A. Fla¢ Salute
The regular meeting of the City of Aubum Council was called to order by
Mayor Bob Rcegner at 7:35 p.m. in the City of Auburn Council Chambers. `
. The Le-Chi-La-Ho Camp Fire Adventure Club posted the colors of the flag,
and led the pledge of allegiance. Led by leader Linda Hide, club members
included Hillary Peadon, Shana Crane, Jessie Brugger, Lori Luke, Stephen
Hide, Doug Granquist, Marcus Latham, Adam DeBruler, aad Andrew Bregel.

Brothers, Burns, Kurle, Larson, Walters, and Whittall. Staff inembers in
attendance include Parks 8c Recreation Director Len Chapman, Public Works

a. Polic Officer Retirement Recoenition
Chief Evans presented Murray Board with a plaque honoring his
retirement after twenty-five . yeazs of honorable service with the
Auburn Police Department.
b. Proclamation
Gretel Sloan accepted a proclamation from Mayor Roegner
proclaiming the week of October 9 through October 15, 1988 as
"Employee Wellness Week" within the City of Aubum, Washington.

D. Aaenda Modifications
Agenda modifications are included under IV.C.3 instead of IV.2 as it
appeared in modificadons. IV.C.3 adds a recommendation to award Contract '
88-20, Water Improvement No. 177, 320th Avenue S.E., to Robison
Construction, Inc. on their low bid of $62,814.21.

Octobar 3, 1988
Councilmember Whittall stated the Municipal Services Committee met on
September 29, 1988 and the minutes are of public record. The nezt regularly
scheduled Municipal Services meeting will be October 13, 1988 at 5:30 p.m.
B. Plannina 8c Communitv Develonment
Councilmember Buros stated the Planning & Community Development
Committee met on September 19, and September 26, 1988 and the minutes
are of public rewrd. The next meeting will be held on October 11, 1988.
C. Public Works
Councilmember Larson stated the Public Works Committee met on September
26, 1988, and the minutes are of public record. The next meeting of the
Public V✓orks Committee scheduled for October 6, 1988 is cancelied.
D. Finance
Councilmember Kurle stated the Finance Committee met prior to the
Council meeting tonight. The next Finance Committee meeting will be
prior to the regular Council meeting, Octaber 17, 1988.

Award Contract 88-17 for construction of LID 339, Hidden Valley
Road, to M.A. Segale, Inc. on the'u low bid of 5315,510. -

Recommend rejection of the City Park Improvement Ol bids opened
on September 23, 1988 for Contract No. 88-14.
3. Water Imorovement No. l77
Recommend awarding Conuact No. 88-22, Water Improvement No.
177, 320th Avenue S.E., to Robison Construction, Inc. for their low
bid of 562,814.21.
D. 1989 Preliminarv/Final Budeet
In preparation of the City's 1989 Budget, request approval to call for two
public hearings scheduled before regular meetings of the Auburn Ciry
Council. The first public hearing is scheduled on the proposed 1989
Preliminary Budget for Monday, November 7, 1988, and second public
hearing is scheduled on the 1989 Final Budget for Monday, November 21,
1988.
E. Federal Revenue Sharina
Request approval to call for a public heazing on Monday, November 21,
1988 on the proposed Federal Revenue S6aring Budget for 1989.
F. flut of State Travel
Recommend authorizing out-of-state travel for Firefighter Gary Eversaul to
sttend a course in Fire Arson Investigation at the national emergency
training center in Emmiuburg, Maryland from September 12, 1988 to
September 23, 1988.
Motion by Councilmember Larson, second by Couacilmember Kurle to
approve the consent agenda items IV.A through IV.F including modification.,

The Aubura Ciry Council at its April 18, 1988 regular Council meeting
referred Application No. V-2-85 to the Public Works Committee on the
proposed vacation of street right-of-way, situated on that portion of land

B. Q�dinance No. 4305
The Auburn City Council at its Septerober 6, 1988 regular Council meeting
tabled Ordinance 4305 for further review. Ordinance No. 4305 proposes to
amend Auburn Codified City Ordinance 8.12.030 (H) to allow the use of
electric fences in an RR (Rural Residential) zone.

The request of Joe Sickler for a Conditional Use Permit to allow the
construction of seven duplexes and four fourplexes on approximately a 2.52
acre pazcel of property wned R-3 (Duplex) and located on the south side of
22nd Street N.E. in the 1000 block.

Motion by Councilmember Burns, second by Councilmember Whittall to
approve the Conditional Use Permit based upon the Hearing Examiner's
Findings of Fact, Conclusions and Recommendations as outlined and to
instruct the City Attorney to prepaze the necessary ordinance.

1. Ordinance No. 4309
An Ordinance of the City of Auburn, Washington, amending
Ordiaance No. 4308 to incorporate conditions within the Conditional
Use Permit.
Motion by Councitmember Burns, second by Couacilmember Walters to
introduce and adopt Ordinance No. 4309.
MOTION CARRIED UNANIMOUSLY 6-0.

1. Resolution No. 1900
A Resolution of the City Council of the City of Auburn, Washington,
approving a revised contract amendment to the 1985, interagency lease
agreement with King County for the housing of a paramedic unit at
the aorth site Fire Station. (Original agreement authorized by
Resolution No. 1628 passed September 16, 1985).
Motion by Councilmember Whittall, second by Councilmember
Brothers to introduce and adopt Resolution No. 1900.
MOTION CARRIED UNANIMOUSLY. 6-0.
, 2. Resolution No. 1902
A Resolution of the City Council of the City of Auburn, Washington,
suthorizing the Mayor and City Clerk of the City of Auburn, to
execute an agreement between the City of Aubum and Makers to
provide consultant services and graphics for the Urban Design Plan.
Motion by Councilmember Burns, second by Councilmember Whittall
to adopt Resolution No. 1902 authorizing the Mayor to contract with
the firm of Makers Architecture and Urban Design to provida
consultant services for the Urban Design Plan.
MOTION CARRIED UNANINlOUSLY 6-0.

Executive Session
Mayor Roegner announced there would be an Ezecutive Session for
approximately five minutes regarding pending litigation and labor
negotiations. Mayor Roegner anticipated that action would be taken as a
result of the Execudve Session.
The Council meeting recessed at 7:47 p.m. �
1'he Council meeting reconvened at 8:08 p.m.
Motion by Councilmember Kurle, secoad by Councilmember Larson to
authorize the Mayor and City Clerk to sign the labor contract with the Police
Lieutenants' Union for a 3.296 increase.
MOTION CARRIED UNANIMOUSLY. 6-0.
IX. ADJOURNMENT
The meeting was adjourned at 8:09 p.m.
