CITY COUNCIL MEETING MINUTES

The regulaz meeting of the City of Auburn Council was called to order by Mayor Bob Roegner '
at 7:30 p.m. in the City of Aubum Council Chambers.
A. Fla¢ Salute
Led by Pac Leader John Carstensen, Boy Scout Pac 343, Webelos Den, J.R.
Cole, Peter Magneson, Nathan Arp, Mike Chazbonneau, Daniel Furia,
Nathan Rawlings, Christian Harding, Chris Rawlings, and Tyson Miller led
the piedge of allegiance, and posted the cotors of the flag.

Those in attendance include Mayor Bob Roegner and Councilmembers
Brothers, Bums, Kurle, Larson, Roland, Walters, and Whittall. Staff
members in attendance include Parks & Recreation Director Len Chapman,
Public Works Director Frank Currie, Fire Chief Bob Iohnson, Senior Planner
Lynn Rued, City Attorney Marguerite Schelientrager, Police Captain Ray
Sherman, Fire Lieutenant Mick Crawford, Finance Director Pat Dugan,
Assistant Finance D'uector Arlene Mempa, General Ledger Accountant Sally
Finch, Personael Director Gretel Sioan, Deputy City Clerk Gayle Butcher,
and City Clerk Robin Wohlhueter.
C. Announcements and Aonointments
la. Announcements
Mayor Roegner introduced Richazd L. Saunders, GFOA representative,
who presented three awards to Finance Director Pat Dugan. Prior to
the presentation of the awards, Mr. Saunders briefly explained that
both the state and international £inancial organizations attempt to set
standards that not only provide good sound technicalfinancial
reporting, but provide value to auditors and dollar savings to
organizations. The high standazds that are set in budget reporting
promote documents that are readabie to nonfinancial people, assist both
Council and Mayor in establishing goals, and motivates people to
perform well thus benefitting the entire community.
Three awards were accepted by Finance Director Pat Dugan. The
Government Finance Officers Association of the United States and
Canada (GFOA) awarded the City of Auburn the "Distinguished
Budget Presentation Awazd" for its annual budget for the fiscat year
beginning January 1, 1988. The second award presented to the City of
Auburn by the Washington Finance Officers Association a certificate
for "Conformance in Financial Reporting" for its Comprehensive
Annual Financial Report for the fiscal year ended December 31, 1987,
and a"Certificate of Achievement in Finance Reporting" for the its
1988 Hudget.
Finance Director Pat Dugan acknowledged Assistant Finance Director
Arlene Mempa, and General Ledger Accountant Sally Finch who have
been instrumental in the preparation of the City of Auburn 1988
budget and 1987 Comprehensive Annual Report.
Mayor Roegner commented on the good audits received by the City of
Auburn in the tast six years. ,,
]b. American Education Week
Mayor Roegner to proclaim the week of November 13 through
November 19, 1988 as "American Education Week". Carolyn Olson,
Chairperson of Amercian Education Week, Deronda Stanley, President
of Auburn Education Association, and Sandy Lynch, President PTSA
Council acknowledged acceptance of the proclamation.

The Council of the City of Auburn requests and encourages any citizen to
provide written or oral comments, and to ask questions concerning the City
of Auburn's entire proposed 1989 Preliminazy Budget.
Mayor Roegner opened the public hearing.
No comments were received regarding the 1989 Preliminary Budget.
Motion by Councilmember Kurle, second by Councilmember Brothers to
close the public heazing.
MOTION CARRIED UNANIMOUSLY. 7-0.
Mayor Roegner encouraged, through our media, any citizen having a
question regarding the 1989 Budget to please either send a letter to City
Hall, or give us a call.

III. COUNCIL COMMITTEE REPORTS
A. Municioal Services
Councilmember Whittall stated the Mun;cipal Services Committee has not
met since the last Council meeting. For items appearing oa tonight's consent
agenda a phone poll was conducted for approval. The next regularly
scheduled Municipal Services meeting will be November 17, 1988 at 5:30
p.m.
H. Plannine & Communitv Develonment
Councilmember Burns stated the Planning & Community Development
Committee has not met since the last Council meeting. The next meeting will
be held on November 14, 1988.

referred Application No. V-2-85 to the Public Works Committee on the
proposed vacation of street right-o£-way, situated on that portion o£ land
designated as a public street located in the 3100 block af "E" Sveet N.E.,
within the City of Auburn, Washington.

VII. ORDINANCES AND RESOLUTIONS

An Ordinance of the City of Auburn, Washington, approving the plut
of Gildo Rey Addition, to the City of Auburn, according to the plat
on file with the Clerk of the City of Auburn.
Motion by Councilmember Burns, second by Councilmember Whittall
to introduce and adopt Ordinance No. 4311.
MOTION CARRIED UNANIMOUSLY. 7-0.

1. Resolution No. 1903
A Resolution of the City Council of the City of Auburn, Washington,
suthorizing the Mayor and City Clerk of the City of Auburn, to
execute a pay back agreement between the City of Auburn and the
Delco Group for water and sanitary facilities on property located at
12515 S.E. 312th, within the City of Auburn, Washington.
Motion by Counciimember Lazson, second by Councilmember Walters
to approve Resolution No. 1903.
MOTION CARRIED UNANIMOUSLY. 7-0.
2. Resolution No. 1906
, A Resolution of the City Council of the City of Aubum, Washington,
authorizing the Mayor and City Clerk of the City of Auburn, to
execute an agreement between the City of Auburn and Leonard Gus
Associates for the purpose of a Downtown Market Study.
Motion by Councilmember Whittall, second by Councilmember Brothers to
introduce and approve Resotution No. 1905.
MOTION CARRIED UNANIMOUSLY. 7-0.
3. Resolution No. 1908
A Resolution of the City Council o£ the City of Auburn, Washington,
authorizing the Mayor and City Clerk to execute an airport dealer
supply contract between the City of Auburn and Chevron U.S.A., Inc.,
a California Corporation, for supply of aviation fuel for the Auburn
Municipal Airport.
Motion by Councilmember Larson, second by Councilmember Walters
to approve Resolulion No. 1908.
MOTION CARRIED UNANIMOUSLY. 7-0.
4. Resotution No. 1910
A Resolution of the City Councii of the City of Auburn, Washington,
amending Resolution No. 1882 to reflect a change in the easement
between the City and James J. Granquist and Wanda L. Granquist,
with the proviso that a non-remonstrance agreement be entered into
with the owners for a future sewer local improvement district on 17th
Street S.E., within the City of Auburn, Washington, aad authorizing
the Mayor and City Clerk to execute said agreement.
Motion by Councilmember Larson, second by Councilmember Walters
to approve Resolution No. 1910.
MOTION CARRIED UNANIMOUSLY. 7-0.

VIII. MAYOR'S REPORT

November 7, 1988
Mayor Roegner announced there would be an Executive Session for
approximately 15 minutes to discuss litigation. Mayor Roegner
anticipated there would be no action as a result of the Executive
Session and recommended adjournment.
IX. ADJOURNMENT
There being no further business to come before the Auburn City Council, the
meeting adjourned at 7:51 p.m.
