CALL TO ORDER The regular meeting of the City of Auburn Council was called to order by Mayor Hob Roegner at 730 p.m. in the City of Auburn Council Chambers. A. Flae Salute Led by Linda Woodward, Campfire Group Ma Ta Oga posted the colors of the fiag. Group members participating were Alanna Cox, Sandra Ferrell, Cindy Tedder, and Wendy Woodward. B. Roll Call Those in attendance inciude Mayor Bob Roegner and Councilmembers Whittalt, Walters, Burns, Larson, Brothers, and Kurle. Councilmember Roland was excused. Staff inembers in attendance include Police Chief Jake Evans, Police Captain Ray Sherman, Fire Chief Bob ]ohnson, Personnel Director Gretel Sloan, Parks & Recreation Director Len Chapman, Finance Director Pat Dugan, Public Works Direcror Frank Currie, Planning Director Mary McCumber, City Attorney Marguerite Schellentrager, and City Clerk Robin Wohlhueter. C. Announcements and A000intments 1. Announcemen[s Prior to presenting the proclamation, Mayor Roegner briefly assured the Council that normal city government operations in Auburn continued close to normal in spi[e of unusually cold weather and treacherous road conditions. Police and Fire personnel checked on senior citizens to insure safety, and street maintenance personnelspent sleepless hours keeping road conditions bearable. Mayor Roegner mentioned that staff provided services above and beyond the call of duty. a. Proclamation• 2. � A. On behalf of the Engineers in the Puget Sound area, Alfred Byrne is to accept a Proclamation from Mayor Roegner proclaiming February 19 through February 25, 1989 as "Engineers' Week" within the City of Auburn. Alfred Byrne was not in audience to accept the proclamation. Mayor Roegner, on behalf of the Engineers in the Puget Sound area, proclaimed February 19 through February 25, 1989 as "Engineers' Week". Municioal Services Chairman Whittall reported the Municipal Services Committee has not met since the last Council meeting. 7'he next meeting of the Municipal Services Committee is February 16, 1989 at 530 p.m.. B. Plannine & Communitv Develonment Councilmember Burns smted the Planning & Community Development Committee met on January 24, 1989 and the minutes are 1 matter of public record. The next meeting will be February 14, 1989 at 730 p.m. C. Pubiic Works Chairman Kurle reported the Public Works Committee met on January 19, 1989 and the minutes are a matter of public record. The next meeting of the Public Works Committee is scheduled for February 9, 1989 at 7:30 p.m. D. Finance Councilmember Walters stated the Finance Committee met prior to the Council meeting tonight to consider claims and payroll, and three interfund loans. The next Finance Committee meeting wiil be prior to the regular Council meeting on February 21, 1989 at 7:00 p.m. r:� f:a IV. CONSENT AGENDA Minutes I. January 16, 1989 regular Council meeting. Vouchers 1. Claim numbers #42280 through #425544 in the amount of $581,045.24. Claim numbers #42545 through #42747 in the amount of $757,762.27. 2. Payroll #141271 through #141730 in the amount of $440,805.17. C. Interfund Loans Request interfund loan for Fund 434 (Solid Waste) from Fund,431 (Sewer) in the amount of $220,000.00 at 8.00°r6 interest from I2-31-88 to 02-28-89. Request interest free Interfund Loan for Fund 119 (Housing & Community Development Fund) in the amount of $95,300.00 from Fund 001 (General Fund) for the period of 12-31-88 to 1-31-89. Motion by Councilmember Larson, second by Councilmember Kurle to approve Consent Agenda Items IV.A. through IV.E MOTION CARRIED UNANIMOUSLY. 6-0. V. OLD BUSINESS A. Aonlication No. V-2-85 The Auburn City Council at its April I8, 1988 regular Council meeting referred Application No. V-2-85 to the Public Works Committee on the proposed vacation of street right-of-way, situated on that portion of Iand designated as a public street located in the 3100 block of "E" Street Northeast, within the City of Auburn, Washington. Action is anticioated bv the Citv Council at the Februarv 21. 1989 reaular Council meetina. VI. NEW BUSINESS A. Annlication No. 42-88 Council consideration on the request of Will R. Palmer for a Pretiminary Plat to be known as Auburn Six Subdivision a 6 lot single family subdivision . situated on property zoned R-I (Single Family) and located at the easterty end of 21st Street S.E. (if extended) in the 3300-3400 blocks. Motion by Councilmember Burns, second by Councilmember Walters to approve the preliminary plat based upon the Hearing Examiner's Findings of Fact, Conclusions and Condition; and, to instruct the City Attorney to prepare the necessary Resolution. Ordinance No. 4329 An Ordinance of the City of Auburn, Washington, providing for the rezoning of property located on the West side of Wyman Drive in the 2700 Block, within the City of Auburn, Washington, changing the zoning classification thereof from P-( (Public Use District) to I (Institutional Use District) with a Conditional Use Permit to allow for ' the construction of a 7500 square foot industriai building. Motion by Councilmember Burns, second by Councilmember Kurle to introduce and adopt Ordinance No. 4329. MOTION CARRIED UNANIMOUSLY. 6-0. B. Resolutions Resolution No. I930 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk of the City of Auburn, to execute and addendum I to Solid Waste Collection Agreement between the City of Auburn and R.S.T. Disposal, Inc. (Original Agreement authorized by City of Auburn Resolution No. 1271, February 7, 1981). Motion by Counci(member Kurle, second by Councilmember Brothers to adopt Resolution No. 1930. MOTION CARRIED UNANIMOUS[.Y. 6-0. 2. Resolution No. 1931 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk of the City of Auburn, to , execute a contract for consultant services between 3-H Cable Communications consultants and the City of Auburn, for consultant services regarding the CATV franchise. Motion by Councilmember kurle, second by Councilmember Brothers ro adopt Resolution No. 1931. MOTION CARRIED UNANIMOUSLY. 6-0. Resoiution No. 1932 � A Resolution of the City Counci( of the City of Auburn, Washington, relating to its intention to annex certain property located on "B" Street N.W. Motion by Councilmember Burns, second by Councilmember Kurle to adopt Resolution No. 1932. MOTION CARRIED UNANIMOUSLY. 6-0. PAGE 4 �� � r' CITY OF AUBURN COUNCIL ME�TING February 6, 1989 4. Resolution No. 1933 A Resolution of the City Council of Auburn, Washington, approving a request for a full reconveyance of a Deed of Trust. Motion by Councilmember Kurle, second by Councilmember Burns to adopt Resolution No. 1933. MOTION CARRIED UNANIMOUSLY. 6-0. VIII. MAYOR'S REPORT , Mayor Roegner stated an Executive Session is required to discuss labor negotiation. The Executive Session is anticipated fo last approximately 10 minutes. Mayor Roegner stated action would be required as a result of the Executive Session. ' ' The meeting recessed at 7:45 p.m. Mayor Roegner reconvened the meeting at 7:55 p.m. Police & Police Lieutenants Motion by Councilmember Walters, second by Councilmember Whittall to authorize the Mayor and City Clerk to sign memoranda of understanding for the Police Commissioned Unit and Police Lieutenants Unit, subject to their ratification. MOTION CARRIED UNANIMOUSLY. 6-0. IX.
