CALL TO ORDER The regular meeting of the City of Auburn Council was called to order by Mayor Bob Roegner at 730 p.m. in the City of Auburn Council Chambers. A. FIaR Salute Cub Scout Troop 450 posted the colors of the flag and led those in attendance in the pledge of allegiance. Those participating inciude Jason and Brandon Beal and Dan Morefield. Cub Scout Troop 450 leader is Martin Beal. B. Roll Call Those in attendance include Mayor Bob Roegner and Councilmembers Walters, Burns, Larson, Roland, Brothers, and Kurle. Councilmember Whittall was excused. Staff inembers in attendance include Police Captain Ray Sherman, Poiice Chief Jake Evans, Fire Chief Bob Johnson, Personnel Director Gretel Sloan, Assistant Parks & Recreation Director Dick Deal, Finance Director Pat Dugan, Public Works Director Frank Currie, Planning Director Mary McCumber, Senior Pianner Lynn Rued, City Attorney Marguerite Schellentrager, City Clerk Robin Wohihueter, and Deputy City Clerk Gayle Butcher. C. Announcements and A000intments Announcements a. Proclamations Cleanup of the Centurv/Snrina Rallv 1Veek Mayor Roegner presented a proclamation to Public Works Director Frank Currie announcing the State's slogan for [he annual spring rally week. Make Auburn Shine in 89 Mayor Roegner presented a proclamation to Pubiic Works Director Frank Currie announcing the City's slogan for the annual spring ralty week. Mayor Roegner announced the spring clean-up campaig� highlights the spring se�son with dean-up eCforts by business and community members. The City's slogan was selected from Laurie Toreaso's third grade class at Pioneer Elementary class. Mayor Roegner thanked Public R'orks Direcror Frank Currie and Assistant Parks & Recreation Director Dick Deal for their contributions of daffodil plantings throughout the City. Councilmember Larson also expressed his thanks to the Public Works 95 Y � CITY OF AUBURN COUNCIL MEE?ING April 3, 1989 and Parks Departments for their efforts. Councilmember Larson noted he had received many positive comments on the Ueautification efforts. Volunteer Week Mayor Roegner presented proclamations expressinr thanks and appreciation to city volunteers Patricia Djarf, James Schuler, Mike Allen, Rhonda Robertson, Bonnie Williams, Lottie Burner, Ethel Folts, Jennie Johnsron, Stan Welis, and community volunteers Ferris Beia, Joann Chester, Debra Maggiora, and Sunda Peterson. In appreciation of vo]unteer contributions, Mayor Roegner announced there wi11 be a luncheon honoring the volunteers at the Auburn Senior Center, hosted by Cheryl Sallee of the Auburn Parks & Recreation Department, on Friday, April 14, 1989 at 1130 a.m. Bov Scout Pack 401 Boy Scout Pack 401 were in the audience working on their citizenship badge requirements. Members of Pack 401 were Lee Hart, John Hoffman, Ryan Chipp, Joel Newton and Joel Richardson. Pack Leader is Virginia Newton. 2. Annointments - None. D. Agenda Modifications Agenda modifications are noted under Council agenda items II.0 submitting correspondence from Mr. Lisle and neighbors regarding animal control, and VII.A.4. pulling Ordinance 4344 until bond requirements are met. Il. CI'I'IZEN 1NPUT, PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearinas - None. B. Audience Particioation Bob Smiley, attorney for Tom Matson Dodge, was present to address any questions councilmembers may have regarding his clients application for a Conditional Use Permit which is agenda item VI.B. There were no further requests for audience participation. C. Correspondence As noted under agenda modifications, Mayor Roegner announced staff inember Jan Hubbard was working �vith King County Animal Control regarding animal control concerns in the area of the 200 block of G Street S.E. King County Animal Control had made visits to the area on March 30, 3I, and April 1, 1989. Jan HuUUard will make the necessary follow-up reports to Council. lIL COUNCIL C0�4M1TTEE REPORTS A. Municinal Services CouncilmemUer Brothers reported the Municipal Services Committee met March 30, 1989 at 5:30 p.m. �nd the minutes are of public record. The next Municipal Services Committee meeting will be April 27, I989 at 530 p.m. B. Councilmember Burns announced the April 4, 1989 Planning & Community Development Committee will review proposed changes concerning mobile home parks and a preliminary review of the community center which will Ue a bonA issue on the ballot this year. C. Public Works Councilmember Kurle reported the Public Works Cammittee met prior to the Counc;l meeting this evening at 5:30 p.m. The next meeting of the Public Works Committee is scheduled for April 17, 1989. D. Finance Counciimember Walters reported the Finance Committee met prior to the Council meeting this evening. The next Finance Committee meeting will be prior to the regular Council meeting on April 17, 1989 at 7:00 p.m. IV. CONSENT AGENDA A. Minutes March 20, 1989 regular Council meeting. B. Out of State Travel Police Denartment Recommend �uthorization for [he Auburn officer, currentty with the Valley Drug Task Force, to attend the annual Western States Information Network (WS1N) Conference in Sacramento, California from June 6 through 9, 1989. 2. Fire Denartment Recommend authorizing out of state travel for Assistant Fire Marshal Ken Partridge to travel to the National Fire Academy in Emmitsburg, Maryland ro attend the Fire Prevention Specialist II class from May 22 through 7une 2, 1989. 