Flag Salute The regular meetir�g of the City of Iwburn Council was called to order by Mayor Bob Rcegner at 7:30 p.m. in the City of Auburn Council Chambers. Mayor Roegner led those in attendance in the pledge of allegiance. B. Roll Call Those in attendance included Mayor Bob Rnegner, and Councilmembers Whittall, Walters, Burns, Iarson, Brothers, and Kurle. Councilmember Wisner is excused. Staff inembers included Parks & Recreation Director Len Chapman, Public Wbrks Director Frank Currie, Fire Chief Bob Johnson, Planning Director Mary McCumber, City Attorney Marguerite Schellentrager, Police Chief Jake 6Vans, Finance Director Pat Dugan, Pt�lice Captain Bill Pitzl, Personnel Director Gretel Sloan, Senior Planner Lynn Rued, arid City Clerk Robin Wbhlhueter. Mayor Roegner acknowledged Councilmember Brothers' family in the a�dience this evening. C. Announcements and Appointments Announcements Artwork Dedication Ceremony Prior to r_he next Council meeting on June 6, 1988 at 6:45 p.m., Mayor Roe9ne announced there will be a brief dedication accepting the artwork prepared for the Game Farm Park. A sample of the artwork appears on the c.rover of the invitation dedicating the Auburn Game Farm Park scheduled for June 4, 1,988 at 11 a.m. Lewis Hitchcock Ranembrance Mayor Roegner extended remembrance to long-time civic booster, and former Councilmember Lewis Hitchcock who died on May 14, 1988. Mayor Roegner honored Lewis Hitchcock for his many hours of civic and government service. A memorial service is scheduled for Tuesday, May 17, 1988 at 3:00 p.m, at the Auburn Elks L,odge . Public Works Display Mayor Roegner drew attention to the display in the lobby of Auburn City Hall recognizing Public Fbrks Activities within the cortonunity. All divisions within the Public Works area are noted with pictures, graphs and illustrations along with special thanks to the City Council for their oontinued support on various projects. Mayor Rpegner commended the PuUlic Works staff for their creativity in designing a small magnetic sign advertising recycling information. Proclamation Mayor Rcegner presented Chief Et�ans, on behalf of the Police Officers, with a proclamation from the City of Auburn, Washington proclaiming M3y 15 through Ma 21, 1988, as "National Police Week" and May 18, 1988, as Police Officers Menorial Day" within the City of Auburn. On N13y 18, 1988 the City flag will flown at half �st in honor of those who have given their lives in the line of duty as a police officer. Appointments IV.A � Honorary Citizen Presentation Visiting teachers from England and Swth Africa accepted a certifica*_e of -1- � r.� �ITY OF AUBURN WUNCIL MEEPING 233 May 16, 1.988 "Honorary Citizen" from Ma}ror Roegner in recognition of their wr�zk in pregaring to teach the Montesori method of instructing young children in their respective country. Accepting "Horrorary Citizen" certificates from Ehgland were K.J. Hublaard, Stephanie Rubin, Lucy Hirxle, and Jacqueline Benbow, and from South Africa Julie 4�bodvine. 1988 AWC Voting Delegates ' Including Mayor Roegner, voting delegates representing the City of Auburn for the June, 1988 Association of l�shington Cities Conference held in Tacana are Ccuncilmembers Jim Walters, and Stacey Brothers. ' Motion by Councilmember Larson, second by Caancilmember Burns to confirm appointments of Mayor Roegner, Councilmember Walters and Brothers as voting delegates for the June, 1988 Association Washington Cities Conference. Agenda Modifications Agenda modifications are included ur�er agenda item VII.A.1 transmitting Exhibit A of Ordinance No. 4286 which sets fees for the use of park facilities and fees for recreations programs. II. CITIZIN INPUT, AIBLIC E�'ARILQGS 6�RRFSPONDINCE A. Public Hearings 1. Application V-1-88/Vacation Resolution 1849 called for a public hearing on the proposed vacation of street right-of-way, situated on that portion of street located on SSth Avenue South, within the City of Auburn. Mayor Roegner opened the public hearing. Albert P. Terrana - 2655 45th S.W., Seattle, t+B1 Albert P. Terrana, property owner, spoke in favor of the proposed vacation in order to remove the fill material. T.E. Mathews - 37202 56th Avenue South, Auburn, i+lA T.E. Mathews, property owner within vacation, stated he received notice of the public hearing vacating 56th Avenue South, and understands with partial vacation of this property it establishes precedence for further vacation for the rest of the street and possibly the full length of this raad. Mr. Mathews is protesting the street vacation on the grourids that further excavation is a det.riment to the stability of the natural slope on which his property rests. The issues raised by the Council were questions regarding the mrrelation between the mining activity and the street vacation, slope of the property, and future road development. � Alfred Terrana stated the property to the east is needed to generate the slope for mining activity, abouridiog owners on �st and west side have no reason to ask for remainder of the street to be vacated. Lynn Rued noted the map showing the current property owners in relation to the property being vacated, the mining