CITY COUNCIL MEETING MINUTES
December 5, 1988 7:30 p.m.

7'he regular meeting of the City of Auburn Council was called to order by Mayor
Bob Rcegner at 7:30 p.m. in the City of Auburn Council Chambers.
A. Flaa Salute
Led by Leader Wayne Cofer, Camp Fire Lake View Love Birds Andrea
Cofer, Cheryl Harper, Laura Schrag, Crystal Volk, and Lisa Williams led the
pledge of allegiance, and posted the colors of the flag.

Those in attendance include Mayor Bob Roegner and Councilmembers Burns,
Kurle, Larson, and Roland. Mayor Roegner announced Councilmembers
Brothers, Walters, and Whittall were ezcused as they were representing the
City of Auburn at the Nationai League of Cities Conference in Boston.
Staff inembers in attendance include Parks 8c Recreation Director Len
Chapman, Public Works Director Frank Currie, Ptanning Director Mary
McCumber, Fire Chief Bob Johnson, Police Chief Jake Evans, City Attorney
Marguerite Schellentrager, Police Captain Bill Pitzl, Finance Director Pat
Dugan, Personnel Director Gretel Sloan, Deputy City Clerk Gayle Butcher,
and City Clerk Robin Wohlhueter.

18. Announcements
Mayor Roegner announced the annual donation of a Christmas uee for
City Hall by Councilmembers and administrative staff, and
acknowledged the spouses and fami►y members who were decorating
the tree this evening. Mayor Roegner expressed his thaaks to Martha
Kurle, Maxine Larson, and Sally, Jeffrey, and Janai Roegner.
16. Citizen Award of Commendation
Police Chief Evans honored William B. Schreiner and Benjamin
Liesmaki for their actions in assisting the Auburn Police Department
during a robbery on July. 11, 1988. Mayor Roegner presented a
Ci6zen Commendation Award to Mr. Schreiner and Mr. Liesmaki.

B. Plannine &. Communitv Develooment
Councilmember Burns stated the P(anning & Community Development
Committee minutes are of public record, and the next meeting wiil be held
on December 13, 1988.
C. Public Works
Councilmember Larson stated the Public Works Committee did not meet
after the last Council meedng. The next meeting of the Public Works
Committee is scheduled for December 8, 1988.

D. Finance
Councilmember Kurle stated the Finance Committee met prior to the
Council meeting tonight to consider utility collectioa resolutions, claims and
payroli. Councilmember Kurle announced that Councilmember Larson
attended the Finance Committee in iieu of Councilmembers Walters and
Brothers. The nezt Finance Committee meeting will be prior to the regular
Council meeting, December 19, 1988.

V. OLD BUSINESS - None.
VI. NEW BUSINESS
A. Aonlication No. ANX-1-88
Council consideration on the request of Frank and Dick Miyagishima to
anaex approximately thirteen acres of land tocated on "B" Sueet N.W.,
Auburn, Washington.
Motion by CouncilmemberBurns, second by Councilmember Larson to
, suthorize the Planning Department to prepare the annexation petition which
has to be signed by property owner representing 7596 of the assessed
valuation.
MOTION CARRIED UNANIMOUSLY. 4-0.

l. Ordinance No. 4317
An Ordinance of the City of Auburn, Washington, annezing to the
City certain laod contiguous thereto, approximately 4.5 acres in size,
and more particularly described in attached Exhibit A("Green River"
Annexation)
Motion by Councilmember Burns, second by Councilmember Larson to
iatrodue and adopt Ordinance No. 4317.
MOTION CARRIED UNANIMOUSLY. 4-0.
B. Resolutions
l. Resolution No. 1911
" A Resolution of the City Councii of the City of Auburn, Washington,
authorizing the Mayor and City Clerk of the City of Auburn, to
execute an amendment II to the agreement with Fisher Drugs Por
, collection of municipal utility bills (origiaal agreement authorized by
Resolution No. 1169, passed January 5, 1981 and amended by
agreement authorized by Resolution No. 1387, passed December 6,
1982.)
Motion by Councilmember Kurle, second by Councilmember Larson,
to adopt Resolution 1911.
MOTION CARRIED UNANIMOUSLY. 4-0.

2. Resolution No. 1912
A Resolution of the City Council of the City of Auburn, Washington,
suthorizing the Mayor and Ciry Clerk of the City of Auburn, to
execute an addendum I to the agreement with Peckenpaugh Drugs
Company for collection of the city utility bilis.

Motion by Councilmember Kurle, second by Councilmember Larson,
to adopt, Resolution No. 1912.
MOTION CARRIED UNANIMOUSLY. 4-0.
Resolution No. 1913
A Resolution of the City Council of the City of Aubura, Washington,
authorizing the Mayor and City Clerk of the City of Auburn, to
execute an sddendum I to the agreement with Auburn Pharmacy for
collecdon of municipal utility bills.
Motion by Councilmember Kurle, second by Councilmember Larson,
to adopt Resoludon 1913.
MOTION CARRIED UNANIMOUSLY. 4-0.
4. Resolution No. 1914
A Resolution of the City Couacil of the City of Auburn, Washington
suthorizing the Mayor and City Cierk of the City of Auburn, ta
execute an agreement with Otto Rosenau and Associates, to assist in
inspection of the Boeing Warehouse facility.
Modon by Councilmember Larson, second by Councilmember Burns,
to adopt Resolution 1914.
MOTION CARRIED UNANIMOUSLY. 4.0

Mayor Roegner announced there would be an Executive Session for
approximateiy 10 minutes to discuss labor negotiations. Mayor Roegaer
anticipated there may be action as a result of the Executive Session. The
Council recessed at 7:45 p.m. to Executive Session.
The Councii reconvened at 7:50 p.m.
Motion by Councilmember Kurle to authorize the Mayor and the City Clerk
to sign the 1989 contract with the Fire Union, subject the the Union's
ratification of the same agreement, for 3.596 salary agreement, second by
Councilmember Larson.
MOTION CARRIED UNANIMOUSLY 4-0.
IX. ADJOURNMENT
There being no further business to come before the Auburn City Council, the
meeting adjowned at 7:52 p.m.
