CALL TO ORDER The regular meeting of the City of Auburn Council was called to order by Mayor Bob Roegner at 7:30 p.m. in the City of Auburn Council Chambers. Mayor Roegner led those in attendance in the pledge of ailegiance. Roll all Those in attendance included Mayor Bob Roegner, and Councilmembers Whittall, Walters, Lazson, Brothers, Wisner, and Kurle. Staf£ members in attendance included Parks & Recreation Director Len Chapman, Public Works Director Frank Currie, Fire Chief Bob Johnson, Planning Direcror Mary McCumber, City Attorney Marguerite Schellentrager, Police Chief Jake Evans, Finance Director Pat Dugan, Police Captain Ray Sherman, Personnel Director Gretel Sloan, Senior Planner Lynn Rued, Fire Marshal Dave Fugit, Associate Planner Greg Fewins, Senior Planner Rob Chave, and City Clerk Robin Wohlhueter. Councilmember Burns was not in attendance during roll call but arrived during r9ayor Roegner's announcements at 735 p.m. Announcements and A000intments Announcements Shades of Summer Mayor Roegner drew attention to the upcoming scheduled concert series beginning the last two weeks of July and first two weeks of August. Performances are scheduled in three different areas of the city. Mayor Roegner suggested interested citizens contact the Parks & Recreation Department. 1987 Annual Finance Audit Mayor Roegner announced once again the City of Auburn has obtained a clean audit for the reporting year 1987. 2. Apoointments - None. D. Azend� Modifications Mayor Roegner drew attention to a letter dated June I5, 1988 from United Homes Chairman of the Board Ctinton L. Hergert regarding the scheduled public hearing triis evening on the proposed amendments to the Zoning Code/Map. Il. CITIZEN INPUT PUBLiC HEARINGS & CORRESPONDENCE q. Public Hearin¢s Zonin¢ Ordinance/Mao The Auburn City Council to receive citizen testimony regarding the Zoning Ordinance and Map adopted in June of 1987 to evaluate the need for any necessary changes. Prior to opening the public hearing Mayor Roegner requested a brief overview by the Planning Director. Mary McCumber commented on the stams report distributed to the Council regarding the Auburn Comprehensive Plan and Implementing Measures. Mary McCumber pointed out this report summarizes the status of the Comprehensive Plan and Implementation Program, and discusses two important implementing measures, the Zoning Code and Area Zoning. Mary McCumber noted the adequacy and effectiveness of the Comprehensive Plan is examined by the changes that have been made since the plan was adopted. Changes such as additional elements to the Comprehensive Plan serve to enhance it. Additional elements include the Parks Plan, Downtown Plan, and Lakeland Hills Plan. IV.A. 1 LJ ' ITY OF AUDURN COUNCIL MEETING JUNE 20, 1988 245 Mary McCumber stated the Implementation Program is critical in that it provides the strong implementation tools necessary to carry out policies of the Comprehensive Plan. Plans and Programs such as the newly adopted Zoning Code and Map promote economic growth and bring zoning issues into consistency. The Planning Department considered the area zoning process as a mechanism to the City's Comprehensive Plan's policies and Map. Mary McCumber noted there are no substantiai problems with the Zoning Map. ' In regards to the newly adopted Zoning Code, last year there were only six amendments considered with five of the six adopted by the Council. Mary McCumber touched on the concern regarding nonconforming uses by noting there are no recommended changes to the provision. , ' � Mayor Roegner opened the public hearing. Joanne Brook - 5501 Bridget Avenue S.E. Auburn, WA Joanne Brook spoke in favor of code enforcement in her area by mentioning the different fence sizes that currently exist. Joanne Brook recommended preservation of the fresh water clams that exist in a nearby creek. In addition, Joanne commented on recycling bins located within the City of Auburn. Motion by Councilmember Whittall, second by Councilmember Burns to close the public hearing. MOTION CARRIED UNANIMOUSLY. 7-0 Motion by Councilmember Burns, second by Councilmember Wisner to refer the proposed amendments to the Zoning Code to the Planning & Community Development Committee of the Council. MOTION CARRIED UNANIMOUSLY. 7-0. Ill. COUNCIL COMMITTEE REPORTS A. Municioal Services Chairman Whittall stated the Municipal Services Committee has not met since the last Council meeting. The next Municipal Services Committee meeting will be on June 30, 1988 at 5:30 p.m. B. PlTnnine & Communitv Develooment Chairman Burns stated the Planning & Community Development Committee met on June 14 and the minutes are of public record. The next scheduled Planning & Committee Development meeting is June 28, 1988 at 7:30 p.m. C. � A. Public Works Committee Chairperson Wisner reported the Public Works Committee met June 9, 1988 and the minutes are of public record. Finance Committee The Finance Committee met prior to the Council meeting this evening. The next meeting of the Finance Committee will be at 6:30 p.m. prior to the Council meeting on July 5, 1988. IV. The seminar will be held from June 23 through June 25, 1988. Recommend authorization for Chief Evans to attend the International Association of Chiefs of Police (IACP) Annual Conference. The Conference will be held ifi Portland, Oregon October 15-20, 1988. Suroius Equinment Recommend Council authorization to declare listed items from the Police Department inventory as surplus and soid at an auction in Federal Way. Councilmember Kurle requested clarification of the total dollar amount shown for payroll. IV.B.2 Payroll st135312 through 135337 in the amount of $6,838.67. Motion by Councilmember Kurle, second by Councilmember Whittall to approve payroll numbers as they appear on the agenda. MOTION CARRIED UNANIMOUSLY. 