Flag Salute The regular meeting of the City of Auburn Council was called to order by Mayor Bob Roegner at 7:3D p.m. in the City of Auburn Council Chambers. Mayor Roegner led those in Attendance in the pledge of allegiance. B. Ro�l Cal� Those in attendance included Mayor Bob Roegner, and Councilmembers Whittall, Walters, Burns, Larson, and Brothers. Councilmembers Wisner and Kurle were excused. Staff inembers included Parks bc Recreation Director Len Chaprnan, Public Works Director Frank Currie, Assistant Fire Chief Steve Shropshire, Planning Director Mary MeCumber, Senior Planner Lynn Rued, Marketing Agent A1 Hicks, City Attorneys Jack Bereiter and Marguerite Schellentrager, Police Chief Jake Evans, Finance Director Pat Dugan, Police Captain Ray Sherman, Mayor's Secretary Jan Hubbard, and City Clerk Robin Wohlhueter. C. Mnouncements and Appointments 1. Announcements 200th Bicentennial Mayor Roegner announced that he accepted a certificate from the Chamber of Cannerce which honors the City of Auburn for their participation in the United Stutes Bicentennial celebration. It was noted that only six cortmunities were presented with this certificate in the State of Washington. 198? Enployee of the Year Mayor Roegner honored Jan Hubbard by presenting her with a plaque as the City of Auburn Employee of the Year for 1987. Jan Hubbard has been with the City of Auburn for six years, five of which have been Secretary to the Mayor. Jan Hubbard is recognized for her participation with the city's Flnployee's Activities' Corrmittee, the Supervisory Carmittee for the Credit Union, has achieved certification as a Professional Secretary, and most recently has received Bachelors in Business Administration degree. Council, Mayor, staff and citizens joined in congratulations. 2. Appointments - None. D. P,genda iVlodifications Mayor Roegner informed council, staff, and citizens that the city had received a lelter from Joyce Celver expressing concerns relating to Application 33-87 which would be considered by the Council later this evening. Other agenda modifications include additions or changes under II.C. transmitting a letter received Pran Ladislnv A. Moravec on February 16, 1988 expressing concerns related to Application No. 33-87; II L A. transmitting minutes to the February 11, 1988 Municipal Services Cpnnittee; and VII.A.1. recomnending council delay action on Ordinance No. 4261 due to S.E.P.A. process not being completed. 11. CITIZEN INPUT, PUBLIC HEARINGS & 00RRESPONDENCE A. Public Heeri 1. 1988-1989 C'.omnunity Development Block Grant Funds 'I'he City of Auburn will receive $232,000 in Comnunity Development Block Grant Funds for the 1988-1989 program year. A public hearing is being held in order to receive citizen input prior to the determination of the use of these funds, and till interested persons are encouraged to participate in the public hearing. Mary Mc(:umber pointed out lhat once the homeless issue will be addressed in the process of developing the City's Social Service Plan. Meyor Roegner opened the public hearing. Theresa Green - 509 23rd Street S.E., Auburn, WA Theresa Green briefed the Council on her experience ACAP Daycare services. AC?,P Daycare enabled her to well as offered protection for her children. as a single parent using receive an education a� Lynn Roberts - 11219 S.E. 323rd, Auburn, WA Lynn Roberts, representing Soroptomist lnternational, explained their organization has taken the lead within King County in offering an employment training program for women on public assistance. Lynn Roberts requested continued support for this program. Nlargot Strong - 101 E Street S.E., Auburn, WA Margot Strong emphasized the need for continued support of the NN'EE program by describing her experience as a single mother receiving public assistance. The V�[47st: program otfered her an opportunity to live and work on her own. Alice Thoreson - 2608 Fir Place S.E., Auburn, WA Alice 'I'horeson, President Kent/Auburn Chapter of Church Wanen United, expressed appreciation to the Council in regerd to their proposal in providing hotel roans to the homeless in gnergency situations even though funding had already been allocated. Alice Thoreson urged the city to study the homeless situation. Pat Barr - 2932 Scenic Drive S.E., Auburn, WA Pat Barr, Church Women United, reiterated the need for assistence to the haneless in Auburn. (t takes approximately thirty days for placernent into the welfare system. Sharon Atkin - 1505 South 356th Street, Federal Way, WA Shearon Atkin, representing South King County Multi-Service Center, explaine the people they see are either unemployed or under employed looking fot shelter. Sharon Atkin applauded Auburn for the social service study, but suggested consideration be given for alternate funding in the future. Elaine Prenovost - 304 I Street S.E., Auburn, WA Elaine Prenovost spoke in favor of funding for the haneless. Elaine Prenovost pointed out there is not temporary housing available in Auburn for families in need. Jo Roux - 4902 Mill Pond Loop, Auburn, WA Jo Roux, Auburn Comnunity Clinic Board of Directors, gave a brief history of facility loeations used by the Auburn Cannunity Clinic. It was noted the clinic currently provides services five days a week. Helena Vaerivyck - 31101 116th Avenue S.E., Auburn, WA Helena Vaerivyck addressed the Council by explaining that her children and grandchildren have utilized the services provided by Auburn Carmunity clinic. Jim Bauman - 105 "A" Street S.E., Auburn, WA Jim