activity. A soils report will be needed in order to obtain a mining permit and to insure the finished slopes of the hill will be stable. Torgerson dated May 11, 1988 requesting postponement of Counci� consideration on his rezone Application 26-87. Cwncilmember Burns noted that Mr. Torgerson contacted him last FYiday soliciting input for rtation of continuance on rezone application. G'OIINCIL CC)t�f1ITPEE REPORTS p. Municipal Services Chairman Whittall reported the Municipal Services Conunittee met on May 12, 1988 and the minut.es are of public record. The next Municipal Services Committee meeting will be on May 26, 1988 at 5:30 p.m. B. Planning & Camnunity Development C'hairman Burns stated the Planning � Crnanunity Development Canmittee met on May 10, 1988 and the the minutes are of �blic record. The next meeting of the Planning & Cpmnunity Development Committee will be May 24, 1988. C. Public Works Vice Chairman Burns reported the Public Nbrks Committee met on May 5, 1988 ar�d th minutes are of public record. The next meeting will be held on Thursday, May 19� 19t38 at 7:30 p.m. D. Finance Committee Chairman Kurle reported the Finance Camnittee met prior to the Council meeting this evening. The next meeting of the Finance Coimnittee will be at 6:30 p.m. prior to the Cwncil meeting on June 6, 1988. IV . CONSIIJP AGE27DA A. Sanitary Sewer Improvement No. 75 Authorization to call for bids on Contract 88-OB for eonstruction of Sanitary Sewer I�rovement No. 75 located on lSth Street S.W. F. King Cwnty Bond Issue Request approval for submittal of three park projects to King County for rnnsideration for inclusion on the County-wide borid issue scheduled for September. The projects to be submitted are: Auburn Cortanunity Center, Ibwntown Park, and White River Park and Trails. G. Utility Bill Adjustment Recommend approval of utility bill adjustment to account #219-3690 in the amount of $367.22. Application No. 26-87 The request of 'I'heron Torgerson to rezone from R-4 (Multiple Family Residential Districtj to C-3 (Heavy Commercial District) and Comprehensive Plan Map amendment from High Density Residential to Aeavy Commercial Iand Use Classification in the vicinity of 4400 block east of Auburn Way North. Consideration of Application No. 26-87 appears under II.C. B. Resolution 1809 The Auburn City Council at its December 21, 1987 Council meeting referred Resolution No. 1809 to the PuUlic hbrks Camnittee for review. Resolution N0. 1809 pertains to solid waste interlocal agreement with King County. No action required by the City Council until the end of June. C. Resolution 1810 The Auburn City Council at its December 21, 1987 Cwncil meeting referred Resolu*ion No. 1809 to the Public Wbrks Camnittee for review. Resolution 1810 authorizes the Mayor and City Clerk to execute a forum interlocal agreement with King County that will cronsider issues of policy regarding terms and conditions of the solid waste interlocal agreement entered into by the cities and r_owns located with King Cwnty. . No action required by the City Cwncil until the end of June. D. Application No. V-2-85 The Auburn City Council at its April 18, 1988 regular Council meeting referred Application No. V-2-85 to the Public Wbrks Committee on the proposed vacation of street right-of-way, situated on that portion of land designated as a public street located in the 3100 block of "E" Street Northeast, within the City of Auburn, Washington. Ordinance No. 4287 P,pplication No. 12-SB) An Ordinance of the City of Auburn, Washington, providing for a Conditional Use Permit to allow a mini-storage facility for household goods within the Villa Shopping Center located at 22nd and "M" Street N.E., within the City of Auburn, Washington. Motion by Councilmember Burns, second by Councilmember Whittall to introduce and adopt Ordinance No. 4287. MprPION CARRIED UNANIMOUSLY. 6-0. B. Resolutions 1. Resolution No. 1854 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor of the City of Auburn, to execute a Memorarxlum of Urx3erstaridi between King County Retired Senior Volunteer Program and the City of Aubur� for the purpose of volunteer recruitment at the Auburn Senior Center. Motion by Cwncilmember Burns, semnd by Councilmember Whittall to adopt Resolution No. 1854. MCyPION CARRIID LINANIMOUSLY. 6-0. 2. Resolution No. 1855 A Resolution of the City Council of the City of Auburn, Washington the Mayor and City Clerk of the City of Auburn, to execute and approve Supplement No. 1 to the contract amendment between the City and Jongejan/Gerrard/MCNeal dated October 20, 1987, for Phase 'Ib.o "B" concerning architectural services for the park facility at the Auburn Game Farm Park. (Original P.greement authorized by City of Auburn Resolution No. 1451 passed September 19, 1983). Motion by Councilmember Burns, second by Councilmember Whittall to adopt Resolution No. 1855. ResolUtion No. 1856 A Resolution of the City Cazncil of the City of Auburn, Washington, authorizing the Mayor and City Clerk of the City of Auburn, to enter into a contract with the law firm of Tucker & Stein for professional attorney services for indigent� charged with City of Auburn criminal offenses.
