Flag Selute The regular meeting of the City of Auburn Council was called to order by Mayor Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers. Mayor Roegner led those in attendance in the pledge of allegiance. , B. Roll Call Those in attendance included Mayor Bob Roegner, and Councilmembers Walters, Burns, Larson, Brothers, Wisner, and Kurle. Councilmanber Whittall was excused. Staff members in attendance included Parks bc Recreation Director Len Chepman, Public Works Director Frank GLrrie, Fire Chief Bob Johnson, Planning Director Mary McGlimber, Senior Planner Lynn Rued, City Attorney IVl�rguerite Schellentrager, Police Chief Jake Evans, Finance Director Pat Dugan, Police Captain Bill Pitzl, Personnel Director Gretel Sloan, and City Clerk Robin Wohlhueter. Mnouncements and Appointments Proclamation/Volunteers Week Mayor Roegner presented proclamations to Library Volunteers Julie Hepola and Kelly Cantwell, and Parks dc Recreation Volunteer Troy Narrison in honor of "Volunteer's Week"'from April 17, 1988 through April 23, 1988. Proclamation/Student Fmployment Nbnth Linda Smith, Job Developer from Green River Cannunity College, accepted a proclamation from Mayor Roegner designating April, 1988 as "Student Dnployment Month". Centennial Camiission Appointment As part of the agenda modifications, Mpyor Roegner recartnended approval of the appointment of �ril Van Selus to fill one of the vacancies left on the Centennial Ccmnission for the duration of the comnission which shall last until Decenber 31, 1991. Centennial Cortmission appointment; II.C. noting letter dated April 16, 1988 from Carmen McHugh requesting the call for public hearing under Application 27-87 be withdrawn fran tonight's agenda which appears under Consent Agenda Item IV.K. 11. CITIZEN INPUC, PUBLIC HEARiNGS dc OORRESPONDENCE A. Public Hearings 1. Ap lication No. V-2-85 Resolution No. 1838 called for a public hearing on the petition of two-thirds � or more property owners to vacate property described as a street right-of-way situated on that portion of land designated as a public street located in the 3100 block of "E" Street Northeast within the corporate fimits of the City of Auburn. Mayor Roegner opened the public hearing. Gene Wright - 3132 "C" Street N.E., Auburn, WA Gene Wright spoke in favor of Application No. V-2-85 steting for the last twenty years property has not been developed, and it is apparent that the need for a street is not needed for traffic purposes. -1- 2`LU �ITY OE AUBUHN CUUNCIL 141EETING '� April 18, 1988 Motion by Councilmember Burns, second by Councilmanber Wisner to close the public hearing. Councilmember Wisner to refer (',orrtnittee to resolve any access 2. Application No. 6-88 The request of Robert and Janet Dressel/Merle Siler for a preliminary plat to be known as Silers First Addition consisting of 4.39 acres zoned R-2 (Residentiel Family) and situated on the north side of 37th Street S.E. in the 1400 block and extending north to 33rd Street S.E. Mayor Roegner opened the public hearing. The people who spoke at this public hearing are all residents within the proposed plat. � Witherbee - 3511 4th Street S.E., Auburn, WA Jay H'�therbee felt the plat was unacceptable due to the traffic impacts in his neighborhood. Jey Witherbee expressed concern regarding the bus sYop once the proposed street is in. Richard Knowles - 3412 Pike Street S.E., Auburn, WA Richard Knowles stated his water pressure has decreased with the development of the Game Farm Park, and asked if the water pressure would continue to decrease with the development of the proposed plat. Iva DuBey - 1451 33rd Street S.E., Auburn, WA Iva DuBey directed attention to her concerns regarding density of development and traffic impacts with the proposed plat. Ms. DuBey felt the density o hanes proposed might encourage a lesser quality of hane. Mary Eversole - 3508 'O' Street S.E., Auburn, WA Mary Eversole opposed the plat because of losing the dead end street, and a teer of increased taxes. If the plat is approved, Ms. Eversole suggested Council consider speed bumps. L.E. Eversole - 1408 37th Street S.E., Auburn, WA L.E. Eversole comnented on the eoncerns of existing residents heving to hook into the sewer system, and what the connection charges would be. K.E. Gordon - 3512 'O' Street S.E., Auburn, WA Mr. Gordon noted concerns of losing dead end street, traffic impacts, sewer hookup cherges, and property values. Bonnie Egbert - 3441 Pike Street S.E., Auburn, WA Bonnie Egbert mentioned her concern of who will be maintaining the existing green belt area. Kal Creason - 1305 37th Street S.E., Auburn, WA Kal Gl�eason was not in favor of the proposed plat, and asked Council consideration on an extension o£ one year prior to approval in order to sell his home. Motion by Councilmember Burns, second by Councilmember Walters to close th _ public hearing. M7fi0N C11RItIED UNANINDUSLY. 