3. Councilmember Roland noted that the March 20, 1989 Minutes, item II.A2. Application No. V-03-89, noted Duane Steinle as an attorney. Mr. Steinle is a Realtor. Motion by Councilmember Larson, second by Councilmember Kurle, to approve Consent Agenda Items 1V.A through IV.E. MOTION CARRIED UNANIMOUSLY. 6-0. V. OLD BUSINESS A. Aaolication No. 56A-89 Council consideration on an omendment to the Auburn Zoning Code which would allow recreational vehicles to Ue used as Iiving units through the conditional use permit processinthe RMHP (Residential Manufactured Home Park District). At its Febru�ry 21, 1989 regular Councii meeting, the Council referred Applica[ion No. 56A-89 to the Planning 3c Community Development Committee. \'1. NE�V BUSINESS A. VII. ORDINANCES AND RESOLUTIONS A. Ordin�nces April 3, 1989 1. Ordinance 4341 An Ordinaoce of the City Council of the City of Auburn, Washington, amending one section of Chapter 1.22 of the Auburn City Code entitled , "City Jail Prisoners \Vork Release Program" and adding new sections 1.22.030 and 1.22.040 to that chapter providing for an elecuonic arrest program and authorizing payment of fees to the City by participants. Motion by Councilmember Brothers, second by Councilmember Roland, to introduce and adopt Ordinance No. 4341. MOTION CARRIED UNANIMOUSLY. 6-0. 2. Ordinance 4342 An Ordinance oF the City Council of the City of Auburn, Washington approving the vacation of a street right of way designated as Rose Street, within the City of Auburn, Washingotn, and retaining a utility easement to the City. Motion by Councilmember Kurle, second by Councilmember Brothers, to introduce and adopt Ordinance No. 4342. MOTION CARRIED 5-1. Councilmember Larson voting no. 3. Ordinance 4343 An Ordinance of the City Council of the City of Auburn, Washington, approving the vacation of a street right of way designated as 44th Street, within the City of Auburn, Washington, and retainig a drainage easement for [he Ci[y. ' Motion by Councilmember Kurle, second by Councilmember Brothers, to introduce and adopt Ordinance No. 4343. MOTION CARR[ED 5-1. Councilmember Larson voting no. 4. Ordinance No. 4344 An Ordinance of the City Council of the City of AuUurn, Washington, approving the plat of Lakeland Hills Division No. 3 extension, ro the City of Auburn according ro the plat on fiie with the Clerk of the City of Auburn. Motion by Councilmember Burns, second by Councilmember 1Valters to table Ordinance 4344 until satisfaction of bond requirements. MOTION CARRIED UNANIMOUSLY. 6-0. B. Resolutions Resolution No. 1949 ' E �� 100 CITY OF AUBURN COUNCIL n1EETING April 3, 1989 A Resolution of the City Council of the City of AuUurn, Washington, authorizing the Mayor and City Clerk of the City of Auburn, to execute an agreement with King County Rape ReGef to provide counseling services to rape and other sexual assault victims within the Auburn area. Motion by Councilmember Burns, second by Councilmember Walters to introduce and adopt Resolution No. 1949. MOTION CARRIED UNANIMOUSLY. 6-0. 2. Resolution No.1950 ' A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk of the City of Auburn, to execute a convact for services between the City of Auburn and Domestic Abuse Women's Network (DAWN). Motion by Councilmember Burns, second by Councilmember Walters to introduce and adopt Resolution No. 1950. MOTION CARRIED UNANIMOUSLY. 6-0. 3. Resolution No. 1951 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk of the City of Auburn, to execute an engineering service contract for design services under Airport lmprovement Program AIP tt3-53-0003-OS between the City of Auburn and Wilsey and Ham Pacific, Inc. Motion by CounciimemUer Kurle, second by Councilmember Brothers ro introduce and adopt Resolution No. I95I. MOTION CARRIED UNANIMOUSLY. 6-0. 4. Resolution No.1953 A Resolution of the City Council of the City of Auburn, Washington, ' authorizing the Mayor and Ciry Clerk of the City of Auburn, to enter into an agreement with King County to participate in the financing and disbursal of local voters' pamphlets as authorized by RCW Chapter 29.81A of the laws of the State of Washingron. Motion by Councilmember Brothers, second by Councilmember Roland to introduce and adopt Resolution No. 1953. MOTION CARRIED UNANIMOUSLY. 6-0. 5. Resolution No.1954 A Resolution o( the City Council of the City of Auburn, Washington, amending the Comprehensive Plan Policies of the City of Auburn, Washington, to add policies relating to Wetlands development and conservation, designnting said amendments �s guidelines for exercising the City's authority under the Nashingron State Environmental Policy Act (SEPA), and directing that this resolution it adoptsand approves be filed with the Auburn City Clerk and be �vailable for public inspection. 0 CITY OF AUl3URN COUNCIL MEETING April 3, 1989 Alotion by Councilmember Burns, second by Councilmember Walters to introduce and adopt Resolution No. 1954. Resolu[ion No. 1955 A Resolution of the City Council of the City of Auburn, Washingron, authorizing the Mayor and City Clerk of the City of Auburn, ro execu[e an agreement for professional services between the City and Sound Resource Management Group for the purpose of a recycling study.
