A. k7ae Salute
The regular meeting of the City of Aubum Council was called to order by
Mayor Bob Rcegner at 7:35 p.m. in the City of Aubum Council Chambers.
Mayor Roegner led those in attendance in the pledge of allegiance.
B. Roll Call
Those in attendance include Mayor Bob Roegner and Councilmembers
Brothers, Bums, Kurle, I.arson, Roland, and Walters. Councilmember
Whittall is excused. Staff inembers in attendance include Perks 8c Recreation
Director Len Chapman, City Engineer Marv Seabrands, Fire Chief Bob
Johnson, Pianning & Community Development Director Mary McCumber,
City Attorney Mazguerite Schellentrager, Police Captain Ray Sherman,
Finance Director Pat Dugan, Personnel Director Gretel Sloan, and Ciry Clerk
Robin Wohlhueter.

II. rITIZEN INPUT PUBLIC HEARINGS & CORRESPONDENCE

1. 1989 Final Budeet
The Council of the City of Auburn has considered the proposed
Preliminary Budget for 1989, and requests and encourages any citizen
to provide written or oral comments, and to ask questions concerning
the City of Aubura's entire proposed 1989 Final Budget.
Mayor Roegner opened the public hearing.
Kina Countv Raoe Relief - 1025 South 3rd, Renton, WA
� Cheryl Berge and Allen Walter briefly described services that have
been provided in Auburn by King County Rape Relief. On behalf of
King County Rape Relief, Cheryl Berge expressed thanks to the
Council for their continued support through the budget process in
allocating $6,000 for 1989.
Motion by Councilmember Kurle, second by Councilmember Brothers
to close the public hearing.
MOTION CARRIED UNANIMOUSLY. 6-0.
Refer to Agenda Item VII.A.S for adoption of the 1989 Final Budget.
2. Federal Revenue Sharine
Even though the City of Auburn does not anticipate receiving funds,
the Federal Office of Revenue Sharing recommends that cities
continue with compliance requirements of the Revenue Sharing Act
since there are still funds that may be released due to legal action. A1l
interested citizens, groups, senior citizens are encouraged to present
written and/or oral comments and to ask questions concerning the
proposed Federal Revenue Sharing Budget for 1989.

No one in the audience offered written or oral comments concerning
the proposed Federal Revenue Shazing Budgetfor 1989.
Motion by Councilmember Kurle, second by Councilmember Walters to
close the public heazing.
MOTION CARRIED UNAPIIMOUSLY. 6-0.

Councilmember Burns stated the Planning dt Community Development
Committee met on November 14, 1988 and the minutes ere of public record.
The next meeting will be held on December 13, 1988 at 7:30 p.m.

Vice Chairman Buros stated the Public Works Committee met on November
10, 1988 and the minutes are of public record. The next meeting of the
Public Works Committee is scheduled for December 8, 1988.

Councilmember Kurle stated the Finance Committee met prior to the
Council meeting tonight. The next Finance Committee meeting will be
prior to the regular Council meeting, December 5, 1988.

' Recommend suthorizing out-of-state travel for Building Official, Alice
Conrad, to travel to Beaverton; Oregon during the week of November
14, 1988 for a Building seminaz regarding Legal Aspects of Code
Administration.

recreation fee schedule and rental chazges for programs and facilities
provided by the Auburn Parks and Recreation Department.
Motion by Councilmember Burns, second by Councilmember Walters to
introduce and adopt Ordinance No. 4312.
MOTION CARRIED UNANIMOUSLY. 6-0.
2. Ordinance No. 4313
An Ordinance of the City of Auburn, Washington, approving the fee
schedule and charges for the City of Auburn Mountain View
Cemetery.
Motion by Councilmember Larson, second by Councilmember Brothers
to introduce and adopt Ordinance No. 4313.
MOTION CARRIED UNANIMOUSLY. 6-0.
3. Ordinance No. 4314
An Ordinance of the City Council of the City of Auburn, Washington,
amending Ordinance 3864, to increase the maximum term for payback
agreements to conform to State Law.

determining and fixing the amount to be raised by Ad Valorem Taxes
for the fiscal yeaz 1989 for the City of Auburn, Washington, pursuant
to the provisions of RCW 35A33.135.
Motion by Councilmember Kurle, second by Councilmember Brothers
to introduce and adopt Ordinance No. 4315.
MOTION CARRIED UNANIMOUSLY. 6-0.
5. Ordinance No. 4316
An Ordinance of the City Council of the City of Auburn, Washington,
adopting the Budget for the City of Auburn, Washington, for the year

Motion by Councilmember Kurle, second by Councilmember Walters to
introduce and adopt Ordinance No. 4316.

A Resolution of the City Council of the City of Aubum, Washington,
fixing a time for a public heazing on the petition for vacation of a
street right-of-way located north of 30th Street N.E., City of Auburn,
Washington.
Motion by Councilmember Latson, second by Councilmember Burns to
approve Resolution No. 1907.
MOTION CARRIED UNANIMOUSLY. 6-0.
2. Resolution No. 1909
A Resolulion of the City Council of the City of Auburn, Washington,
amending Resolution No. 1894 and authorizing the Mayor and City
Clerk to enter into a lease agreement with Car-Temps Rent-A-Car f�.r
office space located in the Auburn Flight Center Building situated at
the Auburn Municipal Airport.
Motion by Counciimember Burns, second by Councilmember Larson to
approve Resolution No. 1909.