6-0. Frank Currie used an overhead projector to illustrate a map of the proposed preliminary plat in response to traffic concerns expressed by residents. Frank Currie stated traffic volumes on 'O' Street S.E. are estimated to increase fran -2- �iTY OF AUBURN Q7UN('l L NEfiTI NG , 22l April 18, 1988 260 to 760 cars a day as a result of plat improvements and development of the Game Farm Park. Sane Councilmembers questioned the various traffic patterns within the proposed preliminary plat, current and proposed street right-of-ways, if there are prosposed Local Improvanent Districts, differences between collector streets dc residential streets. In response to concerns raised regarding impacts to the water system, Frank Currie noted water pressure should be improved due to a newly constructed water main currently in use. In addition, Frank CLrrie noted the water main to be constructed in conjunetion with development of the plat would provide more reliable water pressure due to the impact of looping of the water system. Relating to sewer connections, Mr. GLrrie stated that properties served by the sewer as a consequence of the development, but not in the development itself, would not be required to connect to or pay for the sewer line until such time as the owners choose to connect or were required to connect due to e septic system failure. Motion by Councilmember Burns, second by Councilmember Wisner to approve the preliminary plat based upon the Hearing Examiner's Findings of Fact, Conclusions, and Conditions and to instruct the City Attorney to prepare the necessary resolution. Prior to the next public hearing, Mayor Roegner presented the proclamation to Linda Smith designating Student Fmployment Month. Please reference I.C. 3. Application No. ll-88 The request of Buena Vista Elementary to rezone fran Unclassified to I (Institutional Use District) located at 3320 Academy Drive, Auburn. Mayor Roegner opened the public hearing. Gale Crosby, rezone is to improvements. Principal at Buena Vista Ele�nentary, stated the purpose of the classify the school in the correct zone in order to make Motion by Councilmember Burns, second by Councilmember Brothers to close the public hearing. The next meeting will be held on Thursday, April 21, 1988 at 7:30 p.m. D. Finance Corrmittee Chairman Kurle reported the Finance C',amiittee met prior to the Council meeting this evening to review claims and payroll figures which appear under the consent agenda. V. OLD BUSINESS A. Resolution 1809 The Auburn City Council at its December 21, 1987 Council meeting referr Resolution No. 1809 to the Public Works Camiittee for review. Resolution No. 18 pertains to a solid waste interlocal agreement with King County. No action required by the City Council until the end of June. B. Resolution 1810 The Auburn City Council at its December 21, 1987 Council meeting referred Resolution No. 1809 to the Public Works Cartnittee for review. Resolution 1810 authorizes the Mayor and City Clerk to execute a forum interlocal agre�nent with King County that will consider issues of policy regarding terms and conditions of the solid waste interlocal agreement entered into by the cities and towns located with King County. No action required by the City Council until the end of June. C. Application No. 26-87 The Auburn City Council at its December 7, 1987 Council meeting referred this item to the Planning bc C,amiunity Development Comnittee for their review regarding ihe request of Theron Torgerson to rezone from R-4 (Multiple Family Residential District) to C-3 (Neavy Comnerciel District) and Canprehensive Plan Map amendment fran High Density Residential to Heavy ('•ortmercial Lend Use Classification in the vicinity of 4400 block, east of Auburn Wey North. Motion by Councilmember Burns, second by Councilmember Wisner to amend the C-3, Heavy Carmercial, chapter to allow heliports in the C-3 zone subject to a conditional use permit and to add a section to the Supplemental Development Chapter (18.48) outlining standards for the construction of heliports; and to instruct the City Attorney to prepare the necessary ordinance. Application No. 2-887� The request of the City of Auburn to amend the I� (Residential Office) District Chapter to allow nonresidential multi-tenant buildings which were const�ucted prior to June 15, 1987, the adoption date of Zoning Orindnace No. 4229, and were zoned C-1, to occupy any tenant space within the building with a use thet is permitted outright within the C-1 Chapter of Zoning Ordinance No. 4229.
