Proclamation
Mnyor Roegner read a proclamation thenking Councilmen Pat Burns for his service
to the citizens of the City of Auburn, Washington, while serving as iVlayor Pro
Ten for our City during the year 1987.
Honored Citizens
The Council and �layor were unable to honor citizens John Carpenter and Len
Elliott for their service on the city's Boards and Cartnissions because the�
were unable to attend tonight's meeting.

Motion by Councilmember Burns, second by Councilmember Walters to appoint Pete
Whittell as the Mayor Pro Tem for the year 1988.

Motion by Councilmember Larson, second by Councilmember Wisner to approve
appointments of Lee Singer to the Civil Service (',armission for a term which
will expire December 31, 1991, and Dorothy Allen to the Library Board for a
term which will expire December 31, 1992.

At its December 21, 1987 the Council continued the public hearing on the
request of the City of Auburn to amend the Auburn Comprehensive Plan and Auburn
Zoning Ordinance to add policies and definitions related to solid waste
processing facilities, and to identify a solid waste processing facility as a
conditional use within the M-2 (Heavy Industrial District).
Mayor Roegner opened the public hearing.
No one spoke for or against Application No. 4-877CP.
Motion by Councilmember Burns, second by Councilmember Wisner to close the
public hearing.

Motion by Councilmember Burns, second by Councilmember Wisner to approve the
revisions to the Z�oning Code and Comprehensive Plan as proposed and instruct
the City Attorney to draw up the necessary resolution and ordinance.

Municipal Services
Chairman Wisner reported the Municipal Services Cannittee has not met since the
last Council meeting.
B. Planning dc Carmunity Development
Chairrru�n Burns stated the Planning dc Carmunity Development Cormiittee has not met
since lhe last Council meeting.
C. Public Works
The Public Works Chairman, Bud Lerson, stated this cortmittee has not met since the
last Council meeting. The next meeting of the Public Works CaRnittee will be held
on January 21, 1988 at 7:30 p.m.
D. Finance
Chairmen Kurle reported the Finance Carmittee met at 6:30 p.m. prior to the Council
meeting tonight. The next regular meeting of the Finance Cortmittee with be held at
7:00 p.m. on January 18, 1988.

A. Application No. 26-87
The Auburn City Council at its December 7, 1987 Council meeting referred this item
to the Planning bc Comnunity Development C'.ormiittee for their review regarding the
request of Theron Torgerson to rezone from R-9 (Multiple Family Residential
District) to C-3 (Heavy C',amiercial District) and Canprehensive Plan Map amend from
High Density Residential to Heavy (',amiercial Land Use Classification in the
vicinity of 4400 block, east of Auburn Way North.
This item is being provided for informational purposes only. No action required by
the Council at this time.
B. Resolution No. 1809
The Auburn City Council at its December 21, 1987 Council meeting referred
Resolution No. 1809 to the Public Works C',armittee for review. Resolution No. 1809
pertains to a solid waste interlocal agreement with King County.
No action required by the City Council at this time.
C. Resolution No. 1810
The Auburn City Council at its December 21, 1987 Council meeting referr
Resolution No. 1810 to the Public Works Cortmittee for review. Resolution 1810
authorizes the Mayor and City Clerk to execute a forum interlocal agreement with
King County that will consider issues of policy regarding terms and condition� of
the solid waste interlocal agreement entered inta by lhe cities and towns located
within King County.
No action required by the City Council at this time.
D. Application No. V-2-87
The Auburn City Council continued this public hearing until January 18, 1988 on
Application No. V-2-87 regarding vacating a portion of a subdivision lying north of
7th Street N.E.
No action required by the City Council at this time.

1988 City Goals
Nleyor Roegner announced the City attained their goals for 1987, and staff is currently
working on development of 1988 goels which should be available in February.
Monthly Report
Mayor Roegner conveyed to the Council the month]y report for December 1987 will be
distributed in the next few days.
Solid Waste Incinerator
Mayor Roegner briefed the Council on King County's position on the changes in proposed
locations for a solid waste processing facility.
Meeting was adjourned at 7:45 p.m.