Bauman, Executive Director for South King County C',ormwnity Health Centers, explained the Auburn Camnunity Clinic has provided canprehensive health care for those qualifying for the service. The clinic is meant to stabilize the living standards with services needed by the comnunity. Jim Bauman anticipate� by July of 1988 the Auburn C'.artnunity Clinic will be providing dental services. Motion by Councilmember Burns, second by Councilmember Whittall to close the public hearing. NC71'ION CARRIED UNANIM�USLY. 5-0 Councilmember Burns recognized the need for temporary shelter within Auburn. With a study, Councilmember Burns noted policy decisions such as these resulting in long term costs, would provide the council with a means of gauging the exient of the problem. -2- ;17'Y OF AUBURN CWNC;IL iV1EF,TING �� ' � 0 L 19;� February 16, 1988 Motion by Councilmember Burns to approve recomnendation for the use of $232,000 in ]988-1989 Cormiunity Development Block Grant Funds by adopting Resolution 1832 which authorizes Auburn City Mayor Bob Roegner to apply for Block Grant Funding to the Department of Housing and Urban Development for the projects and funds and based upon the priorities hereinafter set forth. Councilmember Whittall seconded the motion. MJTION CARRIED UNANINDUSLY. 5-0. Audience Participation Since there were several people in the audience prepared to speak on Application No. 33-87, Nlayor Roegner explained the options of the legislative process before the Council, and if the Council chose to call for a public hearing appropriately this would be the appropriate time to express concerns and suggestions to the Council. Joyce Celver - 907 28th Street S.E., Auburn, WA Joyce Celver suggested the council call for a public hearing due to the fact that she felt major issues and questions had not been adequately answered. Joyce Celver requested a show of hands of those who were in favor of a public hearing. Ttvelve hands were shown in favor of a public hearing. Don Hodson - 31510 106th Place S.E., Auburn, WA Don Hodson, applicant, felt there has been adequate due process, and urged the council to make a decision without further delay. Don Hodson pointed out that this plat complies with the City's Comprehensive Plan and 7�oning Code. Andy Rupert - 1501 West Valley Highway South, Suite 101, Auburn, WA Andy Rupert, representing Rupert Engineering, proposed the council make a decision this evening due to the fact that opponents have already expressed concerns at a previous public hearing. L.A. �loravec - 908 28th Street S.E., Auburn, WA Mr. Moravec felt unfairness had been shown regarding this proposed plat, and requested a public hearing be held before the council. Ann Stephenson - 6102 35th Way S.E., Auburn, WA 98002 Ann Stephenson, representing Anfed Corporation, pointed out L,aus Deo preliminary plat canplies with the Canprehensive Plan, the review and public hearing process have been completed with the Hearing Examiner, and the subdivision will only enhance the residential area. Kathleen Lightle - 906 28th Street S.E., Auburn, WA 98002 Kathleen Lightle, resident located on the dead end, indicated to the council that not all issues had been presented, and pleaded for an opportunity to voice an opinion and present expert opinion. Dan Dixon - 1017 28th Street S.E., Auburn, WA 98002 Dan Dixon, resident, explained that he rtaved to this area because not only was he raised there, but the dead end area offered safety for his children. Motion by Councilm�nber Burns, second by Councilmember Walters to schedule a public hearing before the Auburn City Council on March 7, 1988 on the request of Don and Esther Hodson for a 12 lot single family preliminary plat to be known as "Laus Deo" subdivision consisting of 2.70 acres zoned R-2 (Single Family) and located on the north side of 29th Street S.E. in the 800 block according to Application No. 33-87. Application No. V-2-87 1'he Auburn City Council referred Application No. V-2-87 regarding vacating a portion of a subdivision lying north ot 7th Street N. E. to the Public Works Camiittee at their February 4, 1988 meeting. Councilmember Larson's motion to reject Application No. V-2-87 died for lack of a second. Motion by Councilmember Burns, second by Councilmember Whittall to approve Application V-2-87. M7fI0N CARRIED. 4-1 with Councilmember Larson voting no. B. Application 33-87 - Preliminary Plat The request ot Don and Esther Hodson for a 12 lot single family preliminary plat to be known as "Laus Deo" subdivision consisting of 2.70 acres zoned R-Z (Single Family) and located on the north side of 29th Street S. E. in the 800 block. The City Council acted on Application 33-87 under II.B. of these minutes. C. Resolution 1809 The Auburn City Council at its December 21, 1987 Council meeting referred Resolution No. 1809 to the Public Works ('.artnittee for review. Resolution No. 1809 pertains to a solid waste interlocal agreement with King County. No action required by the City Council until the end of June. D. Resolution 1510 The Auburn City Council at its December 21, 1987 Council meeting referred Resolution No. 1809 to the-Public Works C',amiittee for review. Resolution 1810 authorizes the Mayor and City Clerk to execute a forum interlocal agreement with King County that will consider issues of policy regarding terms and conditions of the solid waste interlocal agreement entered into by the cities and towns located with King County. No action required by the City Council until the end of June. E.
