson, Brothers, Wisner, and Kurle. Staff inembers included Parks
dc Recreation Director Len Chaprnan, Public Works Director Frank Qrrrie, Finance
Director Pat Dugan, Fire Chief Bob Johnson, Planning Director Mary McQunber,
Personnel Director Gretel Sloan, Police Chief Jake Evans, Police Captain Pitzl,

Mayor Roegner invited members of the Auburn City Council, citizens, and staff
to attend the dedication ceremonies for the new Maintenance and Operations
Building tanorrow, Decenber 22, 1987, at 3:00 p.m.
Oath of Office
� Mayor Roegner announced the Qath of Office will be given to elected
Councilmembers on Monday, January 4, 1988 at 6:30 p.m. in the Council Chambers
of Auburn City Hall.
D. Agenda Modifications
Agenda modifications include an add-on item under the consent agenda to call for a
public hearing on Application No. 9-86/Final Plat of West Beverly Hill Division #1
to be held on January 4, 1988, and under Item VII.B.2 and VII.B.3. staff request
the Councii rsnand Resolution No. 1809 and Resolution No. 1810 to the Public Works
Cmtnittee for further review. �

II. A. Public Hearings
1. Application No. 32-87* lBurns/McGLmber)
The request of Block Brothers (USA), Inc. for e preliminary plat approval of a
19 lot subdivision for industrial purposes to be known as Puget Sound Park of
Industry consisting of 53.4 acres zoned M-1 {Light Industrial) and located on
the north side-of 37th Street N.E. in the 100-500 blocks, and west of Auburn
Way North.
Prior to opening the public hearing Nlayor Roegner requested Planning Director
Mary MeGUmber 6riefly explain the City's review process of Application No.
32-87.

with conditions, and that one of the conditions has to do with a storm drainage
channel which was inconsistent with the staff's recortmendation. The staff
recam�ended an 80 foot channel be reserved for a storm drainage channel. The
Hearing Examiner felt a 10 foot storm drainage channel was adequate. Mary
MeCumber stated it was agreed that a 40 foot set back line located along the
west property line of the site and along the north line of Lot 14 would be held
for the City of Auburn in order to develop a storm drainage facility, and the
owners agree to provide an easement for a covered drainage facility.

Walt Wojcik, representing Block Brothers, Inc., concurred with the
recomnenations presented by the Planning staff.
Motion by Councilmember Burns, second by Councilmember Walters to close the
public hearing. �

Councilmember Kurle questioned the adequacy of the 40 foot storage channel for
storm drainage, and the City's plans for storm drainage in this area.
Frank Currie responded that plans for a storage area are under consideration at
this time.
Motion by Councilmember Burns, second by Councilme�nber Walters to approve the
Preliminary Plat based upon the Findings of Fact, Conclusions and Conditions as
outlined and to instruct the City Attorney to prepare the necessary resolution.

The request of the City of Auburn to amend Section 18.24.020 the GN,
Neighborhood Shopping District, Chapter of the Auburn Zoning Ordinance to allow
a small animal hospital/clinic as a permitted use in thet 2one.

exercise animals.
Motion by Councilmember Burns, second by Councilmember Wisner to approve the
amendment to the C-N, Neighborhood Shopping District, to allow for a small
animal hospitel/clinic as a permitted use, and to instruct the City Attorney to
prepare the necessary ordinance.

The request of the City of Auburn to emend the Auburn Camprehensive Plan and
Auburn Zoning Ordinance to add poli-cies and definitions related to solid waste
processing facilities, and to identify a solid waste processing facility as a
conditional use within the M-2 (Heavy Industrial) District.
Mayor Roegner opened the public hearing.

Aobin Ordonez spoke in behalf of his client, M.C. Northwest Corporation. Robin
Ordonez pointed out that construction had begun, and reviewed his client's
request to emend the final plat of MeHugh's second addition to ellow access for
lot 12 from the main arterial. •

Ben Howard, citizen representing the River Mobil Hane Park, expressed appreciation
to Council and staff for their sensitivity towards citizen issues with regard to
Ordinance No. 4256 and Ordinance No. 4257.

Municipal Services
Chairman Wisner reported the Municipal Services did not meet. The regularly
scheduled Municipal Services Comnittee meeting is scheduled for January 14, 1987 at
7:30 p.m.
B. Planning & Ca[munity Development �
Chairman Burns noted the Planning dc Cannunity Development (',ortmittee met on Dec�nber
10, 1987 and the minutes are of public record. The comnittee reviewed the Master
Site Plan for Iseac Evans/Dykstra Parks and recarmends approval with completion
targeted for the sumner of 1989. Chairman Burns announced the Planning & Cortmunity
Development Cortmittee will not meet on December 29, 1987, but is scheduled to meet
on January 12, 1988.
C. Public Works
Chairman Larson reported that the Public Works Comnittee met on December 10, 1987
and the minutes are of public record. The next regularly scheduled meeting of the
Public Works (',armittee is Thursday, January 7, 1988.
D. Finance
Chairman Kurle reported the Finance Carmittee met at 6:30 p.m. prior to the Council
meeting tonight. The next regular meeting of the Finance C',ortmittee with be held at
7:00 p.m. on January 4, 1988 just after the "Oath of Office" cerertrony at 6:30 p.m.

Request approvai of Change Order No. 1 in an increased amount of $60,806.82 for
roadway improvenents under Contract 87-05.

Recomnend approval of Change Order No. 1 on Well House 3B in an increased amount of
$3,968.00 for a chlorine analysis pane] and Loffman enclosure. '
I. Utility Bill Adjustment
Recorrmend authorization to adjust utility bill for account number 334-1380 in the
amount of $298.14.
J. Iseac Evans/Dykstra Master Site Plan
Request approval of the master s�te plan for Iseac Evans/Dykstre Parks.
K. Game Farm Contract P87-03
Approve Change Order No. 2 for the Game Farm Park under Contract No. P87-03 (site
work) for an increase in the amount of $7,378.
L. Application No. 9-86/Final Plat
Request Council approval to call for a public hearing to be held on January 9, 1988
for Final Plat of West Beverly Hill Division #1.
Motion by Councilmember Larson, second by Councilmember Wisner to approve Consent
Agenda Items IV.A through IV.L. with the exclusion of Consent Agenda Item IV.H. to
be held out for discussion at the request of Councilmember Kurle.

III. MAYOR'S REPOKf
A. Executive Session
At 8:06 p.m. Mayor Roegner announced an Executive Session will be held for
approximately 15 minutes to discuss labor negotiations and personnel.
Mayor Roegner reconvened the meeting of the Auburn City Council at 8:40 p.m.
Councilman Kurle moved to authorize the Mayor and City Clerk to sign a contract
with the Police Lieutenants Union for 1987-88. Couneilman Larson seconded.

Councilman Kurle moved to authorize the Mayor and City Clerk to sign the 1988
contract addendum for the Finance and Clerical employees. Councilman Larson
seconded.

Councilman Kurle rtaved that the Council authorize a 2.5% wage increase for non-
affiliated employees effective January 1, 1988, and that the Council also authorize
' a choice of inedical plans for those employees with a cap of up to 107% of the 1987
ANC Plan A premium rates with Plan B paid in full. Councilman Larson seconded.

Councilman Kurle rtaved to autharize e 4.75% average wage increase for executive
level positions per Nlayor Roegner's recomnendations. Councilman Larson seconded.

seconded.
