A. Flag Salute Led by Scout Master Tan Rasmussen Boy Scout Troop 340 posted the colors of the flag and led those in attendance in the pledge of allegiance. Participating Boy Scouts included Scott Snow, Cam Snow, Chad Knott, Drew Rasmussen, Jacob Smith, and Jason Follow. B. Roll Call Those in attendance included Mayor Bob Roegner, and Councilmembers Walters, Whittall, Burns, Larson, Brothers, Wisner, and Kurle. Staff inembers in attendance included Parks bc Recreation Director Len Chapmen, Public Works Director Frank Currie, Fire Chief Bob Johnson, Planning Director Mary MeGUmber, City Attorney Marguerite Schellentrager, Police Chief Jake Evans, Finance Director Pat Dugan, Police Captain Ray Sherman, Personnel Analyst Ruth Moore, Representatives from the Fire Department, Frank Grall, Dave Lewis, Jim Purple, Stan Laatsch, Todd Hurlow, Rich Schneider, Gary Eversaul, Karl Hoel, Randy Shelton, Kyle Mezanti, Neil Pedersen, Dave Goff, Wayne Senter, and City Clerk Robin Wohlhueter. Mayor Roegner acknowledged Richard Waffle, Mayor of the City of Algona, in the audience this evening. C. Announcements and Appointments 1. Proclarnation ' Mayor Roegner presented a proclamation to Wayne Kelly, and Hazel Thrasher proclaiming the month of May, 1988 as "Older Americans Month", and the week of May 8 through May 14, 1988 as "Senior Center Week. 2. Citizen Presentation On behalf of the Council, staff, and citizens of the City of Auburn Nlayor Roegner presented Larry Hutton with a proclamation proelaiming May 2, 1988 as "Larry Hutton" day, and a letter extending recognition to Larry Hutton for his courageous conduct on March 27, 1988 in saving the life of a young citizen, Vincent Culp. Fire Chief Bob Johnson and Police Chief Jake Evans presented Larry Hutton with the "Chiefs Award", a plaque, for his life-saving efforts. Bob Johnson recognized Larry Hutton's efforts by explaining the impact that one individual can have in saving a life. About one-third of the audience consisted of friends, neighbors, and public safety personnel who initally responded to the incident of the burning child on March 27, 1988. Mike DeHart, Public Information Officer for the City of Kent, spoke on behalf of the Northwest Burn Foundation. Mr. DeHart explained that Vincent G�Ip will be attending a week long camp dedicated to children who have been burned. The locally funded camp is designed to teach safety to children who have been burned. Young citizen Vincent Culp extended gratitude to Mr. Hutton by presenting him with cards fran his classmates and family, and thanked him for his help. Appointments - None. � D. Agende Modifications Agende modifications include an addition under agenda item II.C. relating to Application No. 6-88. A letter dated April 26, 1988 from the haneowners regarding a preliminary plat known as Siler's First Addition located on ihe north side of 37th Street S.E. in the 1400 block and extending north to 33rd Street S.E. Audience Participation May 2, 1988 Jay Witherbee - 3511 O Street S.E., Auburn, WA On behalf of the homeowners aftected by Applicetion No. 6-88 for a preliminary plat, Jay Witherbee expressed concerns regarding the impaM s of traffic within the proposed development, and attracted notice to a display board showing existing and proposed� traffic patterns. Jay Witherbee noted they are not aga�nst approval of the development and welcome new neighbors, but recortmended that 33rd Street be hooked up to "M" Street in order to alleviate increased traffic. Jay Witherbee drew attention to pedestrian safety, and whether or not sewer connection would be required of the property owners. Frank Currie cortmented that the Public Works Cartnittee is currently examining options of connecting 33rd Street S.E. as well as projected traffic petterns of the proposed development. Discussions continued around further concerns expressed by Mr. Witherbee. Motion by Councilmanber Burns, second by Councilmenber Wisner to adopt Resolution No. 1853 approving the preliminary plat to be known as Siler's First Addition, a 19 lot single family subdivision consisting of 4.39 acres on property zoned R-2 (Single Family) and located on the north side of 37th Street S.E. in the 1400 block and . extending north to 33rd Street S.E. Under discussion, sane Councilmanbers questioned Mr. Currie regarding the options of allieveting potential traffic problems, street concerns, and safety concerns within the proposed development, and the possibility of adding an extension to 33rd Street S.E. as part of an LID project. M71'IpN CARRIED. 4-2 with Councilmembers Brothers and Welters voting no. Councilmember Whittall abstained from the vote. C, Correspondence , Application No. 6-88 Included under agenda modifiations, a letter submitted for the record dated April 26, 1988 from homeowners requesting reconsideration of the preliminary plat. III. OOUNCIL 0(NMITTEE REPOiiI'S A. Municipal Services Chairman Whittall stated the Municipal Services Carrnittee has not met since the last Council meeting. The next Municipel Services Contnittee meeting will be on May 12, 1988 at 5:30 p.m. B. Planning 8c (',amiunity Development Chairman Burns steted the Planning 6� Cortmunity Development Comnittee met on April 26, 1988 and the minutes are of public record. The next meeting of the Planning bc Camiunity Development Cartmittee will be May 10, 1988. C. Public Works Chairperson Wisner reported the Public Works Carm�ttee met on April 21, 1988 and the minutes are of public record. The next meeting will be held on Thursdey, May 5, 1988 at 7:30 p.m. D. Finance Cannittee Cheirman Kurle reported the Finance C',ortmittee met prior to the Council meeting this evening to discuss property insurance, and review of claims and payroll whic� appear under the consent agenda. Resolution 1809 The Auburn City Council at its December 21, 1987 Council meeting referred Resolution No. 1809 to the Public Works C.am�ittee for review. Resolution No. 1809 perteins to solid waste interlocal agreement with King County. No action required by the City Council until the end of June. B. Resolution 1810 The Auburn City Council at its December 21, 1987 Council meeting referred Resolution No. 1809 to the Public Works Carmittee for review. Resolution 1810 authorizes the Mayor and City Clerk to execute a forum interlocal agreement with King County that will consider issues of policy regarding terms and eonditions of the solid waste interlocal agreement entered into by the cities and towns located with King �unty. No action required by the City Council until the end of June. MAYOR'S REPORf As President of Association of Washington Cities, Mayor Roegner announced that he has appointed Linda Wisner to the Elections C,amiittee and Pete Whittell to the Naninations Carmittee for the A4� Convention in June, 1988. Mayor Roegner stated a ten minute Executive Session would be required to discuss labor negotiations. The meeting recessed at 8:28 p.m. Executive Session The meeting reconvened at 8:43 p.m. Motion by Councilmember Kurle, second by Councilmember Walters to recortmend that the Mayor and City Clerk be authorized to sign the contract with the Auburn Police Guild ' for the Non-C',amiissioned Unit for wage adjustment only.
