Flaa Salute The regular meeting of the City of Auburn Council was calted to order by Mayor Boh Roegner at 7:35 p.m. in the City of Auburn Council Chambers. Mayor Roegner ied those in attendance in the pledge of allegiance. H. Staff inembers in attendance include Parks & Recreation Director Len Chapman, Public Works Director Frank Currie, Fire Chief Bob Johnson, Planning & Community Development Director Mary McCumber, Senior Planner Lynn Rued, City Attorney Marguerite Schellentrager, Police Captain Ray Sherman, Finance Director Pat Dugan, Personnel Director Gretel Sloan, and City Clerk Robin Wohlhueter. Council Position #1 Motion by Councilmember Larson, second by Councilmember Kurle to appoint Judith Roland to the Auburn City Council filling the remainder of the unexpired term of Council Position al. MOTION CARRIED UNANIMOUSLY. 6-0. City Attorney Marguerite Schellentrager administered the "Oath of Office" to ]udith Roland. Mayor Roegner and Councilmembers extended congratulations to Judi Roland, and she assumed her seat on the Council. b. Centennial Commission Request Council approval of the appointment of Laura Meeks to the City Centennial Commission for a term to expire December 31, ]991. Moved by Larson, seconded by Burns to accept the appointment of Laura Meeks to ihe City Centennial Commission for a term to expire December 31, 1991. ('OUNCIL COMMITTEE REPORTS IV.A.S 23 24 CITY OF AUBURN COUNCIL MEETING October 17, 1988 A. Municinal Services Councilmember Whittall stated the Municipal Services Committee met on October 13, 1988 and the minutes, when published, will be of public record. The next regularly scheduled Municipal Services meeting will be October 27, 1988 at 5:30 p.m. B. Plannina & Communitv Develonment Councilmember Burns stated the Planning & Community Development Committee met on October 11, 1988 and the minutes are of public record. The next meeting will be held on October 25, 1988. C. Public Works Councilmember Larson stated the Public Works Committee has not met since the last Council meeting. The next meeting of the Public Works Committee is scheduled for October 20, ]988. D. Fin nce Councilmember Kurle stated the Finance Committee met prior to the Council meeting tonight. The next Finance Committee meeting wili be prior to the regular Council meeting, November 7, 1988. A. � C. i� IV. CONSENT AGENDA inu s 1. October 3, 1988 regular council meeting. Vouchers I. Claim #39442 in the amount of $55.00, and Claims #39734 through #40068 in the amount of $1,263,999.17. 2. Payroll #138296 through #138697 in the amount of $521,395.74. Liouor License Person & Person. inc. Request Council approve Class H liquor license for Person Lanes Restaurants located at 1905 Howard Road. 2. Sa000ro Terivaki Request Counc;l approve Class D liquor license for Sapporo Teriyaki located at 512 Auburn Way North. Interfund Loan LTD Request renewal o£ an interfund loan from the Water Fund to LID 338 (Porter Water Co) in the amount of $50,000 at the rate of 845 for the period of 10/1/88 to 10/1/89. 2. LID 33 Request approval for an interfund loan for Fund 739, LID 339 (Hidden Valley Road) from the Arterial Street Fund #102 at 896 interest for the period of 9/30/88 to 9/30/89 in the amount of $ I50,000.00. E. Out of State Travel Request approval of out-of-state travel for Dawn Malone to travei to Coeur d' Alene, Idaho, on October 31, November 1, and November 2, 1988 to attend the Pacific Northwest Pollution Control Association annual conference. F. Comouter Uodate Recommend authorization to purchase three (3) 300 megabyte disk drives to be installed in the Police Department main computer system. Motion by Councilmember Larson, second by Councilmember Kurle to approve Consent Agenda Items IV.A through IV.F. MOTION CARRIED UNANIMOUSLY. 7-0. PAGE 2 � CITY OF AUBURN COUNCIL MEETING 25 October 17, 1988 Councilmember Roland conscientiously addressed her aff;rmative vote for Consent Agenda items appearing on tonighYs agenda by stating she did review these items prior to the Council meeting this evening. Councilmember Roland validated her new office as a City Councilmember by abstaining from voting on further matters before the City Council this evening. V. OLD BUSINESS A. Aoolication No. V-2-85 � The Auburn City Council at its April 18, 1988 regular Council meeting referred Application No. V-2-85 to the Public Works Committee on the proposed vacation of street right-of-way, situated on that portion of land desigaated as a public street located in the 3100 block of "E" Street N.E., within the City of Auburn, Washington. N �'on reouired bv the Citv Council at this time due to review bv the Public Works Committee. VI. NEW BUSINESS A. Anolication No. 16-88 Councit consideration on the request of Hebert Construction, Inc. for the final plat oF Gildo Rey a 12 lot Family Residential subdivisioa zoned R-4 (Multi-Family) consisting of 2.79 acres and tocated on the north side of "M" Street S.E. in the 3300-3400 blocks. Motion by Councilmember Burns, second by Councitmember Waltcrs to approve the final plat of Gildo Rey Addition and to instruct the City Attorney to prepare the necessary ordinance. MOTION CARRIED UNANIMOUSLY. 6-0. Vll. ORDINANCES AND RESOLUTIONS A. Ordinances 1. Ordinance No. 4305 An Ordinance of the City of Auburn, Washington, amending Aubura Codified City Ordinance 8.12.030 (H) to allow the use of electric fences in an RR (Rural Residential) zone. Motion by Councilmember Burns, second by Councilmembcr 11'hittall to approve Ordinance No. 4305 that would allow the use of electric fences in the rural zone. MOTION CARRIED UNANIMOUSLY. 6-0. 2. Ordinance No. 4310 An Ordinance of the City of Auburn, Washington, providing for a Conditional Use Permit to allow the construction of seven duplexes and four fourplexes on property zoned R-3 and located on the south side of 22nd Street N.E.in the 1000 block, within the City of Auburn, Washington Motion by Councilmember Burns, second by Councilmember Whittall to introduce and adopt Ordinance No. 4310. MOTION CARRIED UNANIMOUSLY. 6-0. ' B. Resolutions Resolution No. 1904 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk of the City of Auburn, to execute a lease agreement for a resident caretaker at tha City of Auburn Game Farm Park. Motion by Councilmember Burns, second by Councilmember Whittall to introduce and adopt Resolution No. 1904. Resolution No. 1905 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute an interlocal agreement with the City of Kent to a(low each city to use the other city's jail facilities on a temporary bas;s for emergency purposes only. Motion by Counci(member Whittall, second by Counciimember Brothers to introduce and approve Resolution No. 1905. MOTION CARRIED UNANIMOUSLY. 6-0. � VIII. MAYOR'S REPORT No Report Executive Session - None. IX.