7-0. V. OLD BUSiNESS A. Aoolication No. V-1-88 Council consideration to vacate a portion of SSth Avenue South that is a 30 foot wide unimproved right-of-way that lies west of the West Valley Highway and between South 336th and South 344th. Motion by Councilmember Wisner, second by Councilmember Burns to approve the street vacation and to instruct the City Attorney to prepare the necessary ordinance upon the receipt of $1579.50. MOTION CARRIED UNANIMOUSLY. 7-0. B. Aoolication V-2-85 The Auburn City Council at its April 18, 1988 regular Council meeting referred Application No. V-2-85 to the Public Works Committee on the proposed vacation of street right-of-way, situated on that portion of land designated as a public street located in the 3100 block of "E" Street N.E., within the City of Auburn, Washington. No action required by the City Councit at this time due to review by the Public Works Committee. V. NEW BUSINESS A. Aoolication No. 53A-88 Consideration of amendments to Title 18, Auburn Zoning Code, and the Auburn Comprehensive Plan regulating the use, treatment and storage of hazardous substances and wastes pursuant to Chapter 70.105 RCW. Motion by Councilmember Burns, second by Councilmember Wisner to approve the proposed amendments as mandated by State legislation. MOTION CARRIED UNANIMOUSLY. 7-0. VII. 9RDINANCES AND RESOLUTIONS A. Ordinance No. 4289 (Application No. 4289) An Ordinance of the City of Auburn, Washington, providing for the rezoning of property located at ]035 Harvey Road, within the City of Auburn, Washingron, changing the zoning classification thereof from R-2 (Single Family) to R-0 (Residential Office) Motion by Councilmember Burns second by Councilmember Whittall to introduce and adopt Ordinance No.4289. MOTION CARRIED UNANIMOUSLY. 7-0. 3. Ordinance No. 4290 (Application No. 14-88) An Ordinance of the City of Auburn, Washington, providing for a Condit;onal Use Permit to allow the construction of sixteen multi-family units on property zoned C-3 and located on the southwest corner of 37th and "I" Streets N.E., within the City of Auburn, Washington. Motion by Councilmember Burns, second by Councilmember Whittall to introduce and adopt Ordinance 4290. MOTION CARRIED UNANIMOUSLY. 7-0. 4. Ordinance No. 4291 An Ordinance of the City of Auburn, Washington providing for a Conditional Use Permit to allow a childrens medical care clinic located on the southwest corner of 17th and "M" Streets S.E., within the City of Auburn, Washington. Motion by Councilmember Burns, second by Councilmember Whittall to introduce and adopt Ordinance 4291. MOTION CARRIED UNANIMOUSLY. 7-0. Resolutions Resolution No. 1809 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute a Solid Waste Interlocal Agreement with King County. Motion by Councilmember Burns second by Councilmember Wisner to approve Resolution No. 1809. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Resolution No. 1810 A Resolution of the City of Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute a Forum Interlocal agreement with King County that will consider issues of policy regarding terms and conditions of the Solid Waste Interlocal Agreement entered into by the cities and towns located within King Counry. Motion by Councilmember Burns second by Councilmember Whittall to approve Resolution No. I810. MOTION CARRIED UNANIMOUSLY. 7-0. 3. Resolution No. 1859 A Resolution of the Ciry Council of the Ciry of Auburn, Washington, authorizing the Mayor of the City of Auburn, to execute Amendment No. 2 to the Tnteragency Agreement with the Washington State Parks and Recreation Commission for PAGE 5 , ' CITY OF AUBURN COUNCIL MEETING JUNE 20, 1988 development, operation and maintenance of the Auburn Game Farm. Resolution No. 1864 A Resolution oC the City Council of the City of Auburn, Washington, ordering the Finance Director to make segregation on the original assessment rotl of Local Improvement District (LID) 332, Assessment 2-A as directed herein. Motion by Councilmember Wisner second by Councilmember Walters to approve Resolution No. 1864. MOTION CARRIED UNANIMOUSLY. 7-0. 5. RQSOlution No. 1865 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk of the City of Auburn, ro execute an agreement for signal channelization on Auburn Way South from SR 18 to the newly constructed section starting at "R" Street, between the City and the Washington State Department of Transportation. Motion by Councilmember Wisner second by Councilmember Walters to approve Resolution No. 1865. MOTION CARRIED UNANIMOUSLY. 7-0. 6. Resolution No. 1866 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk of the City of Auburn to adopt Resolution 1866 calling for a public hearing to be held on July 5, 1988, for the purpose of considering the establishment of a Business Improvement Area.for the Auburn Central Business District. Motion by Councilmember Burns second by Councilmember Whittall to approve Resolution No. 1866. MOTION CARRIED UNANIMOUSLY. 7-0. Res_olution No. 1867 A Resolution of the City Council of the City of Auburn, Washington, approving the preliminary plat of a 12 lot subdivision zoned R-4 and located on the west side of "M" Street S.E. between 33rd and 37th Streets S.E., within the City of Auburn, Washington. Motion by Councilmember Burns second by Councilmember Wisner to approve Resolution No. 1867. MOTION CARRIED UNANIMOUSLY. 7-0. 8. Resolution No. 1868 A Resolution of the City Council of the City of Auburn, Washington, adopting and approving Capital Improvement Policies as an element of the Comprehensive Plan for the City of Auburn, Washington, pursuant to the provisions af R.C.W. Chapter 35A.63 of the laws of the State of Washington, and designating this element as guidelines for exercising the City's authority under SEPA, and directing that this resolution and the element of the Comprehensive Plan it adopts and approves be filed with the Auburn City Clerk and be available for public inspection, Motion by Councilmember Burns second by Councilmember Whittall to approve Resolution No. 1868